GENERAL INFORMATION
This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) 1449. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial
Services. All references to “proposal” in this solicitation shall be understood to mean “quotation.”
Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice
Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and
Conditions - Commercial Products and Commercial Services included in commercial item contracts. The
IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the
IPP invoice:
1. Copy of vendor invoice document in PDF format, which shows pricing breakdown for all items being invoiced for and must include the contract number, date(s) of service (if applicable), date of invoice, and the vendor’s standard invoice letterhead.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the

(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The
Contractor need not proceed with direction that it considers to have been issued without proper authority.
The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the

COR¿s appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the

Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor’s risk.
1452.228-70 Liability Insurance – Department of the Interior (Jul 1999)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United
States of America. The amounts of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
Prohibition of All Terrain Vehicles (ATVs) (Jul 1996)
The contractor is prohibited from utilizing All-Terrain Vehicles (ATV)s on National Park Service lands.
ATV is defined as: A motorized off-highway vehicle (OHV) traveling on four or more low-pressure tires, having a seat to be straddled by the operator and a handlebar for steering control.
Use of Utility Terrain Vehicles (UTVs) are permitted. UTV (also called a side-by-side) is defined as: A motorized OHV having four or more low pressure tires, designed with side-by-side seats, seatbelts, steering wheel, and optional cab, brush cage, or ROPS.

Award will be made in accordance with FAR Part 12 to the Offeror that provides the best value to the government based on price, technical, and prior experience. Per FAR 12.203(c)(2) evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the importance assigned to each evaluation factor and/or sub factor (FAR 12.203(c)(2)).
1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

1.0 PROJECT INTRODUCTION

1.1 Scope
In accordance with the terms and conditions of the Contract, the Contractor shall perform the work for the National Park Service (NPS) as described below.
1.2 Location
This project is in Walnut Canyon National Monument (WACA) and Wupatki National Monument
(WUPA). The individual buildings at the sites involved in this project are the Visitor Centers and
Entrance Kiosk.

Walnut Canyon National Monument visitor center is located approximately 7.5 miles (12 km) east of
Flagstaff. From Interstate 40, take Exit 204, and turn south. The Walnut Canyon Visitor Center is located at the end of this 3-mile (5 km) road.
Wupatki National Monument visitor center is located near milepost 21 on the Sunset Crater-Wupatki
Loop Road. Traveling North from the Sunset Crater Volcano Visitor Center on FS 545.Wupatki Visitor
Center is 19.5 miles (31.4 km) or 13 miles when entering from Hwy 89 at milepost 444.
1.3 Background and Description
This project includes the replacement and upgrade of the intrusion alarm, CCTV camera, and fire alarm systems at Walnut Canyon National Monument (WACA) and Wupatki National Monument
(WUPA). WACA, Sunset Crater (SUCR), WUPA, and Flagstaff Headquarters (FLAG HQ) are separate facilities maintained under a single organizational security framework. SUCR was upgraded in 2020, and FLAG HQ has been incrementally updated; therefore, the new systems at WACA and WUPA shall match existing standards to ensure compatibility, continuity, and centralized management.

2.0 PROJECT REQUIREMENTS
2.1 General Requirements
2.1.1 Scope of Work and Project Summary/Requirements
This project includes the replacement and upgrade of the intrusion alarm, CCTV camera, and fire alarm systems at Walnut Canyon National Monument (WACA) and Wupatki National Monument (WUPA).
WACA, Sunset Crater (SUCR), WUPA, and Flagstaff Headquarters (FLAG HQ) are separate facilities maintained under a single organizational security framework. SUCR was upgraded in 2020 and FLAG
HQ has been incrementally updated; therefore, the new systems at WACA and WUPA shall match existing standards to ensure compatibility, continuity, and centralized management.
Security (Intrusion Alarm) System Requirements
The Contractor shall provide a commercial-grade intrusion alarm system compatible with existing SUCR and FLAG HQ systems, including Honeywell control panels, interior door contacts, motion and heat sensors, and glass break sensors. Systems shall report to a 24-hour central monitoring station (currently
Electronic Security Concepts) and integrate with the Total Connect application for remote monitoring, notifications, activation, and deactivation. Each system shall support a minimum of 100 users per panel/location and include both hard-wired and wireless panic buttons at all fee locations, registers, and fee booths. The existing combined fire and security systems at WACA and WUPA shall be separated to meet current code requirements. The Contractor shall provide six (6) spare motion sensors, six (6) spare glass break sensors, and six (6) spare door contacts per location for emergency repairs. All systems shall include commercial-quality power surge protection.

