About this file
This document is a Questions and Answers (Q&A) response to a Request for Information (RFI) regarding a wastewater lift station equipment replacement and repair project. The file addresses seven clarifications requested by potential bidders regarding scope, specifications, and contract terms.
Key project requirements include: replacement of two 1-horsepower Goulds grinder pumps with Barnes OGP 2-horsepower grinder pumps or equivalent; replacement of check valves at Hozho Point with swing check valves capable of up to 175 psi; replacement of the existing electrical pump panel with one that includes intrinsically safe relays to comply with Class 1 Division 1 requirements and accommodate the larger pumps; reuse and reinstallation of existing Biostep filters; replacement of lift station floats; and testing and commissioning of new pumps with water available at Hozho Point. Bid submissions are due to Donald_Tremble@ios.doi.gov by 1700 hours local time. The original 60-day contract period will be extended beyond that timeframe to accommodate material ordering lead times, with specifics to be discussed with the selected contractor. The federal agency involved is the Department of Interior (DOI). This project represents the contracting authority's clarification of project scope, specifications, and logistical requirements to enable competitive bidding.

Request for information answers:
1. The solicitation states bids are due at the place specified in Item 8 by 1700 hour (local time) Item 8 of the solicitation is blank. Please confirm bids shall be submitted to Donald_Tremble@ios.doi.gov. The bids shall be submitted to Donald_Tremble@ios.doi.gov.
2. No requirements for testing and commissioning the new pumps is specified.
1. Please provide requirements for testing. (i.e. hours or cycles of gallons of water to be pumped). No requirements for testing and commissioning the new pumps is specified.
2. Also, please confirm there is a water source available nearby to use for artificially filling the “septic wet well” for float and pump testing. Water is available at Hozho Point
3. The solicitation scope of work states, “Existing check valves at Hozho Point shall be cleaned, rebuilt or replaced.” AND “Check valve connecting Hozho Point force main to Painted Desert Inn force main shall be cleaned, rebuilt or replaced.”
1. The only check valves made known at the pre-bid were sch. 40 check valves on each pump discharge line in the “wet well” at the Hozho Pt. Lift Station.
i. In order for Contractors to provide comparable pricing, please confirm the check valves shall be replaced and provide required specifications for new check valves, recommended to be a brass or ductile swing check style valve. Check valves shall be replaced with a swing check valve capable of up to 175 psi.
ii. Please provide clarification if there is another check valve beyond the two (2) at the Hozho lift station and if so, its location, existing conditions and what the check valve shall be replaced with. No other check valves are beyond the lift station.
4. The solicitation Scope of Work states, “Replace two (2) Goulds 1 horsepower grinder pumps with Barnes OGP 2hp grinder pump or equal.”
1. Based on review of the existing pump panel, the OCPDs will be sized too small for the Barnes 2HP OGP grinder pumps. It is recommended to replace the pump panel while replacing the pumps, rather than altering an existing panel/switching out parts to make it suitable for the larger pumps.
mailto:Donald_Tremble@ios.doi.gov mailto:Donald_Tremble@ios.doi.gov
2. The existing SJE Rhombus duplex panel also does not have intrinsically safe relays for the floats, which doesn’t comply with Class 1 Div 1 requirements, another reason replace the pump panel with intrinsically safe relays for the floats and rated for the larger pump design.
3. Please confirm this shall be part of the scope. The SOW states that the contractor is to "Replace any electrical components as required to accommodate the new equipment and meet electrical code". (SOW 2.1.1)
5. Please confirm the existing Biostep filters encapsulating the grinder pumps shall be reused and reinstalled with the new pumps. Filters are to be reused and reinstalled with the new pumps.
6. The Scope of Work states to, “Replace or repair floats inside of lift station if floats are not functioning properly.”
1. Bidding Contractors have no way of competitively bidding to replace or repair the floats, especially considering the lift station isn’t even in operation to verify the floats are working. The contractor should plan to replace floats.
2. For comparable bid review, confirm whether the Contractor shall include costs to 1) inspect the floats and notify Owner of condition or 2) Include costs to replace the floats in their entirety. The contractor should include costs to replace the floats.
7. Contingent on Pump lead time, the 60 day contract could be unrealistic. please confirm the Owner is flexible on the Contract Duration, or willing to provide a material NTP for procurement and a separate NTP for construction. The period of performance will be extended past 60 days to meet the requirement of material ordering. This will be disused with the selected proposal.
