About this file
This document is an Amendment 2 Questions and Answers (Q&A) for a fiber internet services solicitation (140P1425Q0082) at Yellowstone National Park. The solicitation covers dark fiber and internet access services for multiple locations in Grant Village and Lewis Lake, including ranger stations, quarters, visitor centers, and maintenance facilities. The document provides GPS coordinates for 13 specific service segments, with service types ranging from zero-mile dark fiber (DF) to residential and business class internet access.
Key technical details include the government's rejection of alternative solutions like satellite internet (Starlink), emphasizing a preference for dark fiber connections. The Q&A reveals potential complexity with the Lewis Lake Ranger Station connection, suggesting the National Park Service (NPS) is open to cost-effective fiber optic service recommendations that balance price and performance. The solicitation is managed by the Department of the Interior National Park Service Intermountain Region, with the amendment adding clarity on service requirements and locations through the detailed coordinate-based service map.

140P1425Q0082 – Yellowstone National Park Grant Village and Lewis Lake Fiber Internet Services – Questions and Answers, Amendment 2 – Answers in blue text
Question 1: Are there physical addresses associated with each of the sites/locations? If so, would you be able to provide them?
Only exact address I could find was: Mammoth Supply Center / 22 Stable St, PO Box 168, Yellowstone National Park, WY 82190, Agency: NPS, IMR – Northern Rockies MABO While addressing exists in Yellowstone, park interior locations do not show up in traditional mapping applications. Attached is a spreadsheet with coordinates for each run.

Question 2: Is the Government open to transitioning this requirement to a wireless solution (e.g., Starlink)?
· Our company can meet all required upload and download speeds without the need for fiber installation.
· This approach could serve as a cost/time effective alternative for the National Park Service.
No. Satellite applications do not meet Yellowstone’s need and requirements for dark fiber connections.
Additional Questions:
Document “A04_44016804_YELL_Grant_Village_and_Lewis_Lake_SOW_Fiber_Internet_Services_Final_2025-07-15.pdf” Page 6, Section “Place Of Performance”
Line number 6, Lewis Lake Ranger Station requests “Zero Mile DF”
Section 4.0 “Specific Services” defines Zero-Mile dark fiber as “Dedicated fiber run between multiple locations in a developed area.”
Issue: Lewis Lake is not within the Grant Village Developed area and will require Diamond backhaul services to provide a dark fiber connection to Lewis Lake Ranger Station. A backhaul dark fiber service to Lewis Lake Ranger Stations would be a significant amount and not likely a feasible solution for that location.
Question: Does the NPS wish to reconsider the service at Lewis Lake Ranger Station?
The NPS would consider either recommendation for a fiber optic services solution that would achieve the best combination of price and performance for the NPS.
Recommendation: From a business and budget perspective, a more cost effective solution would be 100Mbps business class internet access.
