- Request for Qualifications
The National Park Service (NPS), Denver Service Center (DSC), 12795 West Alameda Parkway, Denver, Colorado, 80225, is requesting professional qualifications (SF330’s) from qualified firms to provide Multi-Disciplinary Architect-Engineer (AE) Design Services and other Supporting Services under an Indefinite Quantity contract for a variety of projects within areas of national significance at areas throughout the Eastern area of the United States which includes the states, possessions, and territories of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Washington, DC, Louisiana, Mississippi, Alabama, Georgia, Florida, Tennessee, Kentucky, South Carolina, North Carolina, Puerto Rico and the Virgin Islands (primary coverage area). The secondary area of coverage is nationwide, i.e., design work may be performed for projects throughout the United States, its territories and possessions, provided the individual professional state’s licensure and registration requirements can be met.
This acquisition is being procured in accordance with the Federal Acquisition Regulation (FAR) Part 36.6 – Architect-Engineer (AE) under the Brooks Act Procedures. AE firms meeting the requirements described in this announcement are invited to submit the documentation required in this notice. Firms responding to this announcement before the closing date will be considered for selection subject to any limitations indicated with respect to any limitations listed in this notice.
All firms shall be certified in the Online Representations and Certifications (ORCA) found at the System for Award Management (SAM) https://www.sam.gov/SAM/ before submitting their SF-
330. In order to comply with the Debt Collection Improvement Act of 1996, all firms must be registered in the System for Award Management (SAM) to be considered for an award of a Federal contract.
The firm(s) selected for contract award(s) will be predominantly architecture firm(s) with in-house and/or subcontracted multi-disciplinary architectural and engineering support. The majority of services to be performed under these contracts will generally be specializing in contemporary and/or historic architecture. In order to maximize competition, the NPS is encouraging prime/sub-consultant relationships for this requirement.
The terms “firm” or “team” or “offeror” shall refer to the company or organization that is proposing on this contract. The “firm” or “team” will include the prime contractor, partners, subcontractors and joint ventures that are proposed to work on this contract. The proposed team shall have at least one person licensed in each state of the primary area of coverage. Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.
This procurement is being solicited as Full and Open Unrestricted Competition. A separate announcement is also being provided for Small Business Concerns (please see additional synopses for Solicitation Numbers 140P2020R0077 and 140P2020R0078).

The NAIC code for this requirement is 541310, size standard $8.0 million annual receipts, averaged over the preceding 3 years. The size of the small business firm includes all parents, subsidiaries, affiliates, etc. (See 13 CFR 121,103 and 13 CFR 121.108)

• Stabilization, preservation, rehabilitation of historic and non-historic structures and projects in natural and cultural landscapes.
• Rehabilitation/renovation or construction of new buildings (Visitor Centers, Comfort
Stations, Bathhouses, Memorials, Monuments, Museums, Lighthouses, Single use and Multiple use Housing, Curatorial Facilities, Administration Facilities, Maintenance Facilities, Law Enforcement Facilities, and miscellaneous Park structures). Projects include all utilities, site improvements, vehicular and accessible pedestrian connections and revegetation.
Rehabilitation/renovation projects will often include historic structures.
• Rehabilitation/renovation projects will often include accessibility upgrades.
• Rehabilitation/renovation of historical battlefields and landscapes. Projects include all utilities, site improvements, and vehicular and accessible pedestrian connections, and revegetation.

• Restore/rehabilitate, stabilize and create riverbanks, wetlands, riparian corridors, and coastal environments.
• Rehabilitation/create new cave trails and entrances, and all associated needs for cave projects. Projects include all utilities, site improvements, and vehicular and accessible pedestrian connections, and revegetation.
• Renovation/new campgrounds and associated structures. Projects include all utilities, site improvements, and vehicular and accessible pedestrian connections, and revegetation.
• Renovation/new roadways, transportation corridors, parking lots, and bridges. Projects include all utilities, site improvements, and vehicular/ accessible pedestrian connections.
