Solicitation #: 140P1524Q0065

Amendment #: 01

GLCA Oral History Documentary Film

Questions and Government Responses listed below:

The Government received a very high volume of questions in response to this solicitation. We were not able to get to every single one. Most of the questions received were similar in nature so we are hopeful that the questions we were able to answer cover the bulk of concerns.

QUESTIONS:

Question # Question Answer/Response

1. Does the NPS have any historical materials/archival footage/photography that can be shared regarding the history and cultural record of the park?

There may be some archival help provided by park staff but it is not guaranteed

2. Is there a specific season you would like the filming to be? Or is there an intention to capture Glen Canyon locations in all 4 seasons?

We would prefer a multi-season shoot

3. Do you require a 4K DCP for theatrical presentation? We will not require a 4K DCP for theatrical presentation.

4. Can the video be longer than 8 minutes? If funds allow, we are open to a maximum 12 minute film.

5. Do you require hard copy DVDs or Blurays? We do not require hard copy DVDs or Blurays.

6. Will we simply supply a Navajo dub track or will each interview need to be in English and Navajo.

The interview language depends on the interviewees. All captions need to be in English and Navajo.

7. Do we need a Spanish dub? We did not ask for Spanish dubs.

8. Can we provide a 3-tiered budget approach (low, mid, high), or is a single bid required?

I would ask for this not to be completed. We are issuing a competitive range with this solicitation which should help with cost estimates.

9. Will legal or equivalent need to review scripting and other production materials post-stakeholder approval?

The park's contact will be conducting all the reviews and will make decisions regarding further review.

10. Are there limitations on crew, vehicles, gear in any of the park locations?

The vendor will be required to abide by all NPS Special Use

Permit regulations for filming.

11. What is the policy on additional requests and change orders?

Any changes to the contract will require a contract modification which will cause delays in the project.

12. the request states there will be travel by foot or by boat: how far by foot - how far by boat? will a boat be provided? will we need to supply a boat?

No transportation will be provided. Transportation will depend on the locations selected for filming

13. what is the boats payload - how much weight can it hold with people to transport crew/gear?

Rental boats are available in different sizes.

14. can we transport by ATV - expedite travel process, side by side?

All ATV and Off Highway Vehicle regulations must be followed at all times.

15. do you have images we can use - or access to archives?

There may be some archival help provided by park staff but it is not guaranteed.

16. do you have permission to use the photos or video in the archives?

If any photos or videos owned by the NPS are used, the vendor must give credit to the NPS.

17 Are there Native American subject matter experts already connected to this project? Or is it the responsibility of the production to find and contract with these experts to be part of the production.

There are no Native American subject matter experts already connected with this project.

Finding these people is the responsibility of the vendor.

18 If they are already a part of the project, when will the producers be connected with them? Is it possible to connect with them briefly during the bid process? Or would this only be upon award of the project?

N/A

19 Beyond these subject matter experts, is there already a list of any other people who should be part of the film as cast members, historians or logistical contacts?

The NPS has nobody in mind for these roles. It is the vendor's responsibility to find subject matter experts.

20 For proposal submission, we’re confirming that it should contain the following:

- Technical overview - Introduction of our team, a proposed production approach and philosophy, crew and equipment and an overview of post-production team and approach.

- Portfolio - Past work which shows our experience and capabilities as it relates to projects of a similar focus.

Correct. Please see the solicitation for further guidance.

All requirements are listed clearly. The vendor will have flexibility on how to allocate the award value on different aspects of filming.

- Budget - Our production estimate which covers all of the requirements as outlined in the RFQ scope of work as well as the deliverables that have been listed. *While we understand that the budget estimate must be submitted as ‘not to exceed’ we assume we’ll have flexibility on how to direct specific resources as it won’t be until we have pre-production conversations with subject matter experts and project stakeholders that we’ll know exactly what resources will be needed, when.

21 We’d like to confirm that all references to required project treatments, detailed production plans and creative scripts, as referred to in section 1, will be created post award. We assume this is the case as we’ll need to research and learn from important conversations with several community and project stakeholders before developing an artistic and solid logistical plan.

