About this file

This document is a National Park Service (NPS) Amendment to a Solicitation for a fiber optic cable installation project at Grand Canyon National Park. Amendment 0001 extends the quote submission deadline to September 9, 2025 at 10:00am Mountain Time and incorporates government responses to contractor questions. The project involves installing approximately 2000' of 4" 3-cell detectable fabric innerduct and 24 strand single-mode fiber optic cable from the Ranger Operations building (Building 103) to the old schoolhouse (Building 208), a distance of approximately 1200'.

Key project details include: three vault installations (26" x 18"), fiber optic tie-ins at existing buildings, trenching along existing APS power lines, and minimal ground disturbance. Environmental and wildlife considerations are extensive, including restrictions on vegetation removal during breeding season, wildlife interaction protocols, and archaeological site preservation. The project requires coordinating with park operations, following specific safety and restoration guidelines, and using reclaim water. The total project is within the Grand Canyon Village National Historic Landmark District, with work expected to begin in winter 2025 and involve temporary pathway closures during trenching.

GRCA Install Fiber

Questions and Government Responses listed below:

Question # Question Answer/Response

1. Since we are following the power line most of the cable path, how wide is the easement?

The conduit can be installed anywhere reasonably within the route.

2. Is it acceptable to use 24ct multimode fiber instead of single mode?

Single mode was requested. We prefer single mode for OSP cable. All other FO cable in that area is single mode.

3. Does Grand Canyon National Park (GRCA) have records or as-built drawings for existing utilities on site (gas, water, sewer, storm drain, communications, power, etc.) that will be made available to bidders?

GRCA is currently looking for as-builts, drawings. If located will be issued as an amendment. GRCA requires having Blue Stake (811) locates prior to digging.

4. The bid documents show two locations requiring pavement cuts. Will the contractor be permitted to bore at these locations instead of open-cutting, in order to minimize haul-off and pavement restoration?

In the project initiation, GRCA Telecom stated " The trench route will cross an asphalt trail in two locations, the driveway to the Grand Canyon Conservancy offices, and the driveway leading to building #208 (the old school building). Boring will be required at one location to cross Navajo Street. The asphalt in the trench locations will be saw cut to allow for trenching and patched when work is complete."

5. Have any permits already been obtained for this project, or will the contractor be responsible for securing them? If required, can GRCA clarify which

Unknown. No State or County permits would be required.

permits are necessary and which agency will issue them?

6. Can the Government confirm whether electronic submission through email is acceptable, or if hard copy submission is required?

Electronic submission is required.

7. Can the Government clarify what seasonal or environmental restrictions may apply to trenching or boring activities within GRCA?

There may be common restrictions when working in residential areas (i.e. time of day). Vegetation removal shall not occur during the primary animal breeding/nesting season between early-April and mid- August. Project staff shall comply with the Migratory Bird Treaty Act (MBTA) [16 USC 703]. Any active nest shall be left in place and undisturbed until the young hatch and depart.

8. Will the Government be responsible for securing right-of-way permits and archaeological/environmental clearances, or should the contractor include this effort in its proposal?

See the attached Letter of Compliance Completion for all Archeological, Wildlife, Environment requirement.

9. Is the contractor expected to complete the entire installation in one continuous mobilization, or will the Government allow phased construction aligned with site access?

Contractor will provide GRCA Project Leader (Sean Fielding) with a schedule noting when and where work will commence in order to coordinate work with GRCA Operations and Science Resource staff as needed.

10. Will utility infrastructure (e.g., electrical conduit installation and underground construction) be considered relevant past performance for evaluation, even if not fiber-specific?

Perhaps for conduit installation, other underground utility work might be relevant, however, focus on optical fiber installation is important.

11. Can the Government clarify whether Technical

Capability and Prior Experience are weighted equally, or if one factor carries greater importance in the trade-off evaluation?

Per the solicitation; the Government is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

12. Is there onsite water available for use throughout the project?

Reclaim (non-potable) water is available.

13. Though the goal is to close trenches created as quickly as possible, are there any limits set to how long these trenches can be left open if properly protected?

If left unattended, trenches need to be properly cordoned off. I think that overnight might be allowable, but the need for longer times would have to be evaluated by the Safety Officer. In addition, for any projects involving trenching or digging holes, provisions (generally in the form of ramps; with a slope < 45°) must be made every 20-50' to allow for the escape of animals that may fall into these recesses, and/or they must be covered in such a way as to prevent animals (vertebrates) from falling in them.
