About this file
This document is an Amendment (001) to a National Park Service solicitation for replacing a lift station pump and panel at Canyon de Chelly National Monument. The project involves critical infrastructure upgrades, including removing and replacing two Vaughan E-Series Chopper Pumps (model SE3P6, 277/480 Volts), rebuilding one pump as an emergency spare, replacing associated valves and floats, and performing a thorough tank inspection and cleaning. The scope addresses an emergency situation where the control panel has completely failed, rendering the wastewater system inoperable, necessitating immediate action.
The amendment incorporates 2025 Federal Acquisition Regulation (FAR) updates, emphasizing Buy American requirements, domestic sourcing, sustainability, and environmental compliance. Key objectives include preventing wastewater backup, ensuring safe restroom facilities for park visitors and employees, and upgrading the control/alarm system to improve wastewater flow management. The project aims to mitigate environmental and safety risks by modernizing the wastewater infrastructure at the national monument, with a strong focus on regulatory compliance and operational efficiency.

Questions and Government Responses listed below:
QUESTIONS:
Question # Note:
1. National Park Service update as of 8/4/2025: Complete failure of the control panel has occurred, which has rendered the system inoperable and necessitated emergency measures, highlighting the critical need for expedited action. Work must start as soon as awarded, for this time-sensitive project, prepare accordingly. Proposals must note this start date requirement.
2. After this complete Failure: The original SOW focused on replacing one faulty electric grinder pump, rebuilding and reinstalling one Vaughan E-
Series Chopper Pump (model SE3P6), replacing valves and floats, and cleaning the tank, alongside control system upgrades. Noting the wet well houses two pumps, the amendments address the dual-pump failure for enhanced reliability.
Key modifications include: See attached documentation.
1. Chopper Pumps: Remove and replace two Vaughan E-Series
Chopper Pumps (model SE3P6, 277/480 Volts) with in-kind models;
rebuild one for CACH Maintenance as an emergency spare, with wiring and storage seal.
2. Tank Inspection and Cleaning: Add thorough inspection to the cleaning process.
3. Regulatory Compliance: Incorporate 2025 FAR (e.g., FAC 2025-04 on Buy American) and CFR (Title 40 on environmental protection) updates, emphasizing domestic sourcing, sustainability, and NEPA compliance.

1.2) Work consists of: The purpose of this project is to upgrade and replace the existing control/alarms and instrumentation system of the wastewater pumps at Canyon de Chelly
National Monument. The primary focus is to remove and replace two faulty Vaughan E-
Series Chopper Pumps, model SE3P6, with new in-kind or like models; to rebuild one
Vaughan E-Series Chopper Pump, model SE3P6, for use as an emergency replacement; and to replace associated valves and floats while inspecting and cleaning the tank. The upgraded control system will regulate the flow of wastewater, ensuring efficient operation and preventing the backup of wastewater, which could pose a critical hazard to both the environment and public safety.
a) Control/Alarm and Instrumentation Replacement:
i) Replace the outdated control system with advanced, in-kind technology to improve the management of wastewater flow. Ensure the new control system is compatible with current operational needs, allowing for continuous and reliable monitoring and control of the wastewater pumps.
b) Chopper Pumps Replacement and Rebuild:
i) Remove and replace two existing Vaughan E-Series Chopper Pumps, model SE3P6
(277/480 Volts), with new in-kind or like models to ensure the efficient operation of the wastewater system. The work includes pump extraction, transportation to a certified facility if necessary, installation of the new pumps, testing, and ensuring compliance with manufacturer specifications and operational requirements.
ii) Rebuild one Vaughan E-Series Chopper Pump, model SE3P6:
(1) The work includes pump extraction, transportation to a certified repair facility, comprehensive rebuild, and testing to ensure compliance with manufacturer specifications and operational requirements. Upon completion, the rebuilt pump will be provided to CACH Maintenance for use as an emergency replacement, including sufficient wiring to reach the control panel and a seal for proper storage.
iii) Replace associated valves, floats, and other components that are integral to maintaining optimal pump performance and lift station performance.
c) Tank Inspection and Cleaning:
i) Perform a thorough inspection and cleaning of the wastewater tank to maintain system hygiene, prevent clogging, and ensure optimal function.
d) Safety and Environmental Considerations:
i) The upgraded system will prevent wastewater backup, thus mitigating the risk of raw sewage spills, especially in high-traffic areas of the park. This project will ensure safe restroom facilities for both visitors to the monument and employees working and residing within the park.
2.2) Amendment to Scope of Work per 2025 FAR and CFR Guidance:
a) This change to the scope of work incorporates the most recent updates to the Federal
Acquisition Regulation (FAR) from 2025, including Federal Acquisition Circular 2025-
04, which revises the list of domestically nonavailable articles under the Buy American statute. All materials, equipment, and components procured for this project shall comply with the Buy American requirements, prioritizing domestic sources unless an exception applies based on the updated list. Additionally, the project shall adhere to sustainable acquisition policies outlined in FAR Part 23 (Environment, Sustainable Acquisition, and
Material Safety), promoting environmentally preferable products and services to minimize environmental impacts. Relevant provisions from the Code of Federal
Regulations (CFR), particularly Title 40 (Protection of Environment), shall be followed to ensure compliance with wastewater management, pollution prevention, and National
Environmental Policy Act (NEPA) requirements as revised in 2025. All work will align with the principles of the Revolutionary FAR Overhaul, emphasizing plain language, streamlined processes, and removal of non-statutory constraints for efficient execution.
