About this file
This is Amendment 1 to a federal solicitation for maintenance of water supply facilities at Glen Canyon National Recreation Area. The National Park Service (NPS), Contracting Operations - Central, issued this amendment on June 17, 2026, to Solicitation 140P1526Q0068. The amendment extends the proposal due date to July 22, 2026, and incorporates five questions and answers regarding project execution.
The contract covers replacement of the water tank fill line at Lee's Ferry under Item 00010, GLCA Lee's Ferry Replace Water Tank Fill Line, with a firm-fixed price contract type. The period of performance runs from September 1, 2026, to November 30, 2026. The product/service code is Z1NE (Maintenance of Water Supply Facilities), and the requisition number is 0044036915. Key clarifications in the Q&A address: (1) optional use of stainless steel pipe with bolt flanges instead of welded steel pipe, which NPS approved but cautioned may increase costs; (2) NPS confirmation that primary electrical power for the temporary booster pump will be provided by a proximate Federal building, with contractor providing backup power; (3) NPS approval for using a mobile crane with OSHA-rated personnel platform for worker access instead of full-height scaffolding; (4) requirement that the prime contractor obtain Arizona Registrar of Contractors (ROC) licensing and bonding, as the project exceeds the minor-work exemption threshold; and (5) confirmation that no tribal licensing or permitting applies to this federal land location. No additional questions will be accepted after this amendment.

Questions and Answers
GLCA LF Water Tank Fill Line Replacement
Solicitation 140P1526Q0068
1 On the 3-inch fill line, is there an option to use a 3-inch stainless steel pipe with four bolt flanges instead of what is called out for the fill line pipe. Instead of one continuous welded pipe, we could install 20 ft or 30 ft long stainless-steel pipe which would last longer, and if there are ever issues in the future, you wouldn't have to remove the entire fill line for repairs or maintenance issues that may come up in the future? It would also last much longer than the steel pipe.
NPS – Open to the option. Note **It would be an expensive option and could likely result in a bid bust.
2 Electrical power for the temporary booster pump. The specification requires the temporary water system to maintain a minimum 45 psi outflow via a booster pump, with backup power provided by the Contractor. Please confirm whether NPS will provide primary electrical power for the booster pump at the temporary-system location. XE will provide backup power per the specification; this question concerns the primary power source only.
NPS – We do have a Federal building in proximity that can provide power to the temporary water system.
3 Access method — crane with personnel backet. Because the fill line extends to approximately 100 ft on the elevated tank, XE intends to use a mobile crane with a manufactured, OSHA-rated personnel platform as the primary means of access for the removal and installation work, in lieu of full-height scaffolding. XE will provide the required
OSHA 29 CFR 1926.1431 justification and testing. Please confirm that NPS has no objection to crane-based personnel access as the Contractor's means and methods on this site.
NPS – No objection
4 Because the work is performed on National Park Service federal land at Glen Canyon
National Recreation Area, please confirm whether an Arizona Registrar of Contractors
(ROC) license is required of the prime contractor and/or subcontractors for this scope, or whether the federal-land location exempts the work from Arizona ROC licensing.
NPS – This project does not meet Arizona’s minor-work exemption, which is for minor work under $1,000.00. We would require the Prime (GC) to be licensed/bonded.
5 Please also confirm whether any tribal (e.g., Navajo Nation) licensing or permitting applies to the specific site location.
NPS – No Tribal land licensing applies to this project.
