Solicitation # 140P1523Q0040; Amendment# 1 Questions from Site Visit held on June 13th, 2023.

General

1. Question: Would the government consider an approach where we have new pavers made to replace the old and match mortar joints but for the finish allow us to resurface the entire floor. We could come in with polishers that would remove all the existing finish and we could hand paint/stain each tile then apply a clear coat over the tile and grout joints. All the stains and sealers/clear coat would be industrial quality to last decades.

Would the government accept a proposal like this?

Answer: Page 9 of the Scope of works states: “The contractor will stain the new bricks to match the original floor. The contractor will also stain areas needing stain on old in-situ bricks.

Considerable testing will likely be needed for a good match to the existing floor. Note that the VC Lobby floor is a different color than the Kino and View Rooms. The contractor will submit samples for approval before staining the bricks/floor areas. The contractor will make a recommendation for a low-odor compatible finish for the entire floor and submit a sample for approval. Once approved, the contractor will refinish the floors in the VC Lobby, the View Room, and the Kino Room. The old finish may need to be removed for the new finish. Any removal of old finish must not damage the original floor. The contractor will leave information on products used for staining and finishing as well as instructions for future use with the park.”

2. Question: Can the government provide Sieve Analysis and Hydrometer Testing results from the testing of the brick material? (We need to verify that this has not been provided)

Answer: Since the pavers are fired, sieve analysis and hydrometer testing are not needed, nor can be done.

3. Question: Can the contractor provide a narrative outlining the bid assumptions for the project as part of our proposal submission? Due to additional testing required to define the material match to the brick tile clear coat, tile color coat, and fired brick material, the narrative will provide the government with the assumptions the contractor made to provide our price proposal.

Answer: As long as the bidder meets our project expectations as listed in the scope, we are fine with whatever tests that the bidder performs in order to match the new pavers to the existing floor that meet the criteria we listed.

4. Question: Will a laydown area be provided on-site for the contractor?

Answer: Yes, please see attached map.

5. Question: Will the contractor be allowed to use on-site restroom facilities?

Answer: No, the contractor is responsible for providing their own restroom facilities. Please see staging area map for location.

6. Question: Will the government allow the manufacturing and government approval of the new brick tile to be completed outside of the period of performance? The period of performance does not allow for the time associated with additional materials testing and manufacturing the custom brick tile. It is adequate for the brick tile installation and floor finishing with the Visitor Center in operation.

Answer: The POP on the solicitation states from 7/3/2023 to 9/30/2023, it can be extended but will require the approval of the COR and the CO at the time of request. A draft schedule is required at time of proposal, to include lead times.

7. Question: Will the government require three separate people for the positions of site superintendent, SSHO, and Quality Control Manager?

Answer: No, it can be the same individual.

****To minimize the disturbance to park visitors it is the desire of the park to restrict the work into two phases. The first phase will be all work included in the Kino and View rooms. The second phase includes all work in the VC lobby itself. *****