• Replacement/new utility systems, such as wastewater, electrical, water and water treatment, heating/cooling, telecom, wells, and distribution systems. Projects include all site improvements, building repairs, vehicular and accessible pedestrian connections.
• Drainage and storm water management systems, floodplain and wetland delineations.
Additional requirements include, but are not limited to, participation in community/stakeholder workshops, open houses or planning efforts, assistance in the preparation of environmental compliance analysis and documents, including Environmental Assessment’s and Environmental Impact Statements, preparation of complex sensitive, environmentally sustainable planning and plans, specification and estimates, facilitating and preparing value engineering studies and/or value analysis choosing by advantages studies to evaluate proposed design solutions, and coordination with interpretive design firms and/or performance of interpretive designs.

SPECIALIZED SERVICES
In the course of doing business with Architect/Engineering firms under contract with the NPS, the NPS occasionally needs to obtain specialized services from sub-consultants under the prime contract. In these instances, the majority of the work may be performed solely by the sub-consultant with little involvement of the prime contractor. Even though the work is performed primarily by the sub-consultant, NPS will ensure that the prime contractor is involved in all discussions and all correspondence is routed through the prime contractor. Prime contractors have indicated their concerns with the ceiling amounts and the effect these “pass-throughs” would have on the cap. This has been taken into consideration in establishing the maximum contract amount for this solicitation and the resultant contract(s). Prime contractors submitting statements of qualifications are advised that the NPS will continue to acquire such specialized services in this manner. The NPS does not allow the prime consultant an administrative handling or coordination fee on sub-consultant’s services.
QUALITY CONTROL
A documented internal Quality Control Program shall be applied to all services performed and shall be used by all sub-consultants. This quality control program should include a system that identifies persistent quality issues and reduces their incidence in subsequent submittals. This system shall include documentation that is reviewable by the NPS upon request.
The contractor accepts ultimate responsibility, liability and duty to control the quality of the services provided to the NPS as stipulated in the FAR, Part 36.609-2. The contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs sub-consultants under the contract. The contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services.
UNIVERSAL DESIGN AND ACCESSIBILITY
The NPS is dedicated to making projects universally designed and seamlessly accessible to visitors and staff with disabilities. All planning, design and construction projects shall meet and exceed the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS), Section 504 (program access) and Section 508 (electronic and information technology access) of the Rehabilitation Act of 1973. The 2006 NPS Management Policies require that projects exceed these federal requirements and apply the tents of universal design to provide usable and inclusive experience for all. To meet the requirements of Executive Order 13548, “Increasing ‘Federal Employment of Individuals with Disabilities”, NPS assures visitor use areas and employee areas are accessible and provide the connectivity to all amenities so that employees with disabilities can fully participate in all programs.

CULTURAL RESOURCES PROTECTION
The NPS will protect, preserve, and foster appreciation of the cultural resources in its custody and demonstrate its respect for the peoples traditionally associated with those resources through appropriate programs of research, planning and stewardship.” (From the preamble to Part 5 of NPS Management Policies)
Design work under the contract will involve rehabilitation, alteration, addition or improvement of sites and structures containing natural and cultural resources. Historic properties may encompass landscapes, structures, landmarks, and buried resources, requiring accepted treatment approach reflecting NPS stewardship principles and assuring the longevity of the property.

Firms will be required to successfully identify and address resource values and issues, and effectively apply both the Secretary of the Interior’s Standards and NPS Cultural Resource Management Policies (Directors Order #28). Design interventions must align with stewardship principles acceptable to NPS. Design must not jeopardize the historical or archeological integrity of a property or site. Decisions or actions that would directly result in degradation or loss of historic character or fabric to the resource must be avoided.
