Scope of Work (SOW) Unleaded and Diesel Fuel Station Maintenance
Annual & Triannual Inspections and Tests
GENERAL
LOCATION & DESCRIPTION
The National Park Service (NPS) at Grand Canyon National Park (GRCA) in Arizona (AZ) owns and utilizes unleaded and diesel fuel stations located on park’s South and North Rim. Site # 1 is located on the South Rim; Site #2 is located on the North Rim, and site #4 is located on the South Rim
• Site 1 has three GASBOY unleaded and one GASBOY Bio diesel fuel pumps; all are 6,000 gallon above ground storage tanks (AST).
• Site 2 has one GASBOY unleaded and one BENNETT diesel fuel pump; the unleaded tank is a 6,000-gallon ATS; and the diesel tank is a 12,000-gallon underground storage tank (UST).
• Site 4 has GASBOY diesel fuel, with 2 12,000-gallon ASTs, and one 12,000-gallon diesel AST.
NPS relies on the station to provide fuel to NPS, NPS partners, and other federal agencies. Vehicles fueled at the station are motor vehicles, construction equipment, and small equipment.
An operational and well-maintained fuel station is essential to NPS operations at GRCA. The system operates year-round in parks in the South and North Rim areas, providing service to 160 interior-owned and 151 GSA-leased vehicles and approximately 54 pieces of construction equipment. The fuel pump station program is a critical mission because it provides employees with the ability to complete their program's mission.
It is therefore essential that the contractor maintain the fuel pump stations in good working order and in accordance with all applicable municipal, state, and federal regulations, codes, laws, ordinances, standards, rules, supplements, and industry standards in force during the period of the contract. In addition, the park’s contracting officer’s representative (COR) and the contractor must establish and maintain good communication to ensure park operations are not unacceptably interrupted.
ACCESSIBILITY:
Grand Canyon National Park South Rim facilities are accessible at the minimum of two-wheel-drive vehicles upon the period of performance state and end date. The road conditions vary due to storm events, including rain, hail, lightening, and snow. The contractors are responsible for ensuring that the equipment and driver can operate safely during changing weather conditions.
Grand Canyon National Park North Rim is approximately 8,000 feet (2,438m) in elevation; therefore, the site and road conditions vary due to storm events, including rain, hail, lightning, and snow. Conditions and safety determine road closures, but there may be times when the road may remain open during adverse conditions, and the contractor is responsible for ensuring that the equipment and driver can operate safely during changing weather conditions. Between December 1 and May 14, North Rim roads are closed to all vehicles.
OBJECTIVE
The contractor is to meet all federal, state, and local regulations for the maintenance of listed Grand Canyon National Park fuel delivery system(s) to comply with regulatory requirements for annual and triennial reporting as applicable to listed system(s).
The Contractor shall clean up any and all spills/dropped/leaked materials, as a result of their pumping and any of their related activities inside and / or surrounding the fuel pump tanks.
The Contractor shall provide everything including but not limited to, all equipment, supplies, transportation, labor, and supervision necessary to complete the work.
