About this file
This document is an Amendment 2 Questions and Answers file for a Yellowstone National Park fiber internet services solicitation (140P1425Q0084). The document provides detailed information about fiber connectivity requirements for multiple locations within Yellowstone National Park, specifically at Old Faithful and West Thumb areas. The solicitation involves installing dark fiber and internet access services across 10 different segments, including ranger stations, NPS facilities, quarters, and emergency services locations, with precise GPS coordinates provided for each segment.
The amendment addresses two key questions: first, regarding physical location addresses (which are provided as GPS coordinates), and second, exploring alternative connectivity solutions. The government explicitly rejected a proposal to use satellite internet (e.g., Starlink), maintaining a requirement for dark fiber connections. The document also presents two potential service recommendations for complex connectivity scenarios at NPS Fresh Water and West Thumb Ranger Station, suggesting either backhaul dark fiber services or business class internet access, with the government open to solutions offering the best combination of price and performance. The solicitation is being managed by the Department of the Interior National Park Service Intermountain Region.

140P1425Q0084 - Old Faithful and West Thumb Fiber Internet Services – Amendment 2 Questions and Answers – Answers in blue text Question 1: Are there physical addresses associated with each of the sites/locations? If so, would you be able to provide them?
Only exact address I could find was: Mammoth Supply Center / 22 Stable St, PO Box 168, Yellowstone National Park, WY 82190, Agency: NPS, IMR – Northern Rockies MABO While addressing exists in Yellowstone, park interior locations do not show up in traditional mapping applications. Attached is a spreadsheet with coordinates for each run.

Question 2: Is the Government open to transitioning this requirement to a wireless solution (e.g., Starlink)?
· Our company can meet all required upload and download speeds without the need for fiber installation.
· This approach could serve as a cost/time effective alternative for the National Park Service.
No. Satellite applications do not meet Yellowstone’s need and requirements for dark fiber connections.

Document “A04_44016467_YELL_Old_Faithful_West_Thumb_SOW_Fiber_Internet_Services_Final_2025-07-15.pdf” Page 6, Section “Place Of Performance”
Line number 2, OF NPS Fresh Water requests “Zero Mile DF”,.
Line number 0, West Thumb Ranger Station requests “Zero Mile DF”.
Section 4.0 “Specific Services” defines Zero-Mile dark fiber as “Dedicated fiber run between multiple locations in a developed area.”
Issue 1: OF NPS Fresh Water is not within the Old Faithful Developed area and will require Diamond backhaul services to provide a dark fiber connection to the OF Ranger Station.
Question 1: Does the NPS wish to reconsider the service at OF NPS Fresh Water?
The NPS would consider either recommendation for a fiber optic services solution that would achieve the best combination of price and performance for the NPS.
Recommendation 1: There are 2 solutions possible for OF NPS Fresh Water, a Backhaul dark fiber service or a Business class internet access service. Although the pricing for each of these solutions is close, the more cost effective solution for this location would be the Backhaul dark fiber solution.
Issue 2: West Thumb Ranger Station is not within the Grant Village Developed area and will require Diamond backhaul services to provide a dark fiber connection to the Grant Village Ranger Station.
Question 2: Does the NPS wish to reconsider the service at West Thumb Ranger Station?
The NPS would consider either recommendation for a fiber optic services solution that would achieve the best combination of price and performance for the NPS.
Recommendation 2: There are 2 solutions possible for West Thumb Ranger Station, a Backhaul dark fiber service or a Business class internet access service. Although the pricing for each of these solutions is close, the more cost effective solution for this location would be the 100Mbps business class internet access.
