140P1424R0013 – Improve Jenny Lake Boat Launch and Parking Amendment 1 – Questions and Answers
1. Will NPS be providing Government furnished signs for contractor installation? No signs will be government furnished. All back of signs to be painted “manor brown” or NPS approved color with a spray paint capable of not chipping and adhering to smooth galvanized finish. The signposts shall be stained with the following mix design with an exterior stain:
2. Are there any requirements for erosion control or silt fence? The plans do not appear to require any. The requirements for a SWPPP are contained within Specification Section 01 57 23 – Temporary Storm Water Pollution Prevention. The Contractor is required to procure a SWPPP, apply for and obtain SWPPP permitting, and maintain/inspect all BMPs proposed within their SWPPP.
3. Will NPS be providing Government furnished logs for the log barriers? If not, can the contractor use demoed trees? No trees will be government furnished. Any trees removed that meet the log barrier detail size requirements may be used as log barriers.
4. Plans (C5.4) show what looks to be a concrete barrier around drainage areas. Is this the correct interpretation of the plans? No, concrete edging is around asphalt areas only.
5. What is the load capacity of the one lane bridge ? Equipment and material will need to cross the bridge or identify another access. See below for maximum tons by truck type.
6. Is a one 3" asphalt lift acceptable? Plans call for 2 lifts of 1 ½ ". Please follow plans for 2 lifts of 1.5” each.
7. Evans’ asphalt design mix does not match the specifications for the mix design. We propose to use a WYDOT Class III-S, ½” nominal aggregate mix design, which has been used successfully on several projects throughout Grand Teton National Park. This is an acceptable mix so long as the testing provided by Evans for the mix was completed in either 2023 or 2024.
8. Will NPS provide boulders (Government furnished) or is contractor responsible for purchasing and hauling the material? Contractor is responsible for purchasing and hauling boulders, in addition to any existing on-site boulders to be reused. Contract specifications call for imported boulders to be: Furnish locally sourced, hard, durable, washed boulders conforming to the size and quality requirements stated on the Drawings. Furnish boulders consisting of rock naturally found in the Jenny Lake area, but from a commercial source located outside the Park. Boulders may consist of granite, granodiorite, feldspar, quartz, or similar type rock. Boulders shall not consist sedimentary, sandstone, limestone, or similar type rock.
9. Please clarify C8.3 note 5 regarding “broadcasting obsidian with broom finish” and/or provide a better illustration. Please ignore the requirement for broadcasting obsidian. All concrete to include an “exposed aggregate finish.” Requirements for the concrete and finishing are contained within Specification Section 03 35 00 – Concrete Curb and Sidewalks.
10. NPS will provide Government furnished landscape trees. Can you please clarify the plan for the 3-4 trees to be taken out? Removed trees may be used for obliteration of existing trail and parking areas as described in C8.4 note 4, may be used as log barriers if they meet the log barrier detail size requirements, or must be removed from site.
11. Will a Laydown Area be provided that can accommodate a Field Office with access to power? Contractor may use the disturbed area for a field office trailer if needed. No power is available.
12. Regarding required personnel resources: Can we combine the Superintendent, Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO) into one person as a Triple Hat? We realize that this will require us to have a Project Manager and a Triple Hat. Yes, this acceptable.
13. Water source for filling a water truck? Is there a hydrant nearby to be used, can water be pulled out of the lake, or do we need to find an alternate source? An alternate source is available at Beaver Creek at a hydrant with a maximum amount of 5,000 gallons available per day. Water cannot be drawn from Jenny lake.
14. SWPPP – Is there a SWPPP available to confirm requirements are met for erosion control (i.e. straw wattles or silt fence) to confirm lineal footage that will need to be installed? See Question #2.
15. Can all waste go to the RKO pit including the existing log timber barriers as well as any trees and rootballs? No, the contract specifications call for removal and transportation of demolition debris outside of the park, in accordance with local, state, and federal laws, and as approved by the Contracting Officer.
16. Waterline and Electrical Conduit – Have the specs been determined on these regarding pipe size and type? C8.4 note 3 on plans state that SCH 40 electrical conduit size and HDPE water pipe size is to be coordinated with Contracting Officer. See Sheet C5.6, note 3 about utilities.
17. Are previously completed PPQs acceptable in lieu of completing the attached Past Performance Questionnaire? No, PPQ’s have to be submitted per the RFP and the instructions in the PPQ. All PPQs shall be sent from the evaluator/customer to the CO.
18. Do the Superintendent, On-Site QC Specialist, and On-site Safety Specialist need to be 3 separate individuals? No. Refer to the specifications; these positions may perform other duties and overlap. Also see question 12.
19. Spec section 1.8.A outlines requirements and qualifications for an Environmental Manager. Can this position be dual hatted with another position onsite if qualifications for both positions are met? The Environmental Manager can be the Superintendent so long as this individual meets all of the qualifications for this position.
