1.) I am contacting you regarding the three requirements mentioned above. I was wondering if there are contractors that fulfilled the same or similar efforts. If yes, could you please provide the incumbent contract ID and the Contractor's name for the effort?

2.) I’m reaching out with a question regarding the fee cap for the RFQ for IDIQ Services for the Eastern Region:
Is the task order cap on a project fee for a consultant or for the full team?
Answer: The full team.
3.) We are tracking this project and would like to know if you could share information on large firms going after this work, or direct us to a list where we could register our interest and services for firms looking to team.
Answer: The mandatory posting website beta.sam.gov does not currently offer an “interested vendor” feature.
4.) Please confirm that a firm can be both a Prime as well as a Sub to another Prime in pursuit of this IDIQ?
Answer: Yes, a firm can be both a Prime on an IDIQ as well as a Subconsultant on another IDIQ. Prime contractors on the Small Business Pool must be Small businesses.
5.) Please clarify the small business subcontracting goal. In the section “Small Business Participation Requirement”, the solicitation states that 10% of the contract must be performed by Small Business, however in the next section, the small business utilization goal is listed as 44.5%.
Answer: The 10% is relevant to the Small Business Participation Requirement. The 44.5% is relevant to the Small Business Subcontracting Goals. These are separate and different requirements.
6.) Please confirm that only “Section H, Additional Narrative” is limited to no more than 20 pages with 12-point font.
Answer: Yes, this is accurate.
7.) Please confirm that all sections of the SF330 Part I (except for Section H) may be 10-point font.
Answer: Yes, this is accurate.
8.) The RFQ states on Page 1: "...Indefinite Quantity contract for a variety of projects throughout the Eastern area of the United States which includes the states, and territories of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Washington, DC, Louisiana, Mississippi, Alabama, Georgia, Florida, Tennessee, Kentucky, South Carolina, North Carolina, Puerto Rico and the Virgin Islands (primary coverage area)." and that "The proposed team shall have at least one person licensed in each state of the primary area of coverage."
If the proposed team has at least one licensed professional in the following states CT, DE, NY, NJ, PA, DC, MA, but not the other states or territories, would the team qualify to submit qualifications and what would be the minimum professional states licenses required within the primary area to have our team’s qualification considered?
Answer: There are three RFQs one is Full & Open which covers all eastern states and territories, and two for Small business firms which cover either the northeastern states or southeastern states, the northeastern states RFQ might be more applicable to this situation. The RFQs are as follows: 140P2020R0081, 140P2020R0082, and 140P2020R0083. You must have personnel licensed in all states within the primary area coverage identified within the Synopsis. You must obtained licenses within 30 days of final award.
9.) The SAM.gov notice for the above referenced contract states that there is a small business participation requirement of 10% for the entire contract. The notice also states there is a minimum of a 44.5% subcontracting goal for large business firms. Can you please confirm whether both requirements/goals are required for large businesses or whether one of the two will be the guiding or governing requirement?
Answer: Both are required. The 10% is relevant to the Small Business Participation Requirement. The 44.5% is relevant to the Small Business Subcontracting Goals.
These are separate and different requirements.
10.) I am contacting you regarding the requirement mentioned above. I was wondering provide the incumbent contract ID and the Contractor's name for the effort?
Answer: Yes, please see answer 1 for firms that were involved with the previously established IDIQ’s.
11.) There is a solicitation out for a large business IDIQ for NPS that is the Eastern US – from Maine to Florida, including the Caribbean.
Is the large business that is currently out – in lieu of – or in addition to the Large Business IDIQ which was previously listed for the Northeast and National Capitol Region?
Answer: See beginning listing of contract numbers.
12.) I am writing to inquire about the above referenced RFQ. Can you tell me or do you have any idea how much of the work will be in Florida or possibly Georgia and Alabama? I would like to have an idea of how much would be available for my firm to submit on.

