Will the NPS consider adjusting the Questions deadline to be earlier than November 21, 2019? The current questions deadline leaves little time for offerors to adjust their response, given the turnaround time from Q&A to the proposal due date.

Will 10 pt font for graphics and tables be acceptable?

12 point font shall be used for all graphics and tables.

Does the font on SF-330 Part II forms need to be 12 pt? These forms are typically updated on an annual basis, using the default font setting embedded within the Part II form.

The default font found within the form shall be utilized. As these are fillable forms, the font utilized as part of the form fill in can be utilized.

Do SF-330 Part II forms need to comply with the 1-inch margins? These forms are typically updated on an annual basis, using the default margin setting embedded within the Part II form.

The default margins and fonts shall be utilized as they are fillable forms.

Can the NPS confirm that a small business subcontracting plan is not required in our response?

All large businesses are required to submit their subcontracting plan.

Can NPS clarify the 43% small business subcontracting goal? This is approximately three times larger than the 15% requirement in the last contract. With the addition of the separate IDIQ - Small Business Pool solicitation, we want to confirm that this percentage is accurate.

The overall subcontracting goal is 43%. This aligns with the agency's goals of 43% which is set by the Department of Interior. Of this 43%, the following percentages must also be adhered to:

a. 5% shall be placed with small disadvantaged businesses,

b. 5% shall be placed with somen-owned businesses,

c. 3% shall be placed with service-disabled veteran-owned small businesses,

d. 3% shall b eplaced with HUBZone certified firms,

e. The remaining 27% shall be placed with any small business regardless of socio-economic status.

Can the NPS confirm if the prime must subcontract 43% to subcontractors (small or large), or must prime firms subcontract 43% specifically to small businesses.

The solicitation states: "All submissions must be clearly marked with the following caption

"RELEASEABLE TO GOVERNMENT AGENCIES

FOR EVALUATION PURPOSES ONLY".

However, it is unclear if this requirement pertains to the SF-330 response, or the Forward Pricing Rate Agreement proposal.

Can the NPS confirm?

The SF-330's are considered an attachment to your proposal; therefore, this is implied that it is "Releaseable to Government Agencies for Evaluation Purposes" and need not be printed on every page of your submission. As long as the cover letter and package indicates this information on the ocver it is acceptable. The FPRA is not being requested at this time. The FPRA submission is only provided if you ar enotified of being selected as one of the most highly qualifed firms. This information was provided for informational purposes only.

Similar to the 2014 proposal process, please confirm it is acceptable to include IDIQ contracts showcasing multiple task orders as project examples in Section F.

This is acceptable; however, the page and font size limitations still apply.

The response to Frequently Asked Question #8 states: "The firm must have an experienced expert in dam design engineering, failure modes, risk analysis, emergency action planning for dams, levees and canals." The use of "must have" indicates it would be a required discipline, but if dam design engineering is not included in the list of required disciplines. Can the NPS confirm if dam design engineering is a required discipline?

It is not a required discipline; however, some projects may require the expertise and knowledge of these disciplines to complete certain aspects of the work.

The solicitation requires firms to have aperson licensed in each state, its terriroties and possessions for each major engineering discipline, and requires firms to show proof of licensing within 30 days of being notified of most high qualified status. This requirement was included in the 2014 Nationwide Engineering IDIQ solicitation, but the NPS ultimately relaxed this requirement in the second Q&A document to the following: "In order to be considered for award of this IDIQ contract, firm(s) must indiciated they ability to obtain all professional qualifications, including individual professional licenses, certifications, etc., throughout the United States, its territories and possessions at time of the SF- 330 submissions. In order to be awarded a task order under the ensuing contract, firms will be required to demonstrate and have necessary professional licensing, certifications, etc." Our question: Adhering to the current requirement would mean submitting approximately 440 licenses. Will the NPS consider amending this requirement to reflect the 2014 response, which is to state our ability to obtain professional licenses in our proposed response, and limit the proof of licensure to th t k d l l?

The solicitation has been amended to make revisions to this requirement. The actual license and/or certification information for each individual team member can be provided on the SF-330, Box 17. The proof of licensing shall be provided within 30 days of being notified of the most highly qualified status during the Task Order ordering process. The NPS is not requiring submission of actual licenses and certifications as part of this process.

The Capacity evaluation criteria states that the evaluation will be based on "the quantity of existing work under contract.." and "…the schedules for completing the existing work". If we include all existing work under contract within our company, our response could be very lengthy and not entirely applicable to our proposed team or scope for this contract. Is it acceptable to include a condensed list of existing NPS or other similar contract work and their schedules?

The NPS does not want the actual schedules for each contract that you may or will be performing;

however, a listing of contracts (including their durations) and for whom these contracts are with is required.

The Past Performance evaluation criteria states: "prime contractor and/or team members shall provide information to demonstrate how well the firm has performed on recent, relevant projects", and that the evaluation will be based on "the past performance data from the projects presented in Section F of the SF-330 (provide references and current phone numbers)." Can the NPS confirm what specifically is required to be included in proposals, beyond reference contact information?

The SF-330 Section F provides space for firms to provide the POC, Contract Number, Contact Number and a project description relative to the past projects performed including size, magnitude and scope. It is up to the Offeror to determine which projects they wish to include in this section that demonstrates their past performance relative to projects that are similar/relevant to this requirement.

Are firms able to apply for specific regions.

We saw the Solicitation for the NPS on FBO and the status is noted as "Presolicitation". Is what is posted on FBO the RFP we will be responding to that is due on December 9, 2019 or will another version be coming out?

Please advise.

This is the only information that will be posted, except for Amendments which will address the Q&A's.

Is this opportunity proposed response to be led/primed by an Engineering firm?

The determination of the makeup of the team is the Offeror's responsibility.
