About this file
This file contains Standard Form 30 documentation for Amendment 0003 to Solicitation 140P1526Q0106, issued by the National Park Service Contracting Operations - Central on June 5, 2026. The amendment extends the quote due date from the original deadline to July 16, 2026 at 12:00 PM Mountain Time and provides government responses to contractor questions submitted by the original question due date. Offerors are required to acknowledge receipt of this amendment with their quote package. The document is 10 pages total and references contract ID code PIA 140P1526Q0106, with the contractor listed as NPS, IMR - Arizona MABO located at 1824 S Thompson Street, Suite 200, Flagstaff, Arizona 86001-2694.
The solicitation concerns a GLCA Concrete Pad project to be constructed at Lees Ferry in Marble Canyon, Arizona (zip code 86036) within the Glen Canyon National Recreation Area. The concrete pad will support a 40 feet by 30 feet carport structure designed to shelter four boats. Government responses clarify that the site is completely flat with near-finished elevations requiring minimal excavation, crushed stone is the preferred aggregate base, control joints are acceptable but not required with specific specifications, electrical outlets and water access are available approximately 200 feet away at a four-bay garage facility, the contractor must provide concrete washout and disposal provisions, and no soil compaction testing or special inspections are required as the site has completed environmental and cultural resource assessments. The site is secure with adequate space for contractor staging and concrete truck access and turnaround.

Questions and Government Responses listed below:
Question # Question Answer/Response 1 Is it possible to get photos of the site to determine whether it is flat?
The area is completely flat. See photos.
2 Is there a diagram of the boat garage or pre-engineered footing details for below the pad?
Typically for a pad intended for a structure, footers are placed underneath the foundation posts/beams of the structure, and the weight of the structure affects the diameter or length/width of the footings.
The structure for the concrete pad will be a carport with a storage area. It is intended to shelter 4 boats. The carport will be 40’ long x 30’ wide.
3 Will there be control joints and are there required specifications for said control joints?
Control joints will be good but I don’t have any required specifications.
4 Do you have a preferred type of aggregate base to be used for this structure?
Crushed stone would be preferred.
5 Where exactly will the work location be, and who will be there to mark the exact location on-site for the structure/pre-pour inspection?
The concrete pad will be located at Lees Ferry in Marble Canyon. It is about a minute drive from
Page, AZ which is the nearest town 6 Can you provide us with a detailed map of the placement?
See attachment
7 Also related to this is, how far from a road will the work location be and is there access/turnaround for a concrete truck/trailer?
Should be plenty of room for a turn around. There is a pull through area at the site
8 Can we camp/stage on site, and is it secure for overnight/weekend parking?
Site is pretty secure and site is large enough for staging. It is located within the law enforcement developed area. Camping may be permitted but there is lodging at Marble Canyon about 5 miles away.
9 Is the work site well-lit from existing lighting sources? Work site is not well lit.
10 Where can electrical power be used and what type of power is it (single phase?, 110/220?)?
Electric outlets are located at the 4 bay garage approximately 200 feet of the concrete pad site.
11 We would like to run a power saw for wood form work and lights at the worksite for an early morning pour due to summer heat and would like to know whether a generator may be required.
There should be electric outlets at the 4 bay garage located about 200 feet from site.
12 Where and how can water be acquired?
There is a garden hose at the 4 bay garage about 200 feet from site.
13 Is a hose able to provide water to the work site?
Yes
14 Will a deposit for mobilization/materials be provided?
The Government does not issue deposits. Work needs to be performed or proof that materials were bought need to be submitted.
15 May we see a map/ picture of the where the pad is to be located?
See additional documents.
16 What is the exact address of where the pad is to be located?
The site is located within Marble Canyon, AZ with a zip code of 86036. It is located within the Lees Ferry developed area of Glen Canyon National
Recreation Area.
17 Do you have any pictures of the project area?
See photos.
18 Will a designated concrete truck washout/cleanout area be provided onsite, or should the contractor include provisions for concrete washout and disposal?
Contractor should include provisions for concrete washout and disposal
19 Can the Government provide any information regarding anticipated excavation quantities? Should bidders assume excavation to achieve the required slab elevation and subgrade preparation, or is the site already graded to near-finished elevation?
The site is already graded to near-finished elevations
20 The Statement of Work references a smooth trowel finish. Can you confirm the required joint to saw cut or grooved in with a tool?
Right now there is no required joint
21 Is the concrete pad intended to support a future building, structure, equipment, or shade shelter? If so, are there any embedded items, anchor bolts, The shade structure will be 40 feet x 30 feet.
Anchor bolts would be good to have. Or is this something that can be added later?
sleeves, conduits, or other attachments that should be included in the contractor’s scope?
22 Are any permits, testing, inspections, or third-party quality control services required, including but not limited to:
o Soil compaction testing o Concrete cylinder testing o Special inspections o Environmental or cultural resource coordination
This site has already been through the environment assessment process regarding environmental and cultural resource concerns. Soil compaction testing has not been done.