1. Input the IDIQ number (i.e.: INP15PC00039, into the search window). Upon accessing the list of task orders you will see a link in the upper right hand corner labeled “CSV”. Click on this link, this will open an excel document and show the task orders awarded against the IDIQ you looked up.
13.) Is there a difference in the size of the projects that would be awarded under the
Small Business Northeast and National Capital Area IDIQ (140P2020R0082) and the Full and Open Unrestricted Synopsis - Eastern US IDIQ (140P2020R0081)?
Answer: No.
14.) We understand that the maximum task order for both the 140P2020R0081 and 140P2020R0082 RFQs is $1M. Is it possible that larger projects would be performed under multiple task orders—for example one task order covering early design phases and a second task order covering later design phases?
Answer: Yes.
15.) What is the maximum number of projects that can be included in Section F of the SF-330 form—10 projects? If so, is it 10 projects for the prime consultant with additional projects for the sub-consultants, or 10 projects for the whole consultant team?
Answer: There is a maximum of 5 project examples, 2 pages each.
16.) Please clarify the following: On page 9 of the RFQ, the Small Business Participation Requirements is listed at 10%. The next paragraph, however, under the heading “Large Businesses Only,” lists subcontracting goals as a minimum of 44.5% for small businesses. While our firm does not qualify as a small business, we are also not a “large” business, either. Which participation goal are we required to meet?
Answer: The size of your business is determined by the SBA Size Standard for the assigned NAICS Code, which is $8.0M. It is the responsibility of the firm to determine whether they are a small business or large business based on the size standard of $8M.
17.) Are there current projects under this contract that have specific needs at this time?
Answer: The IDIQs are in support of re-occurring requirements.
18.) .What is the timeline for selection?
Answer: The estimated timeline for selection is late summer/early fall.
19.) Given COVID-19 restrictions, will the interviews be held virtually?
Answer: Yes.
20.) Who will be required to attend the interview?
Answer: That is your decision.
21.) From the Solicitation at the top of page 2: “The NAICS code for this requirement is 541310, size standard $8.0 million annual receipts, averaged over the preceding 3 years. The size of the small business firm includes all parents, subsidiaries, affiliate, etc.” We believe that this is in conflict with the solicitation notice as Full and Open Unrestricted. Instead of applying to this solicitation, does this firm size limit apply to solicitation numbers 140P2020R0077 and 140P2020R0078 instead and is this intended to be a clarification of the size standards for small firm sizes, but not a requirement for submitting firms?
Answer: The NAICS Code 541310 is the assigned NAICS Code for all three RFQs (140P2020R0081, 82, and 83). This verbiage is standard verbiage to assist firms in determining their business size for each RFQ to further assist in determining which or if all RFQs are appropriate for them to bid against. The Full and Open Unrestricted is not exclusively designated to only large businesses, however; all firms regardless of business size must provide certified personnel to work in all states identified for 140P2020R0081 – Full and Open Unrestricted RFQ.
*Note: Please ensure you are submitting and responding to RFQ’s 140P2020R0081/82/83 as the previous RFQ’s 140P2020R0076/77/78 have been cancelled.
22.) From the Solicitation on page 9: “SMALL BUSINESS PARTICIPATION REQUIREMENT The contractor shall ensure a minimum of 10% of the total contract value is performed by Small Business.” and “FOR LARGE BUSINESSES ONLY:
NOTICE OF SUBCONTACTING PLAN REQUIREMENTS “The subcontracting goals for the this contract are that a minimum of 44.5% of the contractor’s intended subcontract amount be placed in small businesses, 5% shall be placed with small disadvantaged businesses, 5% shall be placed with women-owned businesses, and 3% shall be placed with service-disabled veteran-owned small businesses, and 3% shall be placed with HUBZone certified firms.”
a. Is the small business subcontracting goal 10% or is it 44.5%? Is the 44.5% intended for the construction phase of the work and required to be met by the successful bidding construction contractor?
Answer: The 10% is relevant to the Small Business Participation Requirement. The 44.5% is relevant to the Small Business Subcontracting Goals. These are separate and different requirements.
b. If the requirement is to meet the 44.5% subcontracting goal, is the “5% shall be placed with small disadvantaged businesses, 5% shall be placed with women-owned businesses, and 3% shall be placed with service-disabled veteran-owned small businesses, and 3% shall be placed with HUBZone certified firms” requirements included in the 44.5% goal or are they in addition to the 44.5% goal?
Answer: Inclusive of the goal.
23.) If the proposed team has at least one licensed professional in the following states:
CT, NJ and NY but not the other states or territories, would the team qualify to submit qualifications and what would be the minimum professional states licenses required within the primary area to have our team’s qualification considered?
Answer: If work is to be performed in any of the associated regional states, the Design firm is required to have a licensed professional sign and stamp drawings from that particular state where work is being performed.
24.) Is there a list of Prime Firms that have expressed interest? I looked on the website but did not see any.
Answer: There is not a list but please see answer to question 1 for firms that performed this work on previously established IDIQ’s.
25.) We have a team of subconsultant architects and we are providing the ______________ as a prime. Our NAICS code is 541330 and the solicitation NAICS code 541310. We meet our NAICS code requirements and our subconsultant architects meet the NAICS code requirements for 541310. Does this meet the NAICS code requirement for this solicitation?
Answer: The prime that is going to be submitting a response to this solicitation (140P2020R0082) must meet the small business size standard for the NAICS listed in the solicitation (541310). If you are the prime, you must meet the NAICS small business size standard for NAICS 541310.
26.) Other than using past partnerships with firms, are there other methods you can suggest to find potential firms to team with? Will this job allow us to see other firms interested in this IDIQ opportunity?
Answer: See Answers to Questions 1 and 3.
27.) Our firm does not currently hold licenses in all 14 states listed in the RFQ, but both principals and several project managers are NCARB-certified. Through the NCARB certification program, licensure could be attained in any of these jurisdictions within approximately two months. That would permit licensure on an as-needed basis as projects arise. Is this an acceptable alternative to holding active licenses in all 14 states/districts?
Also, can we assume that “license” here means an architectural license?
Answer: Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.

