DIVISION 01 — GENERAL REQUIREMENTS
PARK-WIDE SEPTIC TANK PUMPING
STATEMENT OF WORK (SOW)
SECTION 01 11 00 – SUMMARY OF WORK
1.1 Project Location
Devils Tower National Monument (DETO) is located:
- 33 miles NE of Moorcroft, WY via U.S. 14
- 27 miles NW of Sundance, WY
- 9 miles S of Hulett, WY via WY 24
All septic tanks are located adjacent to park roads and accessible to pump trucks. Map of tank locations attached at end of document.
1.2 Work Included
The Contractor shall provide all labor, equipment, materials, tools, and transportation necessary to pump, remove, transport, and dispose of all liquid, sludge, and solids from septic systems throughout Devils Tower National Monument.
The Contractor shall possess all required federal, state, and local licenses for septic pumping and wastewater transport and shall provide proof of such licenses to the Contracting Officer prior to award.
The Contractor shall demonstrate a minimum of two (2) years of experience performing similar septic or vault pumping services of comparable size and complexity and shall provide at least two (2) past performance references with contact information.
The Contractor shall identify all subcontractors at time of quote submission. Subcontractors must meet all licensing and experience requirements of this contract. Substitution of subcontractors after award shall require prior written approval from the Contracting Officer’s Representative (COR).
Septic Tanks Included: To be pumped and inspected on an annual basis. March – May.
- Visitor Center: (1) 12,000-gal (two chambers)
- Housing Area: (1) 4,000-gal
- Picnic Area: (1) 3,000-gal
- Administration Area: (1) 2,250-gal
- Campground Area: (1) 2,000-gal, (1) 3,000-gal
- Entrance Station & Administration: (2) 1,000-gal
Vault Toilets:
- Visitor Center Parking Lot: (2) 1,000-gal vault tanks
- Pump 15 times annually.
Frequency/Schedule:
May – 2 June – 2 July – 4 August – 4 September – 2 October – 1
Additional service requests shall be performed as directed by the COR within the response time requirements defined in this contract.
1.3 Disposal Requirements
Dispose at licensed wastewater facility. Provide manifests.
Disposal manifests and service reports shall be submitted to the COR within 48 hours of each service event.
SECTION 01 14 00 – CONTRACTOR USE OF PREMISES
2.1 Access: Confine operations to designated routes.
2.2 Parking: Use marked spaces only.
2.3 Protection: No vegetation disturbance without approval.
2.4 Access: Keep roads/entrances open at all times.
2.5 Hauling: Follow load restrictions; maintain equipment.
SECTION 01 32 00 – SCHEDULE AND WORK HOURS
3.1 Hours: 7:30 a.m.–4:00 p.m., M–F. Work outside of these hours to be coordinated with NPS COR or representative.
3.2 Coordination: Minimize public impact.
3.3 Work Plan: The Contractor shall submit a detailed work plan within ten (10) calendar days of contract award. The work plan shall include proposed service schedule, staffing, equipment to be used, and subcontractor information. Work shall not commence until the plan is approved by the COR.
3.4 Response Times:
- Emergency service (e.g., overflow conditions) shall be responded to within 24 hours or sooner as directed by the COR.
- Routine service requests shall be completed within 48 hours of notification.
SECTION 01 35 00 – SPECIAL PROJECT REQUIREMENTS
4.1 Environmental Protection: Avoid soil compaction; restore disturbed areas.
4.2 Safety: Maintain safe visitor environments.
4.3 Smoking: Prohibited within 25 feet of buildings.
4.4 Spill Prevention and Response: No spills or releases of waste are permitted. Any accidental discharge shall be immediately reported to the COR and fully remediated at the Contractor’s expense.
SECTION 01 73 00 – EXECUTION REQUIREMENTS
5.1 Standards: Pump tanks completely, including removal of all liquids, sludge, and solids to industry standards. Report deficiencies.
The Contractor shall utilize equipment capable of servicing the largest tank identified (12,000 gallons) and shall ensure all equipment is properly maintained and suitable for the required work. Backup equipment shall be available to prevent service interruptions.
Each service shall include inspection of tank condition, including structural integrity and system components, and documentation of any deficiencies or recommended repairs.
5.2 Cleanup: Remove equipment; restore site.
SECTION 01 78 00 – CLOSEOUT SUBMITTALS
6.1 Provide manifests, reports, condition notes to NPS COR.
Service reports shall include date and time of service, estimated volume removed, tank condition, and any observed deficiencies.
Payment may be withheld until all required documentation is received and accepted by the COR.

COMMUNICATION AND PERFORMANCE REQUIREMENTS
8.1 Communication:
The Contractor shall respond to all COR communications (email or phone) within one (1) business day.
8.2 Performance Expectations:
Failure to meet response times, schedule requirements, or communication requirements may be considered a failure to perform.
Repeated performance issues may result in negative past performance evaluations or termination for cause.