SUSTAINABLE DESIGN
The U.S. NPS has adopted sustainable design as the guiding principle (http://www.energystar.gov/ia/business/Guiding _Principles.pdf, for its planning, design and construction projects. By definition, this means meeting present needs without compromising the ability of future generations to meet their needs. In practice, sustainable design utilizes best available solutions within the design tradition and conserves global resources, utilizes energy efficiently, recycles materials and waste, and specifies ecologically responsible methods, practices, and materials in the construction and operations of NPS facilities. Accordingly, the selected firm(s) must exhibit current credentials and demonstrated competency in sustainable design and “green” building systems. Firms shall validate their sustainable abilities and practices through completed LEED certified construction projects and green building awards and have LEED accredited professionals on staff as part of the firm.

COORDINATION
The proposed work may extend over several fiscal years, involving projects at various stages, which will require that the selected firm(s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with subconsultants. The firm will need to have direct contact with Federal, State and local regulatory agencies to assure compliance with regulations, codes and policies.
The NPS places a strong emphasis on teamwork and team building. Team members often include contracting staff, contracting officer’s representatives, project manager, park staff, concessioners, engineering consultants, project inspectors, construction contractors, and construction subcontractors. The AE will need to have direct contact with team members.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest, including 48 CFR 1309.507-2(d) Organizational Conflicts of Interest. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract. This includes concept design, which includes preparation of project programming documents for all work identified in the Scope of Services or other activities that result in identification of project scope and cost. The prime firm and sub-consultants for this contract will be required to perform throughout the contract term.
CONTRACT PERIOD/ORDERING LIMITATION
All services will be provided under an IDIQ contract. The base contract period will be for one year with options to extend for four additional one-year periods. Work will be ordered by issuance of firm fixed price or not-to-exceed type task orders. The maximum ordering limitation will be $30,000,000.00 for the life of the contract. The $30,000,000.00 maximum may be realized in a single year or spread out over the life of the contract including all option years.
Each task order may not exceed $1,000,000.00. The guaranteed minimum for the life of the contract, which includes the base period and all options exercised, is $30,000.00.
The NPS may elect to award one or more IDIQ contracts under this solicitation. The NPS reserves the right to award contract(s) based on the Source Selection Authority’s final selection of firms considered most highly qualified to perform the work. Each selected firm shall be provided a fair opportunity to be considered for task orders to be issued. The NPS will use such factors as experience, qualifications, past performance, geographic location, and other factors (i.e. knowledge of local construction methodologies and practices, natural and cultural compliance, permitting, etc.) that the Contracting Officer, in the exercise of sound business judgment, determines are relevant to the placement of orders.
FORWARD PRICING RATE AGREEMENT (FPRA)
For the purpose of simplifying and increasing efficiency in the negotiation and to assist in the execution of Task Orders against the Indefinite Delivery Indefinite Quantity (IDIQ), the apparent most highly qualified firms, when notified, shall submit an acceptable FPRA proposal to the Contracting Officer to be eligible for award. The apparent most highly qualified firms shall provide a FPRA proposal within the requested time period to be identified by the NPS (DO NOT SUBMIT UNTIL REQUESTED). The FPRA proposal shall include, but is not limited to, a description of direct labor categories, direct labor rates, annual escalation of all rates, G&A rates, overhead rates, Computer Assisted Design Rates and other recurring costs. FPRA proposal will be negotiated and a formal Forward Price Rate Agreement will be incorporated into the resultant IDIQ contract. Apparent most highly qualified firms, who fail to negotiate an acceptable FPRA with the Contracting Officer will be ineligible for award.
The contractor and sub-consultants shall agree to submit a Certificate of Current Cost or Pricing Data, as required by FAR 15.403-4(a).
Firms are herein advised that if a fair and reasonable price cannot be negotiated with the most highly qualified firm(s), the NPS reserves the right to close negotiations with that firm and open negotiations with the next most highly qualified firm(s). The process will be repeated until an appropriate number of IDIQ contracts have been successfully negotiated and awarded.
SMALL BUSINESS PARTICIPATION REQUIREMENT
The contractor shall ensure a minimum of 10% of the total contract value is performed by Small Business. This requirement may be met by; Self-performance by small business prime contractors and / or subcontracting portions of the work to small businesses. Failure of the contractor to meet the minimum required small business participation shall be reflected in the Government’s evaluation of the contractor’s performance upon contract completion.
