About this file
This document contains questions and answers regarding a federal solicitation to install wildlife fencing on Highway 2. The solicitation is issued by the Department of the Interior National Park Service Intermountain Region.
The document clarifies that a traffic control plan is required and must be submitted to and approved by the Montana Department of Transportation. The contractor must notify MDT prior to starting and completing the work, and traffic control must strictly adhere to MDT and MUTCD standards. It is determined that MUTCD Figure 6H-6 is the appropriate traffic control standard assuming no lane closures.
Additionally, the document updates the price schedule in the solicitation to reflect the accurate measurements in the statement of work. Item quantities in the original price schedule were incorrect. The revised price schedule is provided as an attachment that must be completed and returned with proposals.

Question 1-
- We are looking for clarification on if traffic control is needed for this project.
- Are traffic control devices required for this kind of operation? Is there a specific MDT detail that should be followed for this work? I looked through the MDT standard traffic control details and did not see a close fit for this scenario.
- Would a traffic control plan need to be created and reviewed by MDT?
- Would we need to notify MDT of the dates the traffic control plan will be implemented?
Answer 1 – please reference and adhere to the most Up-to-date MUTCD
We did receive a more specific answer from Montana Department of Transportation (MTD) –
- A traffic control plan is required to be submitted and approved by MDT.
- Work shall be coordinated with MDT. The Contractor shall notify MDT prior to the start of work and at the end of work.
- Traffic control shall strictly adhere to MDT and MUTCD 2009 Edition standards. The Contractor shall determine the appropriate traffic control scenario per MDT and MUTCD standards.
- NPS does not anticipate the need for full lane closures or partial lane closures – in this scenario, MUTCD Figure 6H-6 is the appropriate standard. Assuming no live traffic lane interruptions, no reduction in speed limit is necessary.
Question 2 – We believe the following measurements are correct and do not match the price schedule on the solicitation.
Item#10 should be 240 LF Item #20 should be 135 LF Item #30 should be 32 LF Item #40 is correct
Answer 2 –
| The price schedule is now updated to reflect the measurements from the Statement of Work. The quantities on the original price schedule were not accurate. The correct schedule is below and will be attached under “Amendment 1 - Attachment 2 - Revised Price Schedule, Clauses and Provisions” which must be completed and returned. |