30.) I am contacting you regarding the requirements mentioned above. I was wondering if the Contracting Office is planning on releasing a Small Business Set-Aside Solicitation for North East and NCR regions to recompete following contracts:

Answer: RFQ 140P2020R0082 is the recompete for NER/NCR AE IDIQs for small businesses.
31.) Is the Quality Control Plan included within the 20-page limit for section H or may the QC plan be submitted in addition to the Section H?
Answer: The Quality Control plan is included within the 20-page limit. Yes, it does count against the 20-page limit.
32.) While it is not required to show qualifications for secondary disciplines, are we prohibited from showing consultants who fall into that category who we feel will help us to present a more well-rounded team?
Answer: You are not prohibited from showing consultants who fall into that category.
33.) Is the 20-page limit listed for Section H single-sided or doubled-sided (making the limit 40 pages)?
Answer: Responses to this solicitation shall be submitted electronically, the 20-page limit would be equivalent to 20 single-sided pages.
34.) Outside of the page limit for Section H, is there a page limit for any other sections of the proposal?
Answer: There are no page limits for other sections of the proposal. There is a 50 page limit for the entire package.
35.) Should the prime firm and each subconsultant provide full SF 330s with 10 representative projects for each firm? Or should the SF 330 combine the experience of the prime and subconsultants into a single document containing 10 representative projects total?
Answer: One SF 330 shall be submitted for the entire team. It is your choice which projects to submit.
36.) Are there any woman-owned, minority-owned, or service-disabled veteran-owned business participation goals for this project?
Answer: See Synopsis for applicable goals.
37.) If Firm A joint ventures with Firm B; can Firm A or Firm B also be a subcontractor to another team in pursuit of this solicitation?
Answer: Yes.
38.) If we think we qualify for the small business status as the prime is that something we obtain after we registered as an entity on the Sam.gov website?
Answer: In order to be considered a small business you must meet the NAICS size standards for the applicable NAICS code. Additionally, you must be registered in sam.gov.
39.) How long does the entity registration process usually take on Sam.gov?
Answer: The length of time varies. There is no exact timeframe. We recommend allowing up to two weeks. However, it is possible for the process to take longer.
40.) Does only the prime need to be registered on Sam.gov or does all of our consultants need to be registered as well?
Answer: The Prime needs to be registered in Sam.gov.
41.) Are we required to use the page format on section H of the SF-330 for the additional information such as project photos or are we allowed to attach a separate 20-page document of our own design?
Answer: No

