Q&A for ACAD 318349 5/3/2022 & 5/6/2022
1) On the Solicitation, Offer, and Award sheet section 13. B. it indicates that An Offer Guarantee is not required. In the Proposal Submission Package (PSP) there is a Bid Bond form. Please clarify if a Bid Bond will be required for this contract.
a. Be sure you use B08_Solit_140P2022R0047_ACAD_318349.pdf solicitation.
i. That form correctly states in 13.B. that a Offer Guarantee is required.
ii. That form also correctly states in 12.a. that Payment and Performance Bonds are required.
2) Bid submission date is shown as 5/13/2022 1500 local time. Is this for Denver, CO (MST)(GMT-6) or is this Bar Harbor, ME (ET)(GMT-4)?
a. Be sure you use B08_Solit_140P2022R0047_ACAD_318349.pdf solicitation.
i. That form correctly states in 13.a. that proposals are due at 3:00pm MT
Denver (local) time.
1) Is there an option to submit this bid via electronic submission or is it required to be submitted as a hard copy?
a. Be sure you use B08_Solit_140P2022R0047_ACAD_318349.pdf solicitation.
i. Page 50 of 58, D. Submission Requirements details that proposals should be submitted via email with requirements for size and addresses, in that section.
2) Sect F of the Solicitation states contract time is 180 calendar days and the SF1442 has 215?
a. 215 is correct. Section F will be corrected in an amendment.
3) Is there a culvert schedule showing culvert lengths and end treatments for headwalls or do they need to be field measured?
a. Contractor is responsible to field verify information shown on plans and replace in-kind to what is shown in the field where specified.
4) Specifications show three wall thickness’ for the class III concrete pipe, which one should we apply?
a. A minimum Class III wall thickness A is required for pipe replacements.
5) For bidding purposes please provide crack seal quantity for CLIN’s 1, 4 & 5
a. The contractor is responsible to field verify the crack seal quantities for bidding.
6) Will Aggregate Topsoil Course be required to back up pavement edge at thin overlay areas (.75”), typical pavement overlay detail note 1 requires it but shoulder restoration detail note 1 shows only using where drop off is greater than 2”?
a. Aggregate Topsoil Course is to be applied where the drop off is greater than 2”.
If the thin overlay addition produces a depth exceeding 2” the pavement edge would require the aggregate topsoil fill to meet requirements.
7) Some existing culvert inverts are 10’ to 20’ deep at the outlets, will the excavation/pavement removal limits still be required to be at a 6 to 1 slope as shown on the typical cross culvert detail? Is there a maximum pavement removal width?
a. Contractor may suggest alternative trenching methods that would avoid extensive pavement removal and sides slopes of 6:1. Open cut will still follow requirements of having an open lane at all times and to be open to traffic by the end of each day.
8) There is an electric hand hold/vault at the edge of the pavement near core #14 on sheet C4G where there is a culvert replacement, is there underground electric lines here or at other areas where new or replacement culverts are proposed?
a. Electric lines run on the north side of Cadillac Mountain Road for the entire length (the left side of the roadway as you approach the summit). Contractor is responsible for calling Miss Utility and protecting utilities during the culvert replacements.
9) Are only existing headwalls and existing header pipes required to be rebuilt? What is required for culverts without headwalls/headers and outlets that cannot be found to inspect or seen from roadway?
a. Existing headwalls will be re-pointed or re-built after culvert replacement. No new structures will be constructed on culverts without existing structures.