Correct.

22 In the specification overview (vi.) it says single shoot:

summer, but we feel this production will likely take multiple shooting events. Is there any reason why we shouldn’t plan for multiple filming events? Also-what is the expected timeline for the first production to happen?

We would prefer a multi-season shoot. It is up to the vendor to provide a proposed timeline.

23 Will the final film be released in English and dubbed over in Navajo or is the expectation and hope to film interviews with people in both languages to accomplish the dual language request?

The interview language depends on the interviewees. All captions need to be in English and Navajo.

24 What is the desired emotional tone of the documentary?

This film is intended to give voice to the Native American who lived in the area that became Glen Canyon National Recreation Area. We cannot predict their emotions.

25 Are there specific outcomes or actions you hope to inspire in the audience after watching the film?

We hope the audience learns about the native history of Glen Canyon National Recreation Area in a way that they may not have known before.

26 Do you have any particular visual or stylistic preferences for the documentary?

This is the responsibility of the vendor. However please consider that this film is for the general public.

27 Are there any restrictions on the types of archival materials we can use?

The vendor can only use archival materials that they have written permission to use.

28 What specific themes should be highlighted in the narrative?

This film is intended to give voice to the Native American who lived in the area that became Glen Canyon National Recreation Area.

29 What are the specific windows of opportunity for filming considering seasonal changes and park accessibility?

There may be stories that can only be told at certain times of year such as winter versus summer. Weather may influence filming in various locations. Any filming outside of park boundaries may require a permit from the appropriate municipal entity, land management agency or Tribal Nation.

30 Are there specific areas within the park that are off-limits at certain times of the year due to wildlife or other considerations?

Glen Canyon National Recreation Area is open all year.

Any closures for safety concerns cannot be predicted.

31 Will park biologists or other staff be available to assist with logistical planning and filming schedules?

NPS staff will review the vendor's planned logistics and film schedules.

32 Is there a preferred method for delivering interim edits and review materials?

We would prefer electronic deliveries.

33 What is the expected turnaround time for feedback on submitted edits and scripts?

Please refer to the Scope of Work for specifics.

34 Are there any specific criteria for the approval of rough and fine cut edits?

The park contact will review and provide feedback on the rough and fine cut edits.

35 Do you have any preferences for the style of the musical score (e.g., orchestral, traditional, modern)?

We want to make sure that the music is under a fair use copyright. The style is up to the vendor.

36 Should the narrator have a particular tone or style The narrator's tone should

(e.g., formal, conversational, authoritative)? complement the interviewees.

37 What is the preferred frequency and method for progress updates and meetings?

See the Scope of Work for this.

38 Are there any additional cultural sensitivity guidelines we need to be aware of beyond those mentioned?

It is the responsibility of the vendor to have awareness of and to ensure cultural sensitivity to the interviewees.

39 How should we handle any unforeseen compliance issues that arise during the project?

We will work through issues if and when they happen.

40 Are there any budget constraints or considerations we should be aware of?

We have issued a competitive range with this solicitation amendment.

41 What is the procedure for submitting invoices and receiving payments? Can we arrange for payments to be made based on the percentage of project completion?

Invoices are paid through the IPP system. We can partial invoices if decided prior to award.

42 Are there any additional resources or support that you can provide during the project?

NPS staff may or may not be available to assist.

43 How many interviews are they expecting? There are not a prescribed number of interviews determined.

44 What ratio of b-roll to interview are they expecting? That will depend on the interviewees and their stories

45 What is the contingency if none of the interviews work with the desired final product?

That is the essence of the project. We expect that the interviews will be the primary content of the film.

46 Will the park be able to help with getting drone flight clearance, as it will have to be approved by the park, the FAA, and any related agencies?

Any drone filming in the park boundaries will have to go through NPS review process and drone authorization is not guaranteed.

47 Are the up-to 30 days of filming non-consecutive?

Does that include travel days?

We would prefer a multi-season shoot. Travel days will depend on specific filming locations.

