About this file
This document is Amendment 0001 to a Request for Quote (RFQ) for ground and surface water monitoring services at Yellowstone National Park. The amendment addresses vendor questions and provides an updated mandatory price breakdown (Attachment 4), with previous versions not acceptable for submission.
The contract (140P1426Q0110) is issued by the National Park Service, Intermountain Region, Northern Rockies MABO office and covers annual environmental monitoring work near the park's wastewater system percolation ponds at four locations: Fishing Bridge, Grant Village, Old Faithful, and Madison. The period of performance for field work begins no later than September 21, 2026, with a final report delivery date of April 30, 2027. The previous awardee was Western Water Consultants, Inc. under contract 140P1425P0032 valued at $32,000. Key personnel requirements include: (1) a field-work manager who must be a direct employee of the prime contractor with at least 10 years of professional experience as an engineer, hydrologist, geologist, or utility system operator holding a Bachelor of Science degree; and (2) a licensed engineer, hydrologist, or geologist, also directly employed by the prime contractor, for data interpretation and final reporting with at least 10 years of professionally relevant experience and a Bachelor of Science degree. Laboratory analysis must be performed by laboratories accredited under the National Environmental Laboratory Accreditation Conference (NELAC) standards, though subcontract laboratories are permissible. The price schedule includes vehicle mileage reimbursement at GSA rates (not to exceed the lowest rate), airfare, rental truck, meals, and incidentals, with all receipts required and payment limited to actual usage within established GSA rates. All travel costs and receipts must be submitted with invoices.

140P1426Q0110 – Questions & Answers - Continuation of SF 30 - Amend 0001
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: The previous awardee was:
Contract Number 140P1425P0032 Contractor Name Western Water Consultants, Inc.
Total Contract Value $32,000.00
2. According to page 1 of the SOW, this work is for the 2026 sampling season, and field work is expected to take place Aug 1st through Sept 30th, 2026, with a report to be submitted by Feb 15th , 2027.
a. This timing does not seem feasible given that the proposal deadline is Sept. 1st.
Can you confirm whether this is accurate?
Answer: The period of performance for field work shall begin no later than 9/21/2026 and the report delivery date shall be 4/30/2027.
3. Are there minimum experience requirements for the field manager or project manager under the final RFQ?
“Field Work Manager: Per p.3m Item 6 of the SOW: The field-work manager shall have demonstrated experience and familiarity with groundwater monitoring programs at a level commensurate with the work of this contract. This individual shall have worked professionally for at least 10 years as an engineer, hydrologist, geologist, or utility system (water or wastewater) operator, and hold a Bachelor of Science college degree in a related field.”
4. Does the final requirement require a licensed Professional Engineer, Professional Geologist, hydrologist, or other licensed professional for data interpretation or final reporting?
Interpretation of Data: From pp.3-4 of the SOW: “For the interpretation of all collected physical and sampling data, and for the generation of the final groundwater monitoring program report, conclusions, and recommendations, the prime contractor shall provide a licensed engineer, hydrologist, or geologist who holds a Bachelor of Science college degree in that field. This engineer, hydrologist, or geologist shall be directly employed by the prime contractor and shall have a level commensurate with the work of this contract. This individual may or may not be the above mentioned on-0site field manager but shall also have physically visited and observed the study areas and have worked professionally for at least 10 years.”
5. May those technical qualifications be satisfied through a subcontractor or teaming partner?
As stated in the SOW p.3 Item 6, the "field-work"/"on-site" manager "shall be a direct employee of the prime contractor during the entirety of the project" and the engineer, hydrologist, or geologist interpreting the results "shall be directly employed by the prime contractor".
6. Is laboratory analysis required to be performed by the prime contractor directly, or may the contractor utilize a qualified subcontract laboratory?
The SOW p.9 Item 7 states requirements for the laboratories used; the laboratory used must meet these standards. The SOW does not include a requirement and there is no requirement about whether the laboratory is the prime or subcontractor.
7. Are there specific laboratory accreditation requirements contained in the solicitation?
The SOW p.9 Item 7 states "For the types of laboratory tests specified, laboratories used shall be accredited in accordance with the National Environmental Laboratory Accreditation Conference (NELAC)."
8. Are there any required licenses, certifications, bonding requirements, or minimum staffing levels that prospective quoters should pay particular attention to?
SOW pp.3-4, Section 6, describes licensing and experience requirements for key project personnel. This includes a statement on p.3 that "the field-work crew size is at the prime contractor's discretion". SOW p.9 Item 7 describes required laboratory accreditation.
9. Is there an incumbent contractor currently performing this groundwater-monitoring work?
No. This work has been performed by various contractors in previous years and their is no current contract for performance of work this year. This contract will only be for 2026 sampling and a 2026 report (which can be submitted in 2027 as described in the SOW).
10. The RFQ mentions that the field manager must have 10 years of professional experience, and the analysis/report writer must have 10 years of professional experience and be a licensed geologist/hydrologist. Is this requirement just 10 years of professionally relevant experience, or 10 years of such experience since licensure (e.g. licensed in WY since at least 2016)?
These requirements are for 10 years of professionally relevant experience.
11. If an RV site is compatible with the sampling plan, are there any vehicle requirements we should be aware of (e.g. soft-sided pop-outs, or all hard-sided structure)?
Any RVs used would need to be hard-sided. Sites could accommodate trailers at least 24 feet long but possible bigger depending on what is available during the contractor's selected sampling timeframe.
12. Attachment 1 also includes a list of reusable metal bailers that may be available for use with this project; would single-use polyethylene bailers be permissible at these sites instead?
Single-use polyethylene bailers would be permissible. As stated in the SOW, p.12, the "Government-owned metal bailers may be used, at the contractor's option, to supplement the contractor's equipment when sampling existing smaller diameter wells". The government-owned bailers are intended to be an additional tool for the contractor but their use is not required.
13. Similarly, if a low-flow or peristaltic pump were to be used, are there any requirements -outside of inertness for the specified analytes - on the tubing material type or disposal of purged water, or packing in battery packs for power supply?
If a pump is used, the materials of the pump and tubing shall meet requirements of the standards cited in the work — specifically ASTM D 4448 and the EPA document "Low Stress (Low Flow) Purging & Sampling Procedure for [the] Collection of Groundwater Samples from Monitor[ing] Wells. There are no additional requirements beyond what is stated in the SOW. Purged water can be disposed of on the ground surface.
14. Finally, the RFQ price breakdown includes a procurement line for truck rental and airfare, but not for other travel/vehicle reimbursement. Not having worked with NPS before, I was curious if vehicle use/mileage are included in these categories, or are excluded from the procurement line items?
Answer: The following items will be added to the price schedule:
1. A line for 1 vehicle for 2-3 field work personnel at no more than the lowest GSA rate for mileage reimbursement, a MapQuest will be provided at time of quote submission for both going to and back from the park.
2. In addition, the following language will be added regarding travel costs. All rates shall not exceed GSA rates and receipts shall be provided by each traveler for airfare, rental truck, mileage, meals and incidentals with the invoice submitted as the Government shall only pay what is used and shall not exceed established rates.