Facility-specific requirements include separate security systems for the WACA Visitor Center and kiosk
(kiosk on its own zone/system), with new detection devices throughout and existing panel locations retained. Keypads shall be installed at the WACA kiosk and Visitor Center upper hallway. At WUPA, new detection devices shall be installed throughout, with keypads located at the existing location, the Fire
Alarm Panel (FAP) room, and the lower storage room.
Camera (CCTV) System Requirements
The Contractor shall provide a fully hard-wired CCTV system compliant with DOI/NPS IT security standards. Wireless cameras are not permitted except where approved for infrastructure limitations. The system shall be uniform in make and brand to reduce lifecycle maintenance costs and shall support secure remote viewing via web-based software or mobile application. Cameras shall be high-resolution, capable of digital zoom without distortion, and provide day and night recording with built-in IR illumination, without reliance on external facility lighting.
All cameras must be IP-connected to the network using TCP/IP communications to pass traffic to the recording appliance and must support Power over Ethernet (PoE+) IEEE 802.3at, powered by customersupplied Network PoE+ TACACS capable switches unless exceptions are approved prior to installation. Interior-mounted cameras shall meet a minimum of 4 MP resolution (2688x1512), be H.264 compression capable, have IP67 and NEMA 4X-rated casings, IK08 impact-resistant construction, and operate at 25/30 frames per second. Cameras shall support motion-triggered recording and be compatible with Milestone XProtect Corporate VMS 2023 R2 or the current version at the time of installation.
The system shall include sufficient licensing for all cameras, including three licenses per device: an
XProtect Corporate Device License, 1 Year Care Plus for the XProtect Corporate Device License, and 1
Year Care Premium for the XProtect Corporate Device License. All licenses must be consolidated under the Intermountain Region NPS’s Milestone master account, with SLC and master account numbers supplied to the contractor after award. The system shall also include commercial-grade surge protection and a total of four (4) DVR/NVR devices, including backup units, mounted in a secure room or lockable, temperature-controlled enclosure. Systems shall integrate with DOI/NPS internet services or include a separate, secure Starlink internet system shared across camera, fire, and alarm systems if DOI connectivity is not available.
At all locations, the contractor shall determine camera mounting locations and methods to fully cover the view-shed, referencing site photos or attachments. Where identified, cameras must be painted to blend into their surroundings to maintain exterior preservation requirements. The contractor shall remove all existing cameras, associated cabling, and mounting hardware and install new cameras using the same locations unless exceptions are approved.
At WACA, separate camera systems are required for the Visitor Center and kiosk due to infrastructure limitations. The kiosk may require a standalone system or approved wireless hardware bridge for integration. Camera coverage at both locations shall include all interior and exterior entry points, registers and cash handling areas, museum spaces, sales and stock areas, hallways, exterior walkways, patios, building perimeter, sidewalks, and parking areas, as applicable to each site.

Fire Alarm System Requirements
The Contractor shall provide a fully independent fire alarm system at both WACA and WUPA, separated from the security system and compliant with current NFPA standards. Fire Alarm Control Panels shall be installed in existing locations, upgraded to current standards, and be the same model as SUCR for system continuity. Annunciators shall be installed at each security panel location. Systems shall provide full building coverage for smoke and heat detection, interior and exterior audible and visual notification devices, and communication with a central monitoring station with required backup pathways.
The system shall include cellular communication hardware and boosters as required due to remote locations, commercial-grade surge protection, and all new wiring. Wireless fire devices may be used only where permitted by NFPA and must demonstrate verified reliability. The Contractor shall provide six (6) spare smoke detectors and six (6) spare heat detectors per location for emergency repairs and install exterior fire department key boxes keyed to the local responding fire department.

All systems shall be installed with entirely new wiring; reuse or splicing of existing wiring is prohibited, and removal of abandoned wiring is required. Systems shall integrate with NPS internet services or a secure Starlink system as necessary. The Contractor shall provide a two (2) year warranty covering parts, labor, and all costs associated with defective equipment, wiring, or installation, along with two (2) years of paid monitoring through Electronic Security Concepts. Maximum repair response time shall not exceed three (3) calendar days.

Walnut Canyon National Monument (WACA)
CLIN 0001 – WACA-REPLACE EXISTING SECURITY SYSTEM:
The Contractor shall provide and install a complete, code-compliant intrusion alarm system at Walnut
Canyon National Monument (WACA) compatible with existing systems at Sunset Crater (SUCR) and
Flagstaff Headquarters (FLAG HQ).

• System shall include Honeywell control panels, door contacts, motion/heat sensors, and glass break sensors.
• System shall support a minimum of 100 users per panel/location.
• System shall report to a 24-hour central monitoring station (Electronic Security Concepts) and integrate with the Total Connect application for remote monitoring, activation, and deactivation.
• Provide hard-wired and wireless panic buttons at all fee locations, registers, and fee booths.
• Existing combined fire and security system shall be separated to meet current code requirements.
• Provide six (6) spare motion sensors, six (6) spare glass break sensors, and six (6) spare door contacts (not installed).
• Commercial-grade integrated power surge protection required.
• Two (2) years of paid monitoring included.