45.) For Small Business Certified primes (AE) firms, what percentages needs to be met for small disadvantaged businesses, women-owned businesses, SDVOB, and HUBZone certified firms.
Answer: The set-aside percentages do not apply to Small Business Certified Prime firms.
46.) Is there an online database to find these kinds of SBA certified firms?
Answer: The SBA Small Business Dynamic Search Page is a way to check for these sort of firms.
47.) If Firm A joint ventures with Firm B; can Firm A or Firm B also be a subcontractor to another team in pursuit of this solicitation?
Answer: Yes, Firm A can be a joint venture to another team in pursuit of this solicitation.

Answer: The length of time varies. There is no exact timeframe. We recommend allowing up to two weeks. However, it is possible for the process to take longer.

55.) Our firm intends to respond to this solicitation as a prime contractor. Given this, is our firm precluded from submitting as a sub-consultant on the small business set-aside http://www.sam.gov/ http://www.sam.gov/ http://www.sam.gov/ http://www.sam.gov/ https://web.sba.gov/pro-net/search/dsp_dsbs.cfm contracts NPS has simultaneously released for the North East Region + NCR, and the South East Region of the US? Or may we pursue both – one as prime, the other as a sub?
Answer: Yes, you can pursue both.
56.) On Page 1 of the solicitation: “The proposed team shall have at least one person licensed in each state of the primary area of coverage. Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified.”
Can you confirm our understanding? The one-person license requirement in the primary area of coverage is for any registered architect or licensed engineer held by any individual within any firm proposed by the Prime or subconsultant, regardless if a person is listed as a required discipline, key personnel SF330 Section E resume or not.
Answer: Yes, that understanding is correct. Please see answer for question 8 for additional information.
57.) On Page 3 of the solicitation: Under “Required Disciplines” - For Key Personnel resumes, there are 12 required disciplines listed and some of them have multiple types within the discipline (ie. Architecture (Contemporary, Historic, and residential housing).
Should our SF330 Section E address each of these multiple types with one or more resumes? Should we submit multiple resumes under each discipline that doesn’t list a multiple type (ie. MEP Engineering as a break out of mechanical, electrical and plumbing) or Structural Engineering to have multiple resumes covering different types of services? Or, are we limited to 12 resumes to cover each of the bulleted required disciplines?
Answer: Key Personnel are not the same as Required Disciplines.
58.) On page 3 of the solicitation: Under “Required Disciplines,” can you clarify or specify the type of permitting this individual should be a specialist in and any certifications or licenses that must be held? For example, NEPA/environmental, utility or other civil engineering permitting?
59.) On page 3 of the solicitation: Under “Required Disciplines,” for Architecture Conservation - is this a conservationist or an architectural historian/researcher position?

