1 Project Introduction
Project Name: Repair Eroded Slopes and Eroded Stream Channel
Yorktown, Virginia
Project Number: PMIS 2215757B
1.1 Scope
In accordance with the terms and conditions of the Contract, the Design-Build Contractor (DBC or the Contractor) shall perform the work of this Request for Proposal (RFP) for the National
Park Service (NPS) as described below.
The work of this RFP shall be performed in accordance with the Denver Service Center (DSC)
Design-Build (DB) Workflow Website http://www.nps.gov/dsc/workflows/designbuild.htm.
Listed on the DB homepage are design phases which describe the workflow process from
Predesign through DB Construction Documents. Each phase has significant amounts of hypertext that links to definitions, forms, templates, samples and guidelines. In addition to the design phases there is an Information link where the definition glossary, laws, polices, guidelines, design standards, design deliverable content and format requirements, and other categories of useful information such as the “DSC Technical Bulletins” are located.
In case of conflict between this RFP and the DSC DB Workflow
Website, http://www.nps.gov/dsc/workflows/designbuild.htm, this RFP will take precedence over and will be used in lieu of such conflicting portions.
The A-E remains fully responsible for determining if the standards or provisions cited on the DSC
DB Workflow Website, http://www.nps.gov/dsc/workflows/designbuild.htm, have been revised or updated. Any such conflicts between the website and the identified standard or provisions shall be brought to the attention of the Contracting Officer (CO) requesting direction.
1.2 Funding Limitations
The DBC Team is responsible for providing all construction services required for the final total lump-sum firm-fixed amount negotiated with the DBC. The total contract amount for all design and construction services is estimated to be between $100,000 and $120,000.
1.3 Location
The work site is located in the Yorktown Battlefield at the cross roads of Goosely and Cook
Roads. It is directly across the road from the Yorktown National Cemetery.
1.4 Background
Colonial National Historical Park (NHP) administers two of the most historically significant sites in English North America; Historic Jamestown, the first permanent English settlement in North
America in 1607, and the Yorktown Battlefield, location of the final major battle of the
American Revolutionary War in 1781. These two sites represent the beginning and end of
English colonial America. Situated on the Virginia Peninsula, these sites are connected by the
23-mile scenic Colonial Parkway.

COLO 222757B 4
The area has recently been cleared of invasive bamboo and consists of a wide ravine and two plateaus partially covered with mature trees. Adjacent to the site is a historic cemetery and the location of its 19th century associated church. The ravine acts as the primary drainage for the two plateaus and the adjacent road sheet runoff. The slopes leading to the ravine from the higher areas are in various states of stability: some are stable and other areas have eroded due to uprooting of trees and bamboos. In addition there are areas along the slopes that have early 20th century domestic artifacts that have been disturbed. At the bottom of the ravine just before the woods begin, there is a large scour that turns into a dry stream channel.
1.5 Description
The project will consist of stabilizing the damaged slope and remediating the water runoff and erosion in the dry stream bed of this drainage. Grading and filling the damaged slopes to a 3:1 slope is considered a viable alternative. No excavation is allowed in this area because archeological resources are close to the surface. Permanent fabric should be installed on the slopes to separate new fill areas from existing artifacts. Some small tree removal is necessary in scour area identified in attached Figure 1.
The intention is to keep the surrounding topography and vegetation intact and to minimize the work limit area. Large, heavy size excavation and earth moving equipment may not be advisable for this project.
All sites impacted by construction shall be covered with 4 inches of topsoil, jute matt and seeded by native seed specified by the Park.
1.6 Schedule
The work in this RFP shall be completed in accordance with the following schedule:
Design:
Design shall begin within two weeks after contract award. It is anticipated that the design can be completed in approximately one week. No topographic survey is required. Park will provide GIS mapping at two foot contour intervals.
Repair Work: Repairs shall be completed no later than December 1, 2019

3.1 Sustainability
Sustainability requirements for National Park Service projects are presented in a variety of documents. There are federally legislated requirements and Executive Orders, depending on type of work and size of the project that must be met. There are also Department of Interior (DOI) and
National Park Service (NPS) policies that govern. The NPS Project Sustainability Checklist
Template provides a mechanism for identifying project specific sustainability requirements and a means to document continued compliance with those requirements. An updated list of laws, regulations, policies and background data is available at: http://www.nps.gov/dsc/workflows/dssustain.htm
This project shall meet all of the federal sustainability requirements as presented in the NPS
Project Sustainability Checklist.
3.2 INTEGRATED DESIGN PRINCIPLES
Integrated Design Principles shall be employed. Use a collaborative, integrated design process that:
Initiates and maintains an integrated project team in all stages of a project;
Meets performance goals as defined in NPS Project Sustainability Checklist for habitat protection and improvement, water, and construction waste management along with other project goals.
3.3 Facility Performance
