Q and A

1. In past experience with NPS no building permits or local construction permits were required. I see specific references to obtaining/scheduling work with Orcas Power and Light (OPALCO) but nothing indicates the Building or Septic Permits. Has NPS applied for a Building and Septic permit for this project?

A: No local building permits or inspections

2. We are not able to locate a specification for the stone veneer cladding and the concrete sill below the windows. Is this supposed to be of the same materials as the stone seat walls?

A: No, a spec has been added for manufactured masonry veneer - See attachment 2.

3. Are there any NPS requirements for salvaging the timber/logs to be cut onsite?

A: Yes, there is text in the specs related to leaving some felled trees onsite as the park desired, see 31 10 00 Site Clearing 3.3.D.

4. Cannot locate a fascia size.

A: The Fascia is a 2x10 member.

5. It appears that the wood plank cedar siding is being described as a 1x8 cedar channel siding. Please confirm.

A: Yes, 1x8 is the nominal size; the actual is ¾” x 7 3/8”.

6. It’s my understanding from previous NPS projects that the Fed is exempt from all local and state sales tax on the contract value. Please confirm A: We are exempt from sales taxes but not excise taxes

7. It’s my understanding that NPS/FED is exempt from local building permit jurisdiction. Meaning no building permit fees nor inspections? I see you mentioned permit fees to connect to Orcas Power and Light for power connection. I am specifically asking about building permits and inspections. Please confirm A: No local building permits or inspections.

8. Same question applies to the Septic system installation: the NPS /FED is exempt from local and state permits and inspections. Please confirm A: No local health department permit or inspections are required.

9. Will you please consider excluding the required three years of OSHA /EMR data from the 10-page limit for the Management Plan in this proposal?

A: Contractor to provide a statement describing active OSHA /EMR certification and names, positions, and length of duration for everyone listed on the project team in lieu of providing multiple pages documenting the data of the OSHA/EMR experience. Further clarification may be required at a later date.

10. If we have no CPARS for a project but we do have a previously received Past

Performance Questionnaire (PPQ) can we use the PPQ so we don’t have to ask the client to prepare another one?

A: Per section L of solicitation the past performance must be the same as the experience in factor 2A and must use the attached questionnaire. If what you have meets those and any all requirements in the solicitation you can use it.

11. C18 states to see page E1 for the Septic system control panel, But E1 only shows where it supposed installed within the building. Do you have any specs to publish so we can quote a panel that that is designed to work with the pumps speced for the project please?

A: The control panel information is provided in specification section 33 30 00 Sanitary

Sewerage 2.9 Control Panel.

12. Would it be acceptable for the top float to be HLA/Lag with a delay time on the alarm?

A: Yes

13. When the lag pump is on will the panel still be time dosing the drain field?

A: Yes

1.3 SUBMITTALS

3. Protect and retain sample stones to match installation as a basis for approval of completed manufactured stone work.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Reference Section 01 66 00 – Product Storage and Handling Requirements.

B. Co-ordination: Co-ordinate work of this Section with work of other trades for proper time and sequence to avoid construction delays.

C. Pre-installation Meeting: Convene pre-installation meeting after Award of Contract and one week prior to commencing work of this Section to verify project requirements, substrate conditions and coordination with other building sub-trades, and to review manufacturer’s written installation instructions.

A. Environmental Requirements: When air temperature is 40 degrees F (4.5 degrees C) or below, consult local building code or jurisdiction for Cold-Weather Construction requirements.

B. Test and Evaluation Reports:

1. Submit test report for strength and color of mortar.

2. Show size and location of seismic restraints. Include seismic design calculations.

1.7 WARRANTY

A. Special Warranty: Manufacturer’s standard warranty coverage against defects in materials when installed in accordance with manufacturer’s installation instructions.

B. Sustainable Design Closeout Documentation (LEED).

1. Provide calculations on end-of-project recycling rates, salvage rates, and landfill rates for work of this Section demonstrating percentage of construction wastes which were recycled.

2. Submit verification from recycling facility showing receipt of materials.

1.8 QUALITY ASSURANCE

A. Sustainability Standards Certification (LEED).

1. LEED NC Version 2.2 submittals: in accordance with Section 01 35 21 – LEED

Requirements.

