About this file

This document is an Amendment (Amendment 0003) to Solicitation 140P1525Q0114 for the GRCA 2025 Backflow Testing Service at Grand Canyon National Park. The amendment provides a comprehensive set of questions and answers that clarify key aspects of the contract, including testing requirements for 209 backflow prevention assemblies. Notably, 7 of these assemblies will require helicopter access, with all flight operations handled by internal park staff at no cost to the contractor.

Key details include certification requirements for backflow testers (must be certified by recognized authorities like ABPA, IAPMO, ASSE), testing scope (testing only, with recommendations for repairs), and operational constraints. Contractors must provide their own lodging, work between specified hours (0800-1700 for housing, 0900-1600 for Inner Canyon activities), and follow all state, federal, and local codes including the Grand Canyon National Park Cross-Connection Control & Backflow Prevention Program. The contract period of performance is from 07/21/2025 to 11/21/2025, with testing expected to take several weeks due to the volume and diverse locations of backflow assemblies.

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. Will some of the devices be located in areas where travel via helicopter is necessary?

Yes

2. If helicopter travel is necessary, who will be liable for insurance and any accident liability?

USDOI – National Park Service

3. Will the Grand Canyon be covering lodging or do we provide lodging for our technician and add that to our quote?

No, Provide for it in your quote

4. Will testing be done all at once or spread out many weeks or months?

Testing will take weeks to accomplish due to the shear volume and different locations

5. Do I have to be certified by Arizona? Per the SOW Page 3 # 8 The Contractor shall be responsible throughout the life of the Contract for keeping current their test equipment, permits and licenses, insurance and certifications required by the National Park Service (NPS), United States Environmental Protection Agency (USEPA), and the Arizona Department of Environmental Quality (AZDEQ).

To complete the work as outlined in this SOW and as proposed.

NOTE: Per the Grand Canyon Grand Canyon National Park Cross-Connection Control and Backflow Prevention Program, (AZDEQ – Approved June 12, 2024) Pages 8 and 9.

Tester Requirements:

All backflow testers must be certified by a recognized certifying authority. The GRCA Facility Management and Engineering Division, Utility Branch recognizes the following certificates issued by:

• American Backflow Prevention Association

(ABPA).

• Piping Industry Progress & Education Fund (PIPE).

• The International Association of Plumbing and Mechanical Officials (IAPMO)

• The American Society of Sanitary Engineers (ASSE).

• All American Backflow Prevention (AABP).

6. How many of the 209 backflow assemblies will require helicopter access?

7. Is the contractor responsible for any helicopter-related costs, such as fuel or flight time, or is that fully handled by the Park Service?

No cost to the contractor.

8. The SOW refers to testing, maintenance, repair, and replacement, but the performance objectives appear to focus solely on testing. Can you confirm whether the contractor is only expected to perform testing and reporting?

Test devices. Failed devices require a recommended repair/replace and a cost estimate. A mod will perform repairs and retest activities.

9. If a device fails testing, is the contractor expected to disassemble the assembly and identify specific failed internal components, or simply report the failure and any visible or accessible conditions?

Report failure, there will be no disassembly at the time of initial testing. Recommended repairs (Total Repair Kit -TRK) or Total Replacement, cost of repairs and retest.

10. The SOW mentions that the contractor must provide lead-free parts, pipe, valves, and related materials. Can you confirm whether this applies under this contract or if it is a standard clause from a broader template?

Lead free pipes, fittings and devices are required, this is following the Enhanced Lead and Copper Rule / Law. Compliance with this requirement will be verified with documentation from the contractors, supplier.

11 If a device cannot be tested due to damaged or missing test cocks, or non-functional isolation valves, is the contractor responsible for any corrective work, or should we simply report the device as untestable?

During the initial testing phase of the contract, contractor is not responsible for any corrective work or action. The contractor is to report a Fail, and in the report as untestable and a brief explanation why, including corrective action recommendation.

12 Certain fire-line backflow assemblies are part of antifreeze systems. Beyond standard backflow testing, are we required to perform forward flow testing and antifreeze solution sampling, such as at the inlet and remote points, in accordance with NFPA 25? Or are these tasks considered outside the contractor’s scope under this solicitation?

NO - Such tasks are outside the scope of this solicitation

13 The solicitation references Attachment 2, but it was not included in the posted files. Can you confirm whether this attachment will be issued, and what it contains?

Grand Canyon National Park Cross – Connection Control & Backflow Prevention Program May 06, 2024 (AZDEQ – Approved, June 12, 2024)

14 Can you share the name of the contractor who last performed this work, and the total contract value?

No

15 Could you please clarify the process for requesting helicopter flight operations support to Phantom Ranch and Havasupai Gardens? Specifically:

• Is there a designated form or point of contact?

• Will the Park coordinate the helicopter flight schedule, or should we anticipate working directly with park flight operations staff?

• Will the Park provide this support at no cost, or should we budget for helicopter use as a contractor expense?

All flight operations are handled by internal park staff at no cost to contracted personnel.

The following information is to be provided to the Contracting Office’s Representative (COR-II):

1. full legal name: crew member

2. weight of crewmember

3. weight of crew member backpack.

4. Weight of parts, tools, and other necessary equipment / supplies.

5. Three weeks in advance of scheduled flight request.

16 Could you please confirm whether there are any specific weight or size limitations for a backpack or its contents when boarding the helicopter?

Weight limits vary throughout the seasons however the limits are more stringent in the warmer months.

This has resulted in splitting the flight mission into two separate flights, if necessary.

17 Are there designated days or time windows for helicopter transport that should be considered when planning Inner Canyon work? What are the standard hours of helicopter operation?

Typical daily Tour of Duty for Helicopter Operations, are between 0830 Hours and 1600 Hours.

18 Is the Facility Management Division (FMD) Building the required daily starting point, or may crews proceed directly to field locations after initial coordination?

Additionally, will Park staff be responsible for placing fire suppression/alarm systems into test mode before contractor arrival, or should contractors anticipate waiting for those systems to be placed into test mode before testing can proceed?

Daily reporting will at the FMD and/or at the COR’s discretion.

Fire suppression systems will be addressed by inhouse staff (COR-II) with the proper notification. Once GRCA – FIRE, has been notified the COR-II, will authorize the contractor to proceed.

19 Regarding the solicitation's reference to all required permitting, does this pertain solely to internal Park access and scheduling approvals, or are any external/state permits also expected?

The expectation is to follow all state, Federal (USEPA), State (AZDEQ) and Local Codes (Grand Canyon National Park Cross – Connection Control & Backflow Prevention Program) May 06, 2024, and permits.
