SOW for Milling Operations for Yellowstone National Park 2024 Quantities:

Base Line Items:

1. Mobilization and demobilization of milling machine to Norris Junction Pit Yellowstone National Park, WY 92190.

2. Provide milling of roadway for 74,500 square yards.

Option Line Items:

1. Additional Mobilization to Mammoth area from Norris to Canyon Project.

2. Additional milling of roadway from 2000 square yards to 5,500 square yards.

Period of Performance:

The contractor shall perform milling operations between August 12th and October 25, 2024. Milling shall be coordinated to work closely with NPS personnel, weather, and asphalt supply contractor scheduling.

Specifications:

Milling will be done 2 to 3 days per week alternating with a paving crew. Milling crew will need to be flexible as the operation requires one day of milling followed by a day of paving. Typically milling will occur on Mondays and Wednesdays. Milling machine will need to be on-site for the entire period of performance.

Hauling and cleaning of Equipment: All vehicles and equipment to be used in Yellowstone National Park (Park) shall be thoroughly pressure washed prior to arrival. Equipment shall be inspected at the appropriate Park entrance station by a designated Park employee and only clean equipment shall be permitted into the Park. Particular attention must be shown to the undercarriage and any surface where soil and exotic weed seeds may exist. All loaded trucks and trailers hauling aggregate shall be covered (tarped) when loaded. These efforts are critical to prevent the introduction and establishment of non-native plant species into the Park. Equipment inspection shall be scheduled by the COR and take place at the Park entrance station. Equipment found operating in the Park that has not been inspected shall be dead lined and subject to a citation.

Scope for Milling Operations:

Contactor shall supply a front discharge asphalt milling machine to include one operator and one ground personnel. Milling shall be conducted on a section of roadway from Canyon Junction to 4.2 miles west. This will be broken into sections being no more than 1.1 miles, with paving operations on each section will be completed before the next section is milled. Section sizes and time frames shall be coordinated with NPS COR.

Machine specifications and capabilities:

· Machine shall have a minimum 6-foot-wide milling width

· Be capable of milling 2 inches to 4 inches of depth

· Machine shall not cause damage to any part of the pavement structure that is not being removed

· Contractor shall be responsible for all repairs and maintenance of the milling machine NPS (National Park Service) provided services:

· Hauling of material produced from the milling operation to stockpile

· Provide sweepers with operators for clean up of the milled surface

· Provide a water truck for milling operations

· All traffic control Safety: All work being done by the contractor Shall be in accordance with OSHA regulations. Contractor shall have a safety plan in place for both the Asphalt mixing and milling operations prior to starting project.

RV sites for crews: 2 to 3 RV sites are available to the contractor, but contractor will be charged the going rate for that area. ($400 to $450 per month) Contractor shall indicate at time of award how many sites needed.