60.) In reviewing RFQ #140P2020R0082, we are a SAM-registered small business submitting as a prime, but are wondering whether there is a requirement for all, or a certain percentage of, required disciplines listed on page 3 to be SAM-registered small businesses? Is there a required percentage of small business participation for each task order, specifically task orders in which the Prime is only managing work done mostly by subcontractors?
Answer: As a small business prime, the subcontract goal percentages do not apply to you. You are not required to apply these percentages on a per task order basis.
These percentages apply to the cumulative work performed.
61.) Limitation on Subcontracting Requirement (page 9) The Prime Architecture Firm will be required to spend at least 50 percent of the cost of performance incurred for personnel on its own employees or on the employees of other HUBZone small business concerns. This requirement can be met through similarly situated (small business) subconsultants.
Is the requirement for architecture firms to be a small business or a HUBZone small business? And does the minimum 50 percent of the performance incurred for personnel (on our own employees or on subconsultant employees) need to be spent on small businesses or HUBZone small businesses? Please clarify if you’re requiring small businesses or HUBZone small businesses and what certification (if any) you would like provided to prove small business status.
Answer: For solicitations 140P2020R0082 and 140P2020R0083, we are requiring that businesses responding be small business certified. They do not need to be a HUBZone Small Business. Small businesses should be classified as such per there sam.gov certifications.
62.) The RFQ states that material under Section H "is encouraged, but only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described on the SF-330." Does this mean that it should only contain images? If so, where in the submission should firms address the requested information from the RFQ listed on pages 10-11?
Answer: No we are not solely expecting graphics.
63.) Will a submission be disqualified if there is no Architectural Barriers Act Accessibility Standards (ABAAS) Specialist on staff?
64.) Environmental is listed as a primary discipline. Can you please expand upon the scope for this discipline?
65.) The RFQ asks for a subconsultant matrix that includes the required disciplines that they will be responsible for, location, small or large business status, key personnel names, disciplines, roles and responsibilities, and professional licensure of the key personnel. Since most of this information is already included in SF 330 Section C as part of the form, is it permissible to provide all of the information requested within Section C instead of submitting a separate matrix?
Answer: Yes, this is acceptable. It should be included in Section C, not separate.
66.) The RFQ requests an organizational chart "for the lead Architectural firm." Is this in addition to the organizational chart of the proposed team required by Section D of the SF330 (including consultants and based on resumes in Section E)?
Answer: The organizational chart needs to be included in Section D.
67.) During the life of this contract will we be limited to the firms included in our submission for the required disciplines?
Answer: The Prime shall use the proposed subconsultants for the life of the contract as long as performance is satisfactory or above.
68.) If our team does not currently have licensed professionals in all 25 states within the primary area of coverage is it acceptable to commit to obtaining licensure upon selection if we can show NCARB, CLARB, and NCEES certifications that allow individuals to obtain licensure through reciprocity?
Answer: Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.
69.) Environmental is listed as a primary discipline. Can you please expand upon the scope for this discipline?
70.) The RFQ asks for a subconsultant matrix that includes the required disciplines that they will be responsible for, location, small or large business status, key personnel names, disciplines, roles and responsibilities, and professional licensure of the key personnel. Since most of this information is already included in SF 330 Section C as part of the form, is it permissible to provide all of the information requested within Section C instead of submitting a separate matrix?
Answer: Yes, is should be provided in section C.
71.) The RFQ requests an organizational chart "for the lead Architectural firm." Is this in addition to the organizational chart of the proposed team required by Section D of the SF330 (including consultants and based on resumes in Section E)?
Answer: See answer to question 66.
72.) Do we need to include copies of the professional licenses or will the matrix required in Section H be sufficient?
Answer: No.
73.) Can Section F of the 330 Form have more than one page per project? Can the projects we submit be unbuilt?
Answer: Yes, each project can be up to 2 pages. The projects submitted should be projects that have completed designs.
74.) What are you referring to when you state on page 10 “The eight (8) pages of instruction are not required to be submitted as part of the SF-330?”
Answer: When downloading the SF-330 form, the first (8) pages of the form are instructional pages. The actual SF-330 document starts on Page 9. Therefore, the Government is not requiring the instructional pages of the SF-330 to be included in your submission.

a. Are we limited to only including drawings and photographs in Section H?

b. If so, where should we place the content you guys are wanting us to address from the bottom of page 10 (bullets) to the final full paragraph on page 11 (starting with “Ensure project examples…”)?
i. I understand the architecture firm organizational chart will go in Section D of the SF 330 but can the “matrix” of subconsultants be placed in Section D as well? Or should that be included in Section H?

