SAGU Road Grading

Questions and Government Responses listed below:

Question # Question Answer/Response

1. What is the extent of the subgrade work?

We would prefer if the road was graded to the least impactful extent to achieve a uniform base before the addition of materials.

2. How should the parking area at

Mica View be treated?

Due to existing drains in the parking area the grading can be avoided, the addition of material can also be confined to the roadway and left out of the parking area.

3. Will there be an available water source?

As per the scope of work, Saguaro National Park will not provide water for this project.

4. What are the hours of operation?

The park gates are open from 5am-8pm. The park would prefer the work to be conducted between 6am and 5pm.

5. How should drainage at Mica View parking area be addressed?

We believe confining the grading and addition of materials to the roadway and not resurfacing the parking area should alleviate these concerns.

6. What is the distance to Mica View

Road from the beginning of the one-way loop?

- The distance to Mica View from the parking lot is approximately 2.5 miles.

mailto:lindsay_mclaughlin@nps.gov

7. Can the loop be closed while materials get delivered for ease of drivers getting back to the parking lot?

There is a good possibility of closing the one way loop if material delivery was limited to 1 business day but details will have to be ironed out post-award.

8. What will closures look like at both sites?

The sites will be closed while materials are being staged and will also be closed while the grading and resurfacing take place. Depending on the proposed schedule the park will likely not be able to leave the site closed if there is time in between these stages.

9. The solicitation specs and drawings mention an average 14-ft wide dirt road. Specifically, in Camino Loma Alta, it appears to be an average of 22-ft wide. For construction purposes, should we adhere to the 14-ft width mentioned in the specifications?

Ideally the resurfacing of Camino Loma Alta will confined to the 14ft center of the road with a crowned surface for drainage.

10. Is a compaction test/quality control (QC) necessary for this project?

No

11 To be able to be competitive and contractors to be held to a standard, I would think that a specified minimum compacted thickness should be prescribed.

(usually 6”)

The park agrees and would prefer a compacted thickness of 6”

12. Is a Bid Bond required? Yes IAW FAR 52.228-1

13. Will a Performance and Payment bond be requested upon award?

Depending on the project total, a Performance and Payment Bond may be required. IAW FAR 52.228-15, Contractor are reminded that any amount awarded over $35,000.00 requires submission of a Payment Bond. A Performance Bond is required for awards in excess of $150,000.00.

14. What permits are required? From which agency? And what is the cost?

NPS does not require permits for the work here at the park but there could be some involved for transporting materials through the state, county or city. That is up to the contractor to determine.

15. In the scope of work, page 11 under

7.14 "Hauling Restrictions", it states

Misinterpretation of the language in the SOW for the vehicle weight. NPS and the SOW is simply stating that if

• These roads are actively patrolled by local and federal law enforcement agencies.

• Any contractor or sub-contractor vehicle >12,000lbs GVWR ticketed on Old Spanish Trail or Camino Loma Alta will be turned around and not allowed onto the jobsite for the remainder of the project duration.

The vehicles necessary to bring in the ABC material will be well over the 12,000 lbs. The roads, Old Spanish Trail and Camino Loma Alta seem to be the only way to access the project. How do we access the project with our vehicles that are over 12,000 lbs?

a driver were to be pulled over and ticketed speeding or otherwise on our adjacent roads, that they could be barred from entering the job site. Property lines are shared with many private residents.
