About this file

This pre-proposal presentation and related pre-solicitation notice provide details for a construction project to restore and stabilize Hoover Creek for flood mitigation at the Herbert Hoover National Historic Site. The major project elements include channel grading for increased flood conveyance, replacement of the Downey Street Bridge, and construction of an off-line detention basin. The work also requires relocating existing water and sewer lines, preserving a historic wall, and excavating soil to mitigate sound impacts to park visitors. Offerors must submit technical and price proposals, with an emphasis on technical capability and past performance relative to price. Proposals are due by December 10, 2019. The contract is estimated between $5-10 million and must be completed by November 2022. The solicitation encourages maximum participation from small businesses.
