About this file
This document is Amendment 2 to Solicitation 140P1526Q0081, issued by the National Park Service (NPS), Contracting Operations - Central on June 11, 2026. The amendment incorporates questions and answers related to the GLCA Replacement of Fire Alarm System at Lake Powell School in Bullfrog, Utah, with all other terms and conditions remaining unchanged.
The project requires contractors to provide a complete turnkey fire alarm system replacement, including labor, material, equipment, supervision, and services necessary to make the project whole in accordance with attached documents. Key clarifications from the Q&A include: the contractor is responsible for all permitting and design approvals; existing fire alarm wiring may be retained if code-compliant; the 30-calendar-day completion period begins after Notice to Proceed, which is issued following permitting approvals; equivalent UL-listed fire alarm systems (such as Simplex) are acceptable if they meet performance and code requirements, though the offeror must provide documentation of equivalence; and the contractor must provide a complete turnkey installation including all electrical support, conduit, and power connections. The facility will remain occupied during construction with standard work hours expected. The Authority Having Jurisdiction is the Kane County fire marshal in conjunction with Glen Canyon NRA fire chief. The existing system uses electronic calling to notify Glen Canyon Dispatch and Kane County School officials; monitoring costs are not included in the contract. The school serves approximately 8 students and 4 staff members across 4 separate buildings. The Contracting Officer is Jessica Owens (Jessica_Owens@ios.doi.gov).

Questions and Answers
GLCA Replace Fire Alarm System
Solicitation 140P1526Q0081
1 Are CAD/fire alarm design plans currently available for this project, or will the contractor be responsible for producing the required permit/design drawings?
There are no designs beyond the Scope of Work's bill of materials. The Contractor is responsible for all permitting and approvals
2 Is the contractor expected to reuse the existing fire alarm wiring where it is code-compliant and compatible with the new system, or is full replacement of all fire alarm cabling required?
Existing wire may be retained. Some minor replacement is expected during the normal course of termination to new devices.
3 If existing wiring is intended to be reused, how should offerors address potential wiring issues discovered during testing or installation?
Discovery of significant lengths of damaged or unacceptable wiring would be an unforeseen site condition, and should be immediately communicated to the Contracting Officer.
4 The SOW states that the work shall be completed within 30 calendar days of the start date provided on the Notice to Proceed. Will the 30-day period begin immediately after
NTP, or after completion of design review, permitting, and fire marshal approval?
NTP would be given after the permitting approvals are obtained, and would specify a start date. The Contractor is expected to recommend a start date.
5 The specifications list a Notifier panel and Honeywell components, or equivalent. Please confirm whether other UL-listed/code-compliant systems, such as Simplex or equivalent, are acceptable if they meet the required performance and code requirements.
Other equivalent systems will be considered - the Offeror is responsible to communicate this in the offer, with cut sheets to prove the system is equivalent. Any system must meet all regulatory/code/etc. requirements. The school staff is familiar with Notifier/Honeywell. If a different brand is installed then the required training/familiarization would need to bring school staff up to the same level of confidence for them to operate the system.
6 Please confirm whether the fire alarm contractor is expected to include all electrical support, conduit, power connections, and related rough-in work, or if any portion of that work will be handled separately.
The expectation is for a turn-key replacement system to be installed.
7 Could you please confirm the ceiling type and wall construction type in the areas where the fire alarm devices will be installed?
There will be a site visit on 6/24 starting at 10am MDT (Utah time) - all offerors are encouraged to participate, as this is an opportunity to see the building and make your determination of existing site conditions.
8 Can the Government provide any existing fire alarm system drawings, riser diagrams, device schedules, battery calculations, or previous acceptance testing documentation for the existing FireLite system?
A site visit is scheduled for 24 June and the existing system can be inspected. There are no known drawings of the existing system. Intention of this project is to replace existing system in kind with new versions of same or similar components.
9 Please identify the Authority Having Jurisdiction (AHJ) responsible for review and acceptance of the new fire alarm system and clarify whether design drawings, battery calculations, voltage drop calculations, and permitting are required prior to installation.
Kane County fire marshal in conjunction with Glen Canyon NRA fire chief. As this project is in kind replacement with new components permitting is not expected to be complex.
10 Will the facility remain occupied during construction and testing activities, and are there any restrictions on work hours, shutdowns, or alarm testing during school operations?
Yes, facility will remain in use. Standard work hours are expected. Alarms can be tested during school operations if school is in session.
11 May existing fire alarm cabling be reused if testing confirms compliance with applicable codes and manufacturer requirements, or should contractors assume complete replacement of all fire alarm wiring?
Existing cabling can be used if compliant with codes and requirements.
12 Please confirm the quantity and locations of HVAC units requiring duct detector monitoring and clarify whether HVAC shutdown integration is required as part of this project.
HVAC shutdown is not expected to be required in this project.
13 Is the fire alarm system currently monitored by a central station or supervising station, and is reconnection to the existing monitoring provider included within the contractor's scope?
Current system uses electronic calling to notify Glen Canyon Dispatch and Kane County
School officials.
14 Please confirm whether a standard horn/strobe notification system is acceptable or whether voice evacuation capability is required by the AHJ
Standard strobe/horn is acceptable.
15 The Statement of Work identifies specific manufacturers and models as "or equal."
Please identify the minimum functional requirements for approved equal fire alarm systems and whether manufacturer-specific certifications are required for installation, programming, and warranty support.
Specified products are identified as acceptable. Equivalent products in function and quality are generally acceptable. Manufacturer-specific certifications are not required by NPS unless otherwise required by code or regulations.
16 Will the Government require delivery of all programming files, passwords, software licenses, and system administrator credentials at project closeout?
Government will require a functional and code-compliant fire alarm system at project closeout. Government will require school personnel be provided with any passwords, software, or credentials to perform regular user maintenance such as periodic testing, conducting fire drills, identifying alarm locations, etc. Proprietary software or advanced programming data will not be needed by government or school personnel.
17 The Statement of Work requires the contractor to perform a code-compliance assessment, replace the fire alarm control panel and associated life-safety devices, conduct testing and commissioning, and provide a fully operational fire alarm system meeting current fire safety requirements. Given the life-safety nature of this project, please confirm whether the Government will consider requiring oversight by a NICET
Level IV Fire Alarm Systems Technician (or equivalent qualified fire alarm design professional) responsible for code compliance review, system design validation, testing oversight, and final acceptance documentation.
Selected contractor will be required to be qualified to complete the work.
17 Is there any building drawing or floor plan available to work from?
Attached but not great quality. The system will be replaced in kind with equipment similar to existing utilizing existing wiring.
18 What is the size, number of students in this school?
Approximately 8 students and 4 staff members. 4 separate buildings.
19 Is this school a single-story building?
Yes
20 Do you want the FACP to stay in the Nema box?
Ideally it would remain in the NEMA box if allowable.
21 Will the Monitoring come with the contract or be able to switch over?
Monitoring costs are not included in the contract. Current monitoring can be switched over.
22 What is the CFM Rating on all the HVAC units in the main building and the 3 pods
That is unknown.
23 The system is not currently up to NFPA 72 Code. In this bid do you want it to be brought up to NFPA 72 code.
We would need more information on that. We understand the system to be sufficient but outdated. We intend to replace it in kind.
