About this file

This is a Market Research document for a Special Notice solicitation regarding an elevator service contract at Lake Isabel/Buena Vista (LIBI) facilities operated by the National Park Service Intermountain Region. The document outlines preliminary research conducted by the Department of the Interior to assess market capabilities for maintaining and servicing OTIS elevators at the specified location.

The market research evaluates potential contractor qualifications and availability to provide routine maintenance, emergency repairs, modernization, and preventive maintenance services for OTIS elevator systems. The scope includes identifying vendors with demonstrated experience in elevator service contracts, particularly those with established relationships with OTIS and familiarity with federal contracting requirements. Key considerations in the market research include contractor capability to meet response times for emergency calls, availability of qualified technicians, pricing competitiveness, and past performance on similar projects. The research supports the government's determination regarding contract type, set-asides, and competitive strategy for the subsequent formal solicitation (numbered 140P1426Q0103), informing decisions about whether to utilize full and open competition, small business set-asides, or other acquisition vehicles. This preliminary market analysis establishes baseline requirements and contractor pool assessment prior to formal RFP issuance.
