GETT 250272 Restoration and Rehabilitation of Little Round Top

1. Binary would like to verify that no fencing is required in the vegetation contract – neither permanent nor temporary

a. ANSWER: Fencing and flagging will be installed, maintained, and partially removed by the Construction Contractor. Once the Construction Contractor’s work is complete, remaining fencing and flagging will be maintained by the revegetation contractor as described in the contract documents. Exclusionary fencing around key areas where container plants shall be installed is included in the Vegetation contract as per Line Item #1 (see Specifications under Planting 1.9A and 3.5A for more specifics).

2. Binary would like to confirm that no sidewalks or permanent paths are included in the vegetation contract.

a. ANSWER: Correct, sidewalk or permanent paths are included in the Construction Contractor’s scope of work.

3. Binary would like to confirm that the native seeding for this project will be coordinated with NPS staff to find the appropriate seed and supplier to do the seeding portion.

a. ANSWER: It is the Revegetation Contractor’s (this contract) responsibility to find and procure the native seed. NPS staff will be available to consult with on potential suppliers, the appropriate seed mix, approve any needed substitutions, and to review the submittals (such as the seed test analysis) as described in the contract documents.

4. Binary would like to confirm that the replanting of native tree and harvesting of native tree sides will be done again in coordination with NPS staff and that watering and maintaining the trees will not be the responsibility of the contractor after project completion.

a. ANSWER: It is the Revegetation Contractor’s (this contract) responsibility to plant native tree and plugs and harvest native hickory nuts. NPS staff will be available to consult with and will be available to be onsite during planting and seed collection periods. Watering and maintaining the container plantings will be the responsibility of the Contractor for the first year following installation as per Line Item #1 (also see Watering and Planting Specifications).

5. Binary would like to confirm that if the vegetation project extends beyond the construction project and temp fencing must be provided to secure the work areas, that the costs will be recuperable via contract modification.

a. ANSWER: Fencing and flagging will be installed, maintained, and partially removed by the Construction Contractor. Once the Construction Contractor’s work is complete remaining fencing and flagging will be maintained by the revegetation contractor as described in the contract documents. If the Revegetation Contractor feels additional fencing is required that can be negotiated with the government prior to removal of fencing by the Construction Contractor.

6. Binary will like confirmation on the proposed duration of the construction portion of the project and when the vegetation portion will start and finish so that we can properly estimate our Division 01 requirements.

a. ANSWER: Anticipated start for construction is mid to late April 2022 and overall is expected to last approx. 18 months. Construction contract specifications call for 547 calendar day duration. All timing is contingent on winter weather and when various activities can be completed. Vegetation tasks such as seeding/planting must occur at the times specified under the Specifications for Planting and Seeding.

7. Is the protection of monuments and permanent structures within the work areas being protected under the construction project or will certain areas be under the vegetation portion of the contract?

a. ANSWER: Protection of monuments and permanent structures will be installed and maintained by the Construction Contractor.

8. In the areas of the natural walk paths that will be refurbished and reseeded, will temporary protection and signage be the responsibility of the vegetation contract?

a. ANSWER: Yes, see response to Question #1 for more detailed information.

9. If an area has been coordinated or set aside with the construction project team to receive and store new trees and plantings in support of the vegetation contract?

a. ANSWER: The staging area available to both Contractors is described on the project drawings. Contractors will need to coordinate arrival of materials and staging. The Construction Contractor is aware of the concurrent work and coordination requirement.

10. Please confirm the attached Price Schedule Templet is the most current version.

a. ANSWER: See updated price schedule included with this amendment with defined quantities.

11. Please explain the quantities in the Price Schedule Templet, and how they relate to the units of measure.

a. ANSWER: See updated price schedule included with this amendment. Quantities provided are for proposal purposes only, contractor to verify.

12. Please define the limits of traffic control in this contract. The 012700 Pg. 1 #1 states: traffic detour devises by others but sheet VG1.0 outlines many other requirements.

a. ANSWER: The Construction Contractor will provide and maintain the traffic detour devices through the initial vegetation installation. The Vegetation contractor is responsible for traffic control, as needed, for the remainder of the vegetation contract. (i.e. safety cones for watering trucks, etc).

13. Please outline the extent of storm water protection / management in this contract. 015723 relates to erosion control measures, while bid option A states these items are already in place.

a. ANSWER: The construction contractor is responsible for installing the storm water protection measures required from the SWPPP. Bid Option A is stating that IF these protection measures need to be replaced/maintained during the vegetation contract time period this option would be exercised. On 2/8/2022 an updated Specification document was uploaded, which shows the most recent changes to Spec 015723.

14. Please define how 024100 relates to Option J and to no other parts of the contract.

a. ANSWER: Option J is the only task that would require removal of vegetation beyond what would already have been done by the Construction contractor and so is the only task that would require Spec 024100.

15. Please explain the requirements of this contract as it relates to, 329113 Pg. 8 section 3.2 B.

a. ANSWER: Section 3.2B of Spec 32 91 13-8 and Section 2.1 & 3.1 of Spec 32 91 19 have been removed in this latest amendment, as topsoil stripping and piling shall be done by the Construction contractor.

16. Please define the limits of potential topsoil placement and fine grading.

a. ANSWER: Reference the V4 series drawings for the limits of potential topsoil placement and fine grading. Specification 32 91 19, Section 3.3E1 states “2 CY per 1000 sq ft. of imported or onsite topsoil to depth of 4 inches”, this line has been revised to state “12CY per 1000 sq. Ft".

17. Please define the base bid inclusions / limits as related to the optional items. 012700 is not clear.

a. ANSWER: The acreages and quantities associated with the Base bid and each Option can be found in the Price Schedule, updated in this amendment. The limits of the Option areas are also noted in the plan sheets V4.1 to V4.9.

18. Is all aggregate topsoil and seeding by others? The plans indicate that in most locations, but not all.

a. ANSWER: Aggregate topsoil will be placed by Construction contractor but seeding these areas with Mown Turf Seed Mix is part of the Vegetation contract.

19. Please define the limits of both options D and F. The contract documents are not clear.

a. ANSWER: Option D (same area as Option E) for 20th Main Area Improvements can be found on the Vegetation Design Plans sheet V4.4. Option F for the Trail, Northern Segment near Wheatfield Road Improvements can be found on sheets V4.8 and V4.9. However, it is incorrectly labeled as Option H on sheets V4.8 and V4.9.

20. Please define these areas (see “Question 11 attachment”)

a. ANSWER: See Vegetation Contract Design Plans sheets V4.2 to V4.9 for all locations of trees and plugs to be installed, as well as different seeding mixes. The term “woodlot” just refers to the wooded areas of the project. #7 in the Question 11 attachment is for the Base bid and #8 is for Option J only.

21. Please explain how we are to quantify the invasive clearing, treatment and tree removals based on the following direction? (see “Question 12 attachment”)

a. ANSWER: This is referring to Option J only, which spans 2.94 acres (as per Price Schedule).

22. Please confirm that no tree removal as noted on the drawings is included in the revegetation contract scope.

a. ANSWER: No tree removal is included in the Base bid. However, see Option J of Specification, which outlines removal of trees under 20” caliper.

23. Please confirm that the invasive species removal for the vegetation contract is limited to the areas shown for soil decompensation and seeding areas. Any other areas will be part of the construction project.

a. ANSWER: Invasive species removal under the Base bid (Line Item #1) of the Vegetation contract is limited to the areas disturbed by construction activities. See Specification 01 27 00 3.1 List of Line Items for Options G, H, and I, which outline options for invasive plant removal in the project area. The Construction contractor is not responsible for any invasive plant removal.
