About this file

This document is an amendment to a solicitation for a contract to re-stripe roads at Grand Canyon National Park (GRCA). The key details are:

The solicitation number is 140P1524Q0045, and this is Amendment 0001. The contracting officer is Taylor Jones. The solicitation is for construction services to re-stripe roads on the South Rim of GRCA. It allows the use of 250-gallon cubes of water-soluble paint (TT-P-1952) instead of the originally specified solvent-based paint. Staging space will be provided at the South Rim Maintenance Facility. Sweeping is not required prior to painting, but the contractor must ensure the area is clean. Night work is not permitted. 250-gallon totes are acceptable for the paint. The government will not sweep for debris prior to striping, as maintaining a clear roadway is the contractor's responsibility. Turn lanes with existing striping must be re-striped, but divider lines and arrows are excluded. Hash markings on the edge line only need to be re-striped where they currently exist. Striping is only required on side roads where existing striping is present. A bid bond will be required.

Road Re-striping – GRCA

Questions and Government Responses listed below:

Question Answer/Response

1. Contract, Section 4: Paint, stipulates solvent based paint (TT-P-85) in containers from 5-55 us gallons. This will be expensive and difficult to find in significant quantities. Is the modern standard (TT-P-1952) an acceptable replacement?

This was a left over from an older, boiler-plate, contract; it is not relevant as an industry standard anymore. 250-gallon cubes of water-soluble high-quality paint (TT-P-1952) is preferable. Packaging and packaging disposal stipulations still apply.

2. Will room be provided for material staging? Yes. Room for material staging will be provided at the South Rim Maintenance Facility.

3. Will sweeping be required for all surfaces, pre-paint?

No. As stipulated in Section 7: Surface Preparation, the area must be clean and free of dirt and debris. We list viable methods of cleaning but do require one treatment or another. Most new machines run compressed air in front of the sprayers, this is acceptable as long as the spray-path is clear of debris.

4. Will night work be permitted? No, as stipulated in the advertisement, night work will not be permitted.

5. Due to the paint quantities, will 250 gallon totes be acceptable in lieu of the 55 gallon drums?

Yes, so long as totes meet same general requirements for safekeeping as drums.

6. Will the government sweep prior to striping for excessive debris?

Government will not sweep excessive debris, if debris needs to be swept, the mailto:Taylor_A_Jones@nps.gov contractor must perform. The government maintains the roadway to be clear of debris and safe for motor vehicles as a regular practice. Any debris that could negatively affect striping operations is the contractor's responsibility to mitigate.

7. Will the turn lanes need to be striped? Yes, any turn lanes that currently have striping will need to be re-striped. As turn lanes are not listed as a line-item requirement in this contract, only the fog line side of the turn lane is required. Turn lane divider lines and stenciled arrows are excluded from this contract

8. Will hash marks on the edge line where present need to be striped?

Hash marked gore sections (approach and departure ends of medians) are only a requirement if hash is existing. Some gore sections have no hash, only lane delineators, no new markings are required. See section 1.0 Scope, Additional Requirements #2.

9. Will striping be required on the side roads that go around the entrance station on Map 2?

Only where existing striping is present.

10. As discussed during the site visit this work shall be a moving operation: Assuming the moving operation conform to MUTCD Figure 6H-17, What is the preferred message for the signs on the shadow vehicle? And will the government require a Pre-warning vehicle with signage ahead of the moving operation?

This seems like more detail than is necessary right now; standard messaging will be adequate.

Conformity to MUTCD standards should be the only requirement.

Yes, provide pre-warning vehicle.

11. Will a bid bond be required? Yes, IAW FAR 52.228-1

12. Are we to utilize the bid schedule provided? If so do we use the quantities in the line item description or the quantities as noted in the qty column? Every line item appears to be rounded up or down.

Description in line item totals do not match up in bid schedule.

Park Service would prefer to use the values as listed in the "Description of Costs" and not the Blank Bid Schedule.
