SCOPE OF WORK
Project Title: Procurement and Delivery of ¾" Apache Pink Landscape Rock Location: Glen Canyon National Recreation Area, Arizona Prepared By: Adam Rymer Date: 07/24/2025
PART 1 – GENERAL
ITEM 1 – DESCRIPTION OF WORK
1.1 Background:
The National Park Service requires the delivery of landscape aggregate to support grounds and site maintenance projects at Glen Canyon National Recreation Area. The aggregate will be used for erosion control, site stabilization, and aesthetic landscape enhancement at two key operational locations where hazard trees have been removed or heavily trimmed.
1.2 Work Covered by the Contract Documents:
Under this contract, the contractor shall procure and deliver 660 tons of decorative landscape rock, washed and uniform in color, in accordance with the specifications below:
• Material Type: 3/8" – 3/4" Apache Pink crushed decorative rock. Comparable alternatives that do not significantly differ in visual or functional characteristics may be approved at the discretion of the Contracting Officer’s Representative (COR).
• Material Quality: Washed, clean aggregate; free from organic material, fines, or debris; minimum 75% pink/red/taupe tonal consistency.
• Quantity and Delivery Breakdown:
o 160 tons to Lees Ferry Campground (exact drop point will be coordinated with COR) o 500 tons to Wahweap Maintenance Yard (exact drop point will be coordinated with COR)
All delivery tickets and quarry origin documentation shall accompany each load and be submitted electronically to the COR at the end of each delivery day. Contractor shall provide a submittal with photographs and test reports confirming aggregate source, size, and wash quality prior to first delivery.
Deliveries shall be made using equipment rated for heavy haul under state and federal transport guidelines. Each drop location will be accessed via existing service roads.
Delivery shall be completed within 90 calendar days of the Notice to Proceed (NTP).
ITEM 2 – EXISTING UTILITIES
No excavation or utility disruption is anticipated. Contractor shall be responsible for verifying load ratings and clearance limits on access roads.
ITEM 3 – CONTRACTOR’S USE OF PREMISES
Contractor may only access the park during standard business hours, 7:00 a.m. to 4:00 p.m., Monday–Thursday, unless otherwise approved in writing by the COR. No staging, parking, or equipment storage shall occur outside of designated drop zones. Hauling must be performed using clean trucks and trailers that meet all ADOT regulations.
ITEM 4 – COMMENCEMENT, PROSECUTION, AND COMPLETION
Work shall commence within 10 calendar days of the Notice to Proceed and be completed within 90 calendar days, including all deliveries and submittals.
ITEM 5 – EXAMINATION OF THE SITE
It is recommended that contractors coordinate with the COR for a pre-bid site visit to each delivery location. Contractors are responsible for understanding access, clearance, and unloading space at both drop points.
ITEM 6 – ABBREVIATIONS
All materials and performance must conform to ASTM C33 and local ADOT gravel specifications. Equipment and loading/unloading practices must conform to OSHA 29 CFR 1926 standards.
ITEM 7 – ACCIDENT PREVENTION
Contractor shall adhere to all park safety rules. All vehicle operators must possess valid CDL and be trained in spill prevention. A spill kit must be present on each delivery vehicle.
ITEM 8 – PRECONSTRUCTION CONFERENCE
A virtual or in-person preconstruction conference shall be scheduled with the COR and Contracting Officer. Submittals of source certification, sample photos, and proposed delivery schedule must be provided 5 days prior to this meeting.
ITEM 9 – SUBMITTALS
Submit the following:
• Quarry material test reports (grading, color match, clean/wash quality)
• Photographic samples of material
• Delivery schedule with vehicle info
• Load tickets (daily)
ITEM 10 – TEMPORARY SERVICES
N/A – No utilities, power, or facilities will be provided by NPS for this procurement.
ITEM 11 – PROJECT CLOSEOUT
Final acceptance shall be based on verification of delivery quantities, quality of material (visual and documented), and condition of delivery sites post-unload. Submit final tally with attached load tickets and photographs.
PART 3 – EXECUTION
Phase 1 – Procurement & Submittals:
• Source selection
• Submit product photographs
• Prepare detailed delivery schedule and haul plan
Phase 2 – Delivery to Lees Ferry (160 tons):
• Deliver using end-dump or bottom-dump trucks
• Coordinate with COR to ensure drop point access
• Avoid traffic disruption
• Submit delivery log for each truckload
Phase 3 – Delivery to Wahweap Maintenance Yard (500 tons):
• Use similar delivery sequence as Lees Ferry
• minimize dust/mud trackout
Phase 4 – Documentation and Closeout:
• Submit cumulative load ticket report
• Submit delivery compliance summary with actual vs. planned quantities
• Provide final invoice and certification of materials
All work shall be executed in accordance with OSHA 1926, ASTM C33, and applicable Arizona DOT haulage and materials standards. Contractor must comply with NEPA-related conditions and prevent any environmental impact.
