LIBI Traffic Barriers

Questions and Government Responses listed below:

Question # Question Answer/Response 1 Can you provide the estimated quantity, types, and any specifications of traffic control barriers required, along with a site layout or traffic control plan showing placement?

Per the Statement of Work, the request is for 1,200’ total linear feet of portable metal crowd-control barriers. The intent is something similar to:

See map below

2 Are there designated staging areas, delivery schedules, or site access restrictions (IE: hours, vehicle limitations, coordination with park staff) that would impact transportation and setup?

Per the SOW, traffic control elements should be delivered and set up on June 24th then removed on June 27th between 5:30 – 8:30 pm. There is sufficient circulation space and potential for staging areas on site, but barricades cannot be stored onsite outside of the service period. Final delivery schedule will be coordinated with the COR after contract award.

3 Is the contractor expected to install barricades according to a provided layout, or will the contractor be responsible for developing the placement plan?

See map below

4 Can you provide clarification on the required level of on-site support for barricade maintenance, including expected staffing presence, hours of operation, and whether continuous or on-call coverage is required during the event?

No continuous on-site support is anticipated.

5 Can you confirm the required timeline for delivery, setup, and removal outside of the event dates?

Per the SOW, barricades will be set up on the evening of June 24th prior to the start of the event and removed on June 27th between 5:30 pm and 8:30 pm after the completion of the event.

Are there specific safety or regulatory standards the barricades must meet, is subcontracting permitted, and should pricing be submitted as a fully inclusive lump sum covering all labor, transportation, setup, maintenance, and removal?

Barricades should be stable, free-standing, and free from any potential hazards for adjacent pedestrians (ie. sharp edges, etc.). Subcontracting is permitted, and pricing should be all-inclusive.

7 The SF18 cover states, “THIS RFQ IS IS NOT A SMALL BUSINESS SET-ASIDE,” while the continuation sheet and solicitation narrative state that this requirement is a 100% Total Small Business Set-Aside. Please confirm the correct set-aside status for this RFQ.

SF18 Cover sheet has box checked for “This RFQ IS a Small business Set-Aside.” RFQ states multiple times that this requirement is a 100% Total small business set aside.

8 The SF18 cover and continuation sheet list a delivery date of 06/27/2027. Since the event and stated performance requirements are in June 2026, please confirm the correct delivery/removal date.

6/27/2027 is an error. Actual Period of Performance 6/24/26 -6/27/2026

9 The solicitation references June 24 through June 27, 2026 in one location, 06/24/2026 to 06/28/2026 in another, and 06/24/2026 to 06/27/2026 in another.

Please confirm the correct period of performance.

Actual Period of Performance 6/24/26 -6/27/2026.

Per the SOW event will take place 6/25-6/26.

Equipment shall be delivered 6/24/26 and picked up 6/27/26.

10 The SAM notice appears to show an incomplete place of performance entry, while the solicitation references Little Bighorn Battlefield National Monument / Crow Agency, MT. Please confirm the correct place of performance for quoting and performance purposes.

Refer to the SOW: Little Bighorn Battlefield 756 Battlefield Tour Road, Crow Agency, MT 59022

11 One section states that questions are due April 30, 2026, while another specifies April 30, 2026 at 12:00 PM MT. Please confirm that the question deadline is April 30, 2026 at 12:00 PM MT.

Question window was open until April 30, 2026, 12pm MT
