The bid due date is extended to June 30, 2022 at 2:00pm with bids to be called in by phone. The period of performance is 120 calendar days with liquidated damages assessed for delays. CONTRACTOR QUESTIONS/ANSWERS
Question #1- Section 010000, Part 3.8 B 2 Temporary Utilities. What are the Gallons Per Minute of water that the mentioned standpipe provides for this project?
o Government Response: 250 gallons per minute
Question # 2- Section 321313 Part 2.5 A. Is there a variance to the time specifications given between batch time and placement due to the remote location of this site?
o Government Response: We can be flexible with the time specification if necessary. However, we understand that increased time between batch and placement can have adverse effects on the concrete mix, specifically air content and slump. The placed concrete cannot deviate from the specifications; we recommend the proposed mix design contemplate this to the extent satisfactory to the government. Alternatively, past contractors have added water in Why, AZ to meet this requirement. Additionally, it is possible to use the water provided by the park (per specification 010000-3.8-B.2) provided proper mix time from batch to placement is achieved.
Question # 3 – It was mentioned at the site visit that the work was to be completed by the end of the year. If the bid is due on the 28th of June, 90 days for award , 120 days for completion then that goes to January 24, 2023. Can the Government please clarify the intended duration?
o Government Response: The Period of Performance is 120 days to complete. Dates will be updated accordingly upon award.
Question # 4- The timeframe for asphalt paving for this project puts paving during the colder months of the year according to historical weather data. Due to the distance of around 3 hours from the nearest hot plant, temperatures and accessibility to the job is there any alternative to asphalt paving that would be acceptable?
o Government Response: Cement treated subgrade with chip seal surface was contemplated during design but eliminated from consideration. It is not clear what alternate, cost effective paving option is being contemplated at this time. As such, no alternate shall be considered at this time.
Question # 5- Is the contractor responsible for haul off of the large accumulation of rocks that will inevitably come up due to scarification? Does NPS have a location for this material?
o Government Response: The intent is that the scarified material is recompacted and used as the subbase. In the event that excess material needs to be removed from the project
Repair Section of Ajo Mountain Drive for Visitor Safety and Access, Organ Pipe Cactus
National Monument, Ajo, AZ Amendment No. 002 site, it can be hauled to the “Tiger Cage” area approximately ¾ of a mile from the Kris Eggle Visitor Center as shown on the attached maps.
Question # 6- After the site visit it is our opinion that there will be a larger amount of area that cannot be scarified than what the Government has indicated on the plans. Per 010000 Part 1.1 C 2 states that 1250 linear feet is to have 4” of aggregate base. Is there any contingency for this in the job?
o Government Response: Quantities in the Price Schedule are estimated quantities for comparison of offers only. Contract Clause FAR 52.211-18, Variation in Estimated, provides for quantities overruns or underruns.
Question # 7- Does access need to be maintained during this project for CBP or the park?
o Government Response: Yes, as stipulated in specification Section 010000-1.1-D.3.b
Question # 8- At the site visit it was mentioned to possibly have a thickened edge along the asphalt paving to reduce edge fracturing, can the Government please clarify their intent?
o Government Response: This discussion item is not to be incorporated into the bid.
Question # 9 – It is stated in the solicitation that there is liquidated damages after 120 calendar days. Will any extension be available if the contractor incurs delays due to supply issues, such as the shortage of concrete at this time?
o Government Response: Contract Clause FAR 52.243-5 allows for submission of a Request for Equitable Adjustment (REA) due to changes, delays, or other unforeseeable circumstances.
Question # 10 – Please confirm that a technical proposal is not needed for the bid o Government Response: No technical proposal required IAW FAR 14 – Sealed Bidding
Question # 11 – Will the Bid date be extended to allow contractors a week to develop bids after questions have been answered?
o Government Response: Bid date is being extended to June 30, 2022
