About this file

This is Amendment 0001 to Solicitation 140P1526Q0099 for SAGU (Saguaro National Park) Trash & Recycling Pick Up services issued by the National Park Service, Contracting Operations - Central. The amendment is effective May 19, 2026, and is addressed to NPS, IMR - Arizona MABO located in Flagstaff, Arizona.

The amendment provides three substantive modifications to the original solicitation: (1) Government responses to three bidder questions regarding historical waste data, service disruptions, and contamination procedures; (2) inclusion of FAR clause 52.217-8 (Option to Extend Services), which permits the Government to extend performance up to 6 months with rates adjusted only for prevailing labor rate changes; and (3) a revised price schedule reflecting the extension option. The price schedule itemizes pricing for a base year (August 1, 2026 – July 31, 2027), four option years (each one year in duration through July 31, 2031), and a 6-month extension option (August 1, 2031 – February 1, 2032). The Government disclosed that it collects approximately 700 cubic yards of solid waste and 900 cubic yards of commingled recycling annually across both the Rincon Mountain District and Tucson Mountain District, with minimal service disruptions historically. Offerors must acknowledge receipt of this amendment with their quote package, and the due date for submissions remains unchanged.

SAGU Trash & Recycling Pick up

Questions and Government Responses listed below:

Question # Question Answer/Response

1 Can the Government provide the trailing twelve months (TTM) of historical weights for both solid waste and commingled recycling collected at Saguaro National Park, broken out by district if available, including:

1. Rincon Mountain District (RMD) – solid waste

2. Tucson Mountain District (TMD) – solid waste

3. Rincon Mountain District (RMD) – commingled recycling

4. Tucson Mountain District (TMD) – commingled recycling

If monthly detail is not available, please provide the best available annual or average monthly weight data for each waste stream.

As our estimated data for trash and recycling for annual reporting is based on visual inspection, estimated totals are in cubic yards.

Total solid waste collected annually between both districts – approximately 700 cubic yards

Total commingled recycling collected annually between both districts – 900 cubic yards.

These are only estimates based on visual inspection.

2 Has the Government experienced overflow, contamination, blocked-container access, or missed-service issues within the last twelve months? If yes, please provide the approximate frequency by location and waste stream.

We almost never experience overflow when bi-weekly pickups are completed as scheduled. To the best of my knowledge we had 3 scheduled recycling pick ups that were missed last year and no missed trash pickups.

3 If a recycling container is contaminated and rejected by the recycling facility, should the contractor dispose of the load as solid waste after notifying the Government? If so, will any additional disposal, contamination, or rejection fees be separately reimbursable?

This has not been an issue that has been brought to my attention in the last 3.5 years, but we do not have flexibility to pay separate fees outside of the contract to the best of my knowledge.

52.217-8 Option to Extend Services. (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
