About this file
This document is Amendment 0001 to Solicitation 140P1526Q0100, issued by the National Park Service Contracting Operations - Central office. The amendment provides Government responses to 19 questions received from offerors regarding the PEFO Replace Housing Lighting project. The amendment is effective May 29, 2026, and offerors must acknowledge receipt of the amendment with their quote package. The due date remains unchanged.
Key clarifications provided address the scope, specifications, and project logistics. The requirement is limited to replacing two solar streetlights only, with no small-structures refinishing work included. Contractors must meet the listed performance specifications and may select any manufacturer; replacement foundations should be planned for rather than reusing existing concrete bases. The wage determination is available on SAM.gov under the Attachments header. Only the prime contractor is required to maintain active SAM.gov registration, and subcontractor past performance may be relied upon if the subcontractor is disclosed. Site visit attendance is not mandatory. Final light installation locations will be determined at the pre-installation meeting. The contractor is fully responsible for utility locating prior to excavation and may follow manufacturer recommendations for foundation and anchoring details. Standard 110V power and water are available for contractor use, with space available for on-site concrete washout. Progress payments may be discussed at the pre-construction meeting if needed for materials and completed work, though the project magnitude is less than $25,000. The document includes photographs of the existing solar streetlights showing their current installation at the site.

Questions and Government Responses listed below:
Question # Question Answer/Response 1 The solicitation title references "Small Structures
Refinishing," but the Statement of Work scope appears limited to replacing the two solar streetlights (line item 0010, Lighting Replacement, Lump Sum).
Please confirm there is no small-structures refinishing work within the scope of this solicitation. If refinishing work is in scope, please identify it so it can be priced.

2 We reviewed the SOW and see performance specifications for the solar lighting system, however we do not see a manufacturer, model number, catalog cut sheet, or approved fixture list. Is the contractor expected to provide a fixture meeting the listed specifications, or is there a preferred manufacturer/model that should be quoted?
There is no preferred manufacturer and the contractor is expected to meet listed specifications.