76.) Page 4 lists a number of incidental services including “removal and replacement of building finishes, destructive testing, foundation testing, etc.” Is the expectation that in our response we provide staff and/or consultants to support this need, as it is generally supported by a contractor. Or will NPS determine a contractor and we will support with any architecture and engineering services that are needed?
77.) On page 3, under Required Disciplines, is included “Environmental,” can you please define what type of environmental services you expect to include under this bullet item? Are you looking for support for building hazardous material or water/natural resources environmental services?
78.) The primary services that begin on page 4, include both Required and Additional Disciplines listed on page 3. Is the list of Required Disciplines complete or should we consider any needed discipline for the primary services as required, even if it is included on the Additional Disciplines list instead?

79.) Based on our research in planning our response, a “ABAAS Specialist” as listed under Required Disciples on page 3 is not a commonly known position/title. Will it be sufficient to provide an architectural staff member with experience and understanding of the Standards be sufficient in addressing this requirement?

80.) On page 10, the bullet that begins, “All Offerors….” references the “Subcontracting Plan Requirement” but we do not see that heading in the solicitation document. Are we to reference the section on page 9 with the heading “Small Business Participation Requirement” and “For Large Businesses Only: Notice of Subcontracting Plan Requirements” instead?
Answer: They are two different requirements, one Small Business Participation and the other Subcontracting Plan Requirements.
81.) Within the SF330 submission, will you accept two-page project entries under section F? (The SF330 instructions do not address this, and we have seen solicitations that limit F to only 1 page per project and others that allow 2 pages.) With the statement regarding the purpose of H to support the cited projects graphically, a two-page allowance per project in F would help to limit the material covered in H.
Answer: We will accept up to 2 pages for each project submitted under Section F.
82.) Page 1 of the RFQ indicates that “The terms “firm” or “team” or “offeror” shall refer to the company or organization that is proposing on this contract. The “firm” or “team” will include the prime contractor, partners, subcontractors and joint ventures that are proposed to work on this contract. The proposed team shall have at least one person licensed in each state of the primary area of coverage. Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.”
Also on page 1, it is indicated that the Primary area of coverage includes the following states: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Washington, DC as the Primary Area.
Can you please confirm that in order to be awarded this contract at least one member of the “firm” or “team” or “offeror” must be licensed in all these states? How will stamping of the drawings be handled if the Architectural Firm isn’t licensed in each state?

The submission shall include an organizational chart of the for the lead Architectural Firm. The chart shall include the names and responsibilities of the key personnel in the lead Architectural firm and demonstrate hierarchical authority. The SF 330 Part 1 section D, requires an organizational chart of proposed team. Please clarify if the RFQ requirement is to provide a lead architectural firm specific organizational chart and then provide a separate proposed team organizational chart on Section D.

89.) I was wondering if you could clarify the Planning requirement listed under the Required Disciplines for the NPS Northeast IDIQ. Is NPS looking for a site planner for say an entire campus or a space planner for building interior layouts? Or both?
90.) We would like clarification for the Small Business requirements stated in the RFQ 140P2020R0081 for Eastern US IDIQ Multi-Disciplinary AE Design Services. On pages 9-10, the Small Business Participation Requirement on page 9 it is listed at 10% as well as on page 10 in the evaluation criteria. In the following Large Business section, it is stated at a minimum of 44.5%. Please clarify if the requirement is 10% or 44.5%.
Answer: The 10% is relevant to the Small Business Participation Requirement. The 44.5% is relevant to the Small Business Subcontracting Goals. These are separate and different requirements.
