Response: The drawings are correct, there are 13 units:

• A1.24 Parapet Elevations 4# 3Ac

• A1.25 Parapet Elevations 6# 3Ac

• A1.26 Parapet Elevations show 3# 3Ac

84. The RFP Specification Section 01-11-00 Summary of Work Paragraph 6 says we will have access to the “landing beach” on the northwest side of the island. Is this located west of the Ferry Terminal

Response: Specification Section 01 11 00 indicates use of the landing beach is prohibited. The work dock is the only access point for the project. See Response to Question 31.

85. Looking at the island from a satellite view we noticed a pier with a ramp designed for offloading barges. Can this pier be used to offload the construction barge. Our plan is a one-day offload for each supply cycle and then the barge returns to homeport.

Response: I believe the pier you are indicated is no longer in existence. It was used for Museum construction and removed. The work dock is the only access point for the project. See Response to Question 31.

86. Does NPS anticipate or consider possible project shutdowns causing significant delays in the contract from circumstances arising out of COVID-19? Or will the contractor be permitted to work at their will and good judgement following all recommended COVID practices for the duration of the contract?

Response: The NPS does not anticipate any additional shutdowns. Construction work has been identified as an essential service.

87. Are there any specific COVID-19 related protocols or procedures required of the contractor while performing work on this contract?

Response: The contractor shall follow all local protocols and procedures.

88. If the government requires the contractor to shutdown the project during construction operations due to COVID-19 will the government compensate the contractor for associated monetary losses incurred to the contractor for the mandated shutdown?

Response: In the unlikely event of a future shutdown, the NPS would not provide additional compensation for a mandated shutdown. The contractor would be allowed to pursue other available Government Covid Relief measures.

89. If the government requires the contractor to shutdown the project during construction operations due to COVID-19 will the government extend the period of performance accordingly to adjust for the mandated shutdown?

Response: In the unlikely event of a future shutdown, the period of performance will be adjusted as appropriate

90. How does the government anticipate the impact of newly implemented and further possible checkpoints, travel restrictions, and enforcement of mandated quarantines by NYC, the state of NY and NJ involving COVID-19 that makes measures necessary to conduct this project difficult to impossible?

Can NPS assist the contractor with provisions that allow the contractor to proceed with work on the project irrespective to these checkpoints, travel restrictions and mandates as essential workers on behalf of the federal government? (otherwise recent actions by NYC relative to COVID-19, if they persist and endure for any length of time, will complicate or entirely prohibit free movement of our work force to enable the project to function; of course, these are matters completely beyond the control of the contractor)

Response: See Response to Question #86.

91. Will NPS consider providing an ALLOWANCE for purchase of all new stone needed for the project (CLIN 7 & 8) that covers costs for sourcing, fabricating and delivery of new stone used for the project that is accounted for in CF cost of delivered stone against the ALLOWANCE line item?

Response: The Government will not consider providing an allowance for purchasing of new stone. The contractor shall estimate cost to the best of their ability.