48 Will the final product be able to be used by the production company for promotional purposes?

The film will be able to be used by the production company for promotional purposes but cannot be sold.

49 What is the ideal timeline for completion? The filming schedule may depend on the appropriate season for the story to be told.

50 To better align our proposal with the project's expectations and to ensure we deliver the highest quality service within the agency's budgetary constraints, could you please provide any guidance on the estimated budget or range allocated for this project? This will help us optimize our resources and submit a competitive and compliant bid.

We have issued a competitive

51 Where do you envision these interviews taking place -at Glen Canyon itself or in nearby communities?

These interviews may be in the park or in the community depending on the story which is told.

52 If interviews are to be conducted at Glen Canyon, should we budget for transporting and accommodating interviewees on-site?

Yes, the vendor should budget for transporting interviewees to whatever site they choose. It may be preferred to interview elders in a place where they are most comfortable.

53 How many people do you anticipate being interviewed for this project?

There is no specific number of interviewees anticipated at this time.

54 Is the contractor responsible for compensating interviewees? If so, is there a standard honorarium amount we should budget for?

The NPS doesn't have a specific honorarium set for interviewees but vendor is responsible for paying this.

55 The solicitation mentions a "Summer/Fall/Winter Shoot 2024-2025" but doesn't specify if all three seasons are required or if some are optional. Can you clarify how many shoots and which specific seasons are required for filming? There aren't a prescribed number of shoots

The filming schedule may depend on the appropriate season for the story to be told.

56 Is the government providing a budget range that offerors should be working towards?

We have issued a competitive

57 The specification overview mentions "Music: A musical score must be provided with rights and permission of use by the National Park Service," while the Final Fine Cut section mentions an "original musical score." Can you clarify if an original score is required, or if licensed music is acceptable?

We would prefer it be original music so we can maintain the authority structure of the copyright.***

The solicitation mentions "not to exceed 30 days" for principal photography. Is there a minimum number of

We recommend several days of filming which may depend on the filming days you expect or recommend to adequately capture the required content?

number of interviews and locations.

59 How many days do you anticipate that the post-award meeting at the park will be? We anticipate that the post-award meeting may be 1 to 2 days depending on complexity of the vendor's proposal

We anticipate that the post-award meeting may be 1 to 2 days depending on complexity of the vendor's proposal.

60 Aside from the interviews, are there specific events, locations, or seasonal elements that should factor into our filming schedule?

There may be stories that can only be told at certain times of year such as winter versus summer. Weather may influence filming in various locations. Any filming outside of park boundaries may require a permit from the appropriate municipal entity, land management agency or Tribal Nation.

61 For the Navajo language version, will the park provide translators or is the contractor responsible for sourcing them?

The vendor is responsible for providing the translator(s).

62 Page 7 of the SOW states that, “Contractor will provide raw footage of all interviews conducted.

Contractor will provide SDH in both English and Navajo for all interviews.” - we want to confirm that the Navajo and English SDH is ONLY for the sections used in the final film and that we do NOT need to translate every minute of every raw interview into the Navajo language.

We want fully translated raw footage so we may use it for future projects.

63 Can you provide a target number of interviews you would like to have conducted for this project?

We do not have target number of interviews for the project.

64 Specifically, are you looking to conduct and archive interviews for archival purposes beyond the needs of this individual video? We assume that in an 8-minute film we would only want to feature 4-5 individual interviewees, as a maximum.

The content will be archived and may be used for other future purposes besides the film and will be the property of NPS.

65 Treatments are required to have a scout report attached. Is the expectation to scout locations, meet potential interviewees, or accomplish both during a scout?

It would be more convenient to do both location and interviewee scouting at the same time due to the remoteness of the area.

66 There is a reference on Page 2 of the RFQ to a ‘single shoot’ in ‘summer’, with another reference on Page 10 of a 'maximum 30 days of filming across ‘Summer/Fall/Winter Shoot 2024- 2025’. Can you

We would prefer a multi-season shoot.

further clarify whether a single shoot in a single season is preferred, and if so, which is preferred.

