Solicitation # 140P1523Q0050; Amendment# 1 GRCA- SRM-GCVC OPTICAL FIBER CABLE

THE PURPOSE FOR THIS AMENDMENT #1 IS TO PROVIDE GOVERNMENT RESPONSES

ASKED DURING THE QUESTION AND ANSWER (Q&A) PERIOD. SEE THE ATTACHED

AMENDMENT DOCUMENT FOR THE OFFICIAL Q&A.

General

1. Question: Conduit Specifications:

a. Could you please provide details about the size and type of the existing conduits?

b. Are the conduits in good condition and suitable for accommodating the new optical fiber cable?

c. Do any additional preparations or modifications need to be made to the conduits before pulling the new cable?

Answer: a. Existing conduits in this path are 4-inch, each contains three (3) 1-inch hard corrugated inner ducts.

b. Yes, we believe that to be true. One section of the conduit system is in use from the rear of Yavapai Lodge (EH26) to the pumphouse (EH29), so one innerduct is occupied in that section.

c. There are two pull boxes that need to be physically located.

2. Question: Fiber Optic Cable Specifications:

a. Could you kindly share specific details about the GFE 6-strand optical fiber cable that was purchased, such as cable type (single-mode or multi-mode), fiber count per strand, and any applicable performance requirements or certifications?

Answer: The main segment that needs to be pulled into the existing conduit system is GFE 12-strand (6-pair) cable is Corning-C Single-mode 12f lightly armored.

The other segment (GCVC maintenance building to Visitor Center) is Chromatic Technologies 740 series SM 12f p/n 105814 and it is already pulled in the conduit.

3. Question: Termination Equipment Details:

a. We would appreciate more information about the termination equipment, patch shelves, and boxes available in our headquarters' vault. Could you provide details on the models or types of equipment present? b. Are the termination equipment and patch cabinets

United States Department of the Interior

NATIONAL PARK SERVICE

INTERMOUNTAIN REGION

Arizona Major Acquisition Buying Office

1824 South Thompson Street, Suite 200

Flagstaff AZ 86001 compatible with the chosen optical fiber cable? c. Do they meet the project requirements in terms of capacity and functionality?

Answer: a.1: at the Science & Resource Management (SRM) building: Corning Closet Connector Housing 1U (f/2 panels) a.2: at the GCVC maintenance building (2) and Visitor Center (1): Corning SPH-01P Housing, single panel, wall mount

b. yes

4. Question: Testing Requirements:

a. Could you please specify the testing standards and methods that should be followed for testing the cables upon completion of the installation?

b. Are there any specific performance criteria or thresholds that the cables need to meet during the testing phase?

c. Do you have any particular requirements for providing test results at the end of the project?

Answer: a-c. From the NPS STRUCTURED CABLE PLANT STANDARD, pp 13.2:

Testing of Optical Fiber Cables Testing shall be of the optical link as specified in ANSI/TIA/EIA-568-B.3 for multi-mode fiber optics and ANSI/TIA/EIA-526-7 method A for single-mode fiber optics. An optical fiber link is defined as the passive cabling network between t wo optical cross-connects (patch panels or outlets). This includes cable, connectors and splices but does n ot include active components. The link test contains the representative connector loss at the patch panel associated with the mating of patch cords, but does not include the perfo rmance of the connector at the equipment interface.

If the manufacturer of cables or connecting hardware has supplied post-manufacture performance data, copies of such data are to be included in the documentation.

Testing of installed multimode fiber cable shall meet or exceed the specifications in Exhibit 8.

Testing of installed single-mode fiber cable shall meet or exceed the specifications in

Exhibit 9

Exhibit 9: Single Mode Fiber Cable Specifications

Length Attenuation1310 nm Attenuation1550 nm

£ 90 m (295 ft) £ 2.0 dB £ 2.0 dB

91-1000 m (3281 ft) £ 3.0 dB £ 3.0 dB

1001-2000 m(6562 ft) £ 3.3 dB £ 3.3 dB

2001-5000 m (16404 ft) £ 4.7 dB £ 4.7 dB

Test reports shall include the following information for each cabling element tested:

• Actual measured and maximum allowable attenuation (loss) at the specified wavelengths.

• Reference method.

• Number of matedconnectors and number of splices (if any).

• Actual length and maximum allowable length.

• Group refractive index (GRI) for the type of fiber tested, if length was optically measured.

• Tester manufacturer, model, serial number and software version.

• Fiber ID number and project/job name.

• Link criteria used.

• Overall pass/fail indication.

• Date and time of test.

• Test reports may be submitted in hardcopy, electronic, or both formats. NPS prefers these reports to be provided in the electronic format over hardcopy.

5. Question: What type of connectors are needed?

Answer: GFE Corning CH panel w/ 6 duplex SM LC pigtails require a fusion splice to the end of the OSP cable

6. Question: What method of splicing do you suggest (mechanical, resin or fusion splicing)?

Answer: GFE Corning CH panel w/ 6 duplex SM LC pigtails require a fusion splice to the end of the OSP cable

7. Question: What size of the woven inner conduit is accepted (Maxcell 2-inch 3-cell)?

Answer: 3-cell is preferred

8. Question: What is the size of existing conduit?

Answer: Conduit is 4-inch with three 1-inch hard inner ducts

9. Question: Please confirm that there is no other cables inside the existing conduits.

Answer: One inner duct is in use between pull boxes EH26 and EH29

10. Question: Are existing conduits open (not clogged)?

Answer: To the best of my knowledge, conduits and inner ducts are not clogged. However, it has been over 12 years since they were installed.

11. Question: What is the depth of the manholes?

Answer: There is only one manhole and it is about 6-feet deep. The remainder are handholes/pull boxes/vaults at about 2-feet deep.

12. Question: How do you propose to treat the warranty on labor given the fact that the fiber optic cable is 4 years old and not provided by the contractor? (i.e. what happens after installation and testing when the cable is found faulty)?

Answer: Ideally, testing should show the cables are fully operational when installed.

However, this should be a question for the Contracting Officer.

13. Question: What level of attenuation and signal loss is acceptable for the cable that you already have and propose to install?

Answer: See question 4 above ****

14. Question: Would you consider a proposal that includes using a new fiber optic cable provided by the contractor? If so, would you consider using an SM OS2 instead of POF?

Answer: I am unsure of your OS2 and POF references.

15. Question: Do you expect any splicing in manholes? Will any FO distribution panels be needed, and if so, what brands are acceptable (Leviton, Corning, or other)?

Answer: No manhole splices are expected. FO distribution panels will be GFE.

16. Question: Are patch cables needed?

Answer: NO

17. Question: Do you require park-particular safety procedures and a reporting system when working in manholes?

Answer: Confined space safety procedures might be appropriate in the manhole, however, the size of the manhole probably won't necessitate special procedures.

18. Question: Does the project require bonding?

Answer: It is being done as a service, no contractual bonding is required. Electrical bonding might be appropriate to properly ground the armored cable sheath.

** NO SOLICITATION CLAUSES WILL BE CHANGED WITH THIS AMENDMENT.