1.9 DELIVERY STORAGE AND HANDLING

A Delivery and Acceptance Requirements:

2. Deliver mortar materials in manufacturer’s original packaging with identification labels intact and in sizes to suit project.

C. Packaging Waste Management:

1. Separate and recycle waste materials in accordance with Section 01 74 19 – Construction

Waste Management and Disposal.

2. Remove from site and dispose of packaging materials at appropriate recycling facilities.

3. Collect and separate for disposal paper and plastic material in appropriate on-site storage containers for recycling in accordance with Waste Management Plan.

4. Return pallets to stone quarry for recycling.

2.3 VENEER MASONRY TYPE 1

A. Ledgestone: Flat edge grain, 3 to 6 inches (75 x 150 mm), cut back 0.75 to 1.25 inches (19 to 32

mm) thick.

B. Mortar: To ASTM C270, Type S with acrylic bonding agent [in accordance with Section

04 05 13 – Masonry Mortaring].

1. Cement: Portland cement complying with ASTM C 1329.

2. Lime: ASTM C 207.

3. Sand: ASTM C 144, natural or manufactured sand.

4. Color Pigment: ASTM C 979, mineral oxide pigments.

5. Water: Potable.

6. Pre-Packaged Latex-Portland Cement Mortar: ANSI A118.4.

C. Bonding Agent: Exterior integral bonding agent meeting [ASTM C 932] [ASTM C 1059

Type II].

D. Water Repellent: Water based silane or siloxane masonry water repellent.

2.4 MORTAR MIXES

A. Standard Installation (Grouted Joints):

1. Mix mortar in accordance with ASTM C 270,

2. Polymer modified mortar complying with ANSI A118.4

a. Add color pigment in grout joint mortar in accordance with pigment manufacturer’s instructions not to exceed 10% by weight of cement.

PART 3 - EXECUTION

3.1 INSTALLERS

A. Use only installers with 2 years minimum experience in work similar to work of this Section.

3.2 EXAMINATION

A. Verification of Conditions: Verify that conditions of substrate previously installed under other

Sections or Contracts are acceptable for stone installation in accordance with stone suppliers written instructions.

1. Visually inspect substrate in presence of Consultant.

2. Inform Consultant of unacceptable conditions immediately upon discovery.

3. Proceed with installation only after unacceptable conditions have been remedied and after receipt of written approval to proceed from Consultant.

3.3 EXAMINATION

A. Examine substrates upon which work will be installed.

B. Coordinate with responsible entity to perform corrective work on unsatisfactory substrates.

C. Commencement of work by installer is acceptance of substrate.

3.4 PREPARATION

A. Protection: Protect adjacent work from contact with mortar.

B. Surface Preparation: Prepare substrate in accordance with manufacturer’s installation instructions for the type of substrate being covered.

3.5 INSTALLATION

A. Install and clean stone in accordance with manufacturer’s installation instructions for Standard

Installation (Grouted Joint) or Jointless/Dry-Stacked installation as specified above.

B. Apply repellent in accordance with repellent manufacturer’s application instructions.

3.6 FIELD QUALITY CONTROL

A. Manufacturer’s Field Services: Manufacturer’s Field Service Representative shall make at least one site visit review of on-going installation process but is not responsible for any errors or omissions that are not observed or are previously completed.

3.7 CLEANING

A. Reference Section 01 74 00 – Cleaning and Waste Management.

B. Remove protective coverings from adjacent work.

C. Cleaning Veneer Units:

1. Wash with soft bristle brush and water/granulated detergent solution

2. Rinse immediately with clean water

D. Removing Efflorescence:

1. Allow veneer to dry thoroughly

2. Scrub with soft bristle brush and clean water

3. Rinse immediately with clean water; allow to dry

4. If efflorescence is still visible, contact ES Customer Service for assistance

E. Leave work area clean end of each day.

F. Final Cleaning: Upon completion, remove surplus materials, rubbish, tools, and equipment.

3.8 FIELD QUALITY CONTROL

A. Field Tests, Inspection: Coordinate [field] [site] test with Section [01 45 00 – Quality

Control].

B. Site Tolerances:

1. Variation from plumb: Plus, or minus 0.25 inches per 10 feet maximum.

2. Variation from level: Plus, or minus 0.5 inches per 20 feet maximum.