67 We note that backcountry filming is required. Are there specific backcountry locations already in mind?

Or is this more of a generic statement?

There are no specific backcountry locations that are required. However, some interviewees may live in remote areas that involve backcountry travel.

68 Can you provide a cost range for the project? This will enable bidders to propose an appropriate level of effort (which can otherwise vary widely) for the projec

We have issued a competitive

69 Specifically, is helicopter aerial filming a requirement for the project?

Helicopters aerial filming is not required.

70 Will drone filming be authorized by the park, if proposed? Potentially if launched from outside of the park and/or from a boat?

Any drone filming in the park boundaries would have to go through an NPS review process and drone authorization is not guaranteed.

71 Can we provide our examples of recent projects on Vimeo? Or is there another online platform that you prefer?

We have access to YouTube and to Vimeo. We don't have a preference.

72 Is there a particular reason for the 8-minute target length of the film? It seems quite short for the interpretive goals of the project.

The target length is based on the anticipated viewing location where the film will be shown and on the funding amount.

73 Would you be open to an alternative proposal for a 10-12 minute film, in addition to the base proposal, if funds allow?

If funds allow, we are open to a maximum 12 minute film.

74 Will park staff be available to help contractors gain access to any archival images or footage the park itself happens to own?

here may be some archival help provided by park staff, but it is not guaranteed.

75 Narration in both English and Navajo is required. Is a single narrator preferred for both languages, and is it preferable to seek out a native Navajo language speaker? Could two separate narrators be proposed.

Could two separate narrators be proposed. There could be two narrators but there will need to be a native Navajo language speaker for the Navajo version.

76 Will NPS be able to provide a Navajo language speaker during filming to guide or translate the interviews and to assist/review during the editing process, or should plan to have someone on our team who can handle this?

NPS will NOT be able to provide a Navajo language speaker to guide the interview process or assist with editing or captioning. That is an essential service that the vendor needs to provide.

77 How will the government determine the success of this film?

It will be a success based on data gathered from viewing online, from the use in local classrooms, and with our visitor center audiences.

78 Under Specification Overview: "Single shoots:

Summer” does the government expect the filming to take place in the summer of 2024 or 2025?

The filming may take place over different seasons including summer 2025.

79 In 2.2 Principle photography government state

“Summer/Fall/Winter Shoot 2024-2025”. Is this filming meant to be in the summer or over the course of each season?

The filming may take place over different seasons.

80 Will all the filming be able to be performed in a single site visit over the course of multiple days or will the government require multiple trips of filming?

The filming may take place over different seasons and multiple trips.

81 Will interviews be conducted in English or the Navajo language? If in the Navajo language will the government provide an English translator?

Interviews may be conducted in both English and Navajo language. NPS will not provide a translator with Navajo language skills.

82 Is there a budget the government has set for this project?

We have issued a competitive

83 Will the Park be able to provide a list of their preferred subject matter experts, or would they like for the vendor to submit to them a list of researched subject matter experts for their selection?

The vendor will submit a list of researched subject matter experts for interviews.

84 Will the Government assign a staff member to work with the contractor film team throughout the entire filming period?

The NPS will assign a staff member to work with the contractor, but this staff member may not be onsite during all filming.

85 How many interviews does the government expect to be filmed for the Diné people?

NPS does not have a specific number of interviews that are required but we would expect multiple interviews.

86 Under 1.5 Filming Fees and Honorariums “a. The The NPS does not have a contractor shall pay all fees and honorariums related to filming.” Would this require the contractor to only pay the interviewees or any person that is being filmed within B-roll?

requirement for honorariums or amounts; that is up to the vendor.

87 Does the government have a set amount the fees related to the honorariums being filmed?

The NPS does not set a specific amount for honorariums for persons being filmed.

88 Does the government have an estimated number of days filming?

The vendor sets the appropriate number of days of filming.

89 Does the government require animations for this project? The

The NPS does not require animations.

90 For submittals of work, is the contractor able to submit works from team members (producer, director, director of photography) that will be working on this project?

The NPS would like to have a consolidated submittal of work that includes input from the film team members.