FOR LARGE BUSINESSES ONLY: NOTICE OF SUBCONTRACTNG PLAN
REQUIREMENTS
The subcontracting plan, which in accordance with Public Law 97-507, requires the contractor to provide the maximum practicable opportunities for small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned small businesses. The selected firm, if a large business, must comply with FAR 52-219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 44.5% of the contractor’s intended subcontract amount be placed with small businesses, 5% shall be placed with small disadvantaged businesses, 5% shall be placed with women-owned businesses, and 3% shall be placed with service-disabled veteran-owned small businesses, and 3% shall be placed with HUBZone certified firms. The subcontracting plan is not required with this submittal; however, upon contract award is contingent upon negotiation of an acceptable subcontracting plan.
TECHNICAL EVALUATION CRITERIA
Statements of Qualification will be evaluated by an Architect-Engineer Evaluation Board comprised of NPS personnel based upon the following criteria as required by FAR 36.602-1.
The evaluation team will utilize the following criteria to evaluate and establish the determination of “Most Highly Qualified.”
• Professional qualifications necessary for satisfactory performance of required services;
• Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;
• Capacity to accomplish the work in the required time;
• Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;
• Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and
• Quality Control Process.
• Familiarity with the “Secretary of the Interior’s Standards for Archeology and Historic Preservation” and the related “Secretary of the Interior’s Standards for the Treatment of Historic Properties” and the “Secretary of the Interior’s Standards for Treatment of Historic Properties with Guidelines for the Treatment of Cultural Landscapes” as well as sensitivity to NPS conservation and interpretation values, management policies, Architectural Barriers Act Accessibility Standards (ABAAS) and sustainable design principles (including energy efficiencies and design resiliency for future storm impacts).
• All Offerors, both large and small businesses, will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subconsultants) relative to the objectives and goals established in the paragraph entitled “Subcontracting Plan Requirement”. The government will evaluate:
o The extent to which such firms are specifically identified as small businesses in SF 330s.
o The extent of commitment to use such firms.
o Identification of the complexity and variety of the work small firms are to perform.
o The extent of participation of small business prime offerors and small business subcontractors in terms of the percentage of the value of the total acquisition.
• All large business offerors will be evaluated on demonstration of the proposed ability to meet the 10% small business participation requirement.
Following the evaluation of the qualifications submitted, at least three firms that are considered to be the most highly qualified will be interviewed.
Upon completion of interviews and final ranking of firms, the most highly qualified firm(s) will be selected to enter into negotiations with for an IDIQ contract for Architectural and Engineering Services within a Multiple Award IDIQ Pool.
SUBMISSION REQUIREMENTS
Firms that fully meet the requirements described in this announcement are invited to submit a Letter of Interest and the appropriate SF-330s. When submitting a SF-330 – Architect-Engineer Qualifications, it is very important that all firms understand it is their responsibility to ensure they meet and provide all requirements identified herein. Failure to comply with these requirements may result in the firm being removed from consideration as the NPS reserves the right to eliminate firms whose submissions do not conform.
The SF-330 shall be clear, concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The SF-330’s should not simply rephrase or restate the NPS’s requirements, but rather shall provide convincing rationale to address how the firm meets the NPS’s requirements. Firms shall assume the NPS has no prior knowledge and the evaluation will solely be based upon the information presented in the firm’s SF-330 – Qualification Statements.
Submission of any additional material under Section H of the SF-330 is encouraged, but only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described on the SF-330. The additional information provided under Section H of the SF-330 should not exceed 20 pages. For information in Section H of the SF-330 a 12-point font is required.
The eight (8) pages of instruction are not required to be submitted as part of the SF-330.
All submissions must be clearly marked with the following caption “RELEASABLE TO NPS AGENCIES FOR EVALUATION PURPOSES ONLY.” The caption is required on the cover letter and first page of the SF-330. The caption does not need to be on every page of your submission. Qualification packages that fail to comply with the instruction or present ideas not pertinent to subject, may not be reviewed.
