AMENDMENT-1
140P1522Q0103 – CACH – Inventory Archaeology Resources
SOW & Site Visit Questions & GOV Responses
1. Is the Period of Performance (PoP) negotiable? We are concerned that the current level of effort detailed in the scope would be nearly impossible to accomplish within the stated PoP. Based on our review of the requirements, the permitting and background research would likely take several months to complete. Fieldwork would likely need to happen in the Spring, and reporting could easily take an additional 6 months or more after fieldwork.
1. GOV Response: Yes, the Period of Performance is negotiable for the delivery date (currently February 20, 2023). The delivery date may be extended to account for time required for permitting, seasonal accessibility challenges, and anticipated report drafting time following fieldwork. Declare your expected delivery date in your quote if you cannot deliver by February 20, 2023.
2. Are we required to use the “Bid Schedule Price Sheet, Southern Four Corners Group, Project Itemized Bid Schedule” when presenting our quote? Or can contractors submit a quote that presents labor hours by personnel category and expenses in another format that we typically use? If contractors must present their quote using the format presented in “Bid Schedule Price Sheet, Southern Four Corners Group, Project Itemized Bid Schedule” then can contractors add additional personnel categories than what is currently presented?
2. GOV Response: Bidders must present their quote using the format listed in the solicitation. New personnel categories may be added to supplement the current format presented in the bid schedule.
3. The document titled, “Instructions to Offerors” indicates that contractors are to “Provide a project narrative that demonstrates how the company will successfully meet the needs of the statement of work (limit to two pages)” and to provide 3 prior experiences of projects in similar size and scope within the past 5 years with project descriptions and point of contact. The Solicitation document (Sol_140P1522Q103) indicates within the “Award Selection Process” section that the evaluation factors include: 1. Price; 2. Technical (indicates to provide resume and certifications demonstrating qualifications); and 3. Prior experiences (3 examples within past 5 years). Can NPS please clarify whether the project narrative requested in the “Instructions to Offerors” is in addition to the “Technical” factor in the “Award Selection Process” section? Or do these refer to the same type of information? If the technical and the project narrative reference the same requested information, then do key personnel resumes not count towards the 2-page limit referenced in the “Instructions to Offerors” for the project narrative?
3. GOV Response: See amendmendment-0001 for revised pages 4,5, and 18 of the solicitation.
4. The Navajo Nation typically requires contractors to pay Navajo taxes on labor performed on the Navajo Nation. Can NPS clarify whether all work within Canyon de Chelly would be subject to Navajo Nation tax??
4. GOV Response: Since the provision of services takes place within Navajo Nation (the entirety of Canyon de Chelly National Monument is Tribal Trust land), Navajo Nation tax obligations would apply under this contract.
