About this file
This document is a contract amendment (Amendment 004) for Solicitation 140P1525R0007, a National Park Service project to remove and replace concrete and apron houses at Navajo National Monument. The amendment serves two primary purposes: (1) to add a Questions and Answers document, and (2) to extend the proposal response date to May 8, 2025, at 1700 EDT, providing additional time for potential bidders to incorporate the Q&A into their proposals.
The accompanying Questions and Answers document provides critical clarifications about the project, including that it is a new requirement located within Navajo Nation boundaries. Key details include: contractors must verify applicable tribal regulations, no park resources (including water) will be provided, all demolished concrete must be removed daily, and contractors are responsible for ensuring compliance with environmental and tribal standards. The project involves concrete work with specific technical requirements, such as using 4,000 PSI concrete mix with a 4" slump, and contractors must coordinate closely with the Navajo National Monument Facility Manager throughout the project.

NAVA Remove and Replace Concrete and Apron Houses 6,5,4
Solicitation 140P1525R0007
1 Is this a brand-new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?
This is a new requirement. (SOW)
2 Are there any TERO taxes, fees, or requirements?
The SOW does not specify any Tribal Employment Rights Ordinance (TERO) taxes, fees, or requirements. Contractors should verify with the Navajo Nation for any applicable tribal regulations, as the project is located within the Navajo Nation boundaries. (SOW, Section K)
3 Is there a designated site visit for the referenced project? If not, will one be made available?
Amendment 01 was issued on 3/27 to schedule a site visit. Site visit was held on April 7, 2025.
4 Per the SOW, Section VII: General Requirements, Subsection C: Details, could the Gov’t please provide the referenced specifications and any available drawings for Contractor use?
The SOW references specifications and drawings to be provided (SOW, Section a, n).
Contractors shall perform work in accordance with attached specifications and drawings, which include modern ASTM, IBC, and general construction standards (SOW, Section _).
Additionally, Portland cement concrete shall conform to ADOT Standard Specifications
Section 1006, requiring a minimum 4,000 PSI compressive strength at 28 days, 15% fly ash or
25% GGBF slag, 4” slump ± 1”, and 5% air entrainment (ADOT 1006-3.01, 1006-4.02).
Contact the Contracting Officer (CO) for access to detailed drawings and specifications.
5 Per the pre-bid site walk, can the Gov’t please confirm there would be no requirements for engineered plans, permitting, SWPPP, BMPs, or Dust Control/Compliance throughout this project?
The SOW does not explicitly require engineered plans, permitting, Stormwater Pollution
Prevention Plans (SWPPP), Best Management Practices (BMPs), or dust control/compliance measures. However, contractors must comply with all federal, state, and local regulations, including OSHA and environmental standards (SOW, Section ). Contractors should coordinate with the Navajo National Monument Facility Manager to ensure compliance with any applicable tribal or environmental regulations (SOW, Section Y).
6 Per the pre-bid site walk, can the Gov’t please confirm water would be available onsite for
Contractor use?
The SOW does not confirm the availability of onsite water. Contractors should assume no park staff or resources, including water, will be provided and include provisions for water in their estimates (SOW, Section `). Water used for concrete must meet ADOT requirements, being clean and free of injurious substances, with no more than 1,000 ppm chlorides or sulfates (ADOT 1006-2.02).
7 Per the pre-bid site walk, can the Gov’t please confirm that a roll-off dumpster would be permitted to be placed/dropped off on-site to collect demolished concrete and construction debris, then scheduled to be removed/hauled away by the Contractor after concrete demolition is completed for the project?
The SOW requires all demolished concrete to be removed from government premises on the day it is excavated and prohibits storing demolition spoil onsite (SOW, Section |, }). A roll-off dumpster may be permitted if it complies with this requirement and is removed daily.
Contractors must coordinate with the Navajo National Monument Facility Manager to ensure minimal impact on the environment and operations (SOW, Section Y).
8 Per the pre-bid site walk, can the Gov’t please confirm that a concrete washout area/basin would be permitted for on-site use, such that the Contractor must remove/haul away all traces of washout preceding the COR’s final project inspection?
The SOW does not explicitly address a concrete washout area. Contractors must ensure the project area remains neat, orderly, and safe, with all debris removed offsite before final inspection (SOW) A washout area may be permitted if all traces are removed prior to the
Contracting Officer’s Representative (COR) final inspection and it complies with environmental regulations. Contractors should coordinate with the Facility Manager to confirm acceptability (SOW, Section Y).
9 Per the pre-bid site walk, can the Gov’t please confirm that a portable restroom may be placed on-site for Contractor use?
The SOW does not mention portable restrooms. Contractors are responsible for all necessary labor, equipment, and supplies, and should include provisions for sanitation in their estimates
(SOW, Section X). Placement of a portable restroom may be permitted if it does not impact the environment, visitors, or staff, subject to approval by the Facility Manager (SOW, Section
Y).
10 Per the pre-bid site walk, will the Gov’t accept a higher flow concrete ready-mix design, with an increased compressive strength of 5,000PSI and a 5” slump +/- 1”, for increased durability and resistance to cracking and wear?
The SOW specifies a 4,000 PSI concrete mix with a 4” slump ± 1” (SOW, Section _; ADOT
1006-3.01). A 5,000 PSI mix with a 5” slump may be considered if approved by a qualified
Engineer, provided it meets ADOT requirements for Class S concrete, including a maximum water-cementitious material ratio of 0.45 and compliance with ASTM standards (ADOT 1006-
3.01). Contractors must submit the proposed mix design for approval at least two weeks prior to use, including trial batch data or mix history (ADOT 1006-3.02, 1006-3.03).
11 Can the Gov’t please confirm if this contract would subject the Contractor to the Navajo
Nation Preference in Employment Act(NPEA) or require the Contractor to register/pay monetary Tribal Employment Rights Ordinance/Office(TERO) fees?
The SOW does not address the Navajo Nation Preference in Employment Act (NPEA) or
TERO fees. As the project is within the Navajo Nation, contractors should verify with the
Navajo Nation for any applicable TERO requirements (SOW, Section K). Coordination with the Facility Manager is required to ensure compliance with tribal regulations (SOW, Section
Y).
12 Can the Gov’t please confirm the Contractor would not be subject to any additional Navajo
Nation Tribal Regulations, Tribal Ordinances, or Tribal Code Enforcement Specifications throughout this project?
The SOW does not confirm exemption from Navajo Nation tribal regulations, ordinances, or code enforcement specifications. Given the project’s location within the Navajo Nation, contractors are responsible for verifying and complying with all applicable tribal regulations
(SOW, Section K). Coordination with the Facility Manager is required to ensure compliance
(SOW, Section Y).