The SF 330 shall demonstrate the recent and relevant experience of the prime firm, the prime firm’s key personnel, the proposed team of consultants and their key personnel, and the prime firm and consultant team’s experience working together as a coordinated full range multidisciplinary team. Indicate in Section C.11 of the SF-330 if the prime has worked with the team members in the past five (5) years.
Ensure the submission addresses the following:
• Balance of aesthetics, cost, constructability, sustainability applications/techniques including overall operation and maintenance requirements.
• Communicate, coordinate, and facilitate work expeditiously, to participate in related meetings and readily integrate into a multi-disciplinary design team.
• Ability to respond to expanded or multiple task orders within the primary and secondary geographic locations, on short notice and within established schedules, while maintaining a high standard of quality and controlling costs.
• Working experience with multiple entities including Federal, State, and local agencies and other stakeholders.
• Professional licensure/certification for the states within the U.S. Eastern Region.
• Familiarity with the “Secretary of the Interior’s Standards for Archeology and Historic
Preservation” and the related “Secretary of the Interior’s Standards for the Treatment of Historic Properties” and the “Secretary of the Interior’s Standards for Treatment of Historic Properties with Guidelines for the Treatment of Cultural Landscapes” as well as sensitivity to NPS conservation and interpretation values, management policies, Architectural Barriers Act Accessibility Standards (ABAAS) and sustainable design principles (including energy efficiencies and design resiliency for future storm impacts.)
The submission shall include an organizational chart of the for the lead Architectural Firm. The chart shall include the names and responsibilities of the key personnel in the lead Architectural firm and demonstrate hierarchical authority.
The submission shall include a matrix of each subconsultant identifying the required disciplines that they will be responsible for. Identify key personnel, disciplines, roles and responsibilities and professional licensure/certification of key personnel. Include location of the firm as well as it’s small or large business status. It is not necessary to identify proposed team members for those Additional Disciplines identified above.
The submission shall include a Quality Control plan that demonstrates the effectiveness of the Quality Control process the firm and all subconsultants firm’s will utilize. The plan shall include:
• Coordination of drawings and specifications within each discipline, and between all disciplines.
• Verification that all documents to be submitted are accurate and correct.
• Checklists for internal review of drawings, specifications, calculations, and cost estimates.
• Verification, prior to submittal to the NPS, that all required documents for each submission are included and complete, per the contract requirements.
• Verification that all required documents have undergone a QC review prior to submittal to the NPS. The NPS requires documentation and submittal of all QC work performed.
• Confirmation that NPS submittal standards including, but not limited to, formatting, utilization of drawing symbols, and font size requirements have been conformed to.
Ensure project examples are recent and relevant and demonstrate how the firm and subconsultants met the owner’s requirement considering the design funding limitations, design schedule requirements, reasonable fees, sustainable design requirements, natural and/or cultural resource compliance, required coordination with exhibit and interpretive designers, universally accessible design requirements, resiliency and permitting.
Ensure project examples include the contact information for the client. The NPS may use the contact information to obtain past performance information. The NPS may also use the Contract Performance Appraisal System to obtain past performance information. All submitted references may not be contacted. Sources other than submitted references may be contacted.
All submissions shall be electronic via a Microsoft SharePoint Upload Site. If your firm is confident that you will be submitting a Qualifications Package for this announcement, you must contact the Contracting Officer (CO); frank_camacho@nps.gov and the Contract Specialist (CS);
john_babcock@nps.gov via e-mail only with a request to have an upload site created for your firm. Your request e-mail shall provide the following:
1. Name of Firm
2. Up to three POC’s for your firm with their Names, phone numbers, and e-mail addresses.
This request must be made no later than 12:00pm MDT on Wednesday May 27, 2020.
The maximum size that can be uploaded is 2GB
Only those firms responding by the date and time identified below will be considered for selection.
Upload your qualification packages to your firm’s Microsoft SharePoint Upload Site provided by either the CO and/or CS no later than 12:00 p.m. MDT, Monday, June 01, 2020.
