About this file

This document is a Statement of Work (SOW) for the purchase and installation of a 6-foot-high chain link fence with 3 strands of barbed wire at the Old Faithful area of Yellowstone National Park.

The key details are:

  • The scope includes installing approximately 870 linear feet of chain link fence with two 18-foot cantilever gates and one 4-foot man gate to secure an area prone to grizzly bears and contain two semi-trailer trash compactors.
  • The fence must meet specific requirements for post size, fabric, barbed wire, and concrete foundations.
  • The work must be completed within 65 days after the notice to proceed, with a target completion date of July 31, 2024.
  • The government will perform the Park Service locates, while the contractor is responsible for Wyoming utility locates.
  • The work site is prone to bears, so the contractor must take special precautions to keep the site clear of debris and food.
  • This SOW corresponds to a solicitation issued by the Department of the Interior National Park Service Intermountain Region for the fence installation project.

1.0 PROJECT DESCRIPTION / SUMMARY:

Purchase and install a 6-foot-high chain link fence with the top runner requiring 3 each strand of barb wire. The enclosure is to secure an area prone to Grizzley bears and will be utilized to secure two semi-trailer trash compactors. The enclosure shall have the ability to be accessed year-round allowing an Prinoth snow groomer to pass through each 18-foot gate.

2.0 OBJECTIVES:

This project is to create a safe work environment for wildlife management and prevent wildlife interaction with Park refuse containment .

3.0 BACKGROUND:

The area is cleared of debris level with minimal grade.

4.0 SPECIFIC WORK / TASKS:

1. Install 870 linier feet of continuous chain link fence with two each 18-foot cantilever gates and one 4-foot man gate.

Fencing minimum requirements:

Install approximaly 870 feet of continuous chain link fence with metal post set in concrete 10 foot on center.

The fence shall be six feet tall with 9-gauge wire diamond mesh sizes no larger than 2” In accordance with ASTM-A392-81-Class 1.

Terminal post:

Corner and gate posts:

6” O.D. galvanized pipe, furnished complete with all necessary bracing, fittings, etc. end, gate and corner posts to be set in specified concrete footings and shall be horizontally braced to the nearest line post on fences 6’(1.83m) in height. Terminal posts to be 3’ longer than the fence height for fences without barbed wire. For fences with barbed wire, end, and gate posts to be 4’ longer than the height of the fabric to accommodate barbed wire, corner posts to be 3’ longer than the fence height and topped with a corner barbed wire arm.

Line Post:

Line posts spaced at maximum 10’apart. Post size 4-inch O.D. galvanized pipe, complete with post tops with 3 strand barbed wire overhang arms. All line posts are to be 2” longer than the height of the fabric. All posts shall be set to proper height to allow fabric to be positioned approximately 2” above finished ground elevation and plumbed to give a correct alignment.

Top and bottom rail:

2-inch O.D. galvanized pipe coupled with slip on rail sleeves for every standard length.

The top rail shall follow the general contour of the finished grade and shall be free from frequent changes in slope. Where the ground is irregular, low areas under fence to be regarded by others. Top and bottom rail is attached to terminal posts with brace bands and rail ends (full length).

Fabric:

The fabric shall be stretched taut approximately 2” above finished ground elevation, and securely fastened to fence line and terminal posts. Fastening to terminal posts shall be with tension bars and tension bands spaced at 12” intervals. Fastening to line posts shall be with post ties spaced at 12” intervals. Fastening to top and bottom rail shall be with rail ties spaced at 18” intervals. Fabric shall be knuckled selvage on the bottom attached to 2 inch and barbed on the top.

Barb wire:

Barb wire 12 ½ gauge two strands with 4-point barbs spaced at 6” galvanized, three strands of barbed wire shall be stretched tight between terminal posts. It is to be vertical at the gate and end posts and is to be at a 45 angle in the line and at the corners.

Gate Post:

Two each cantilever equipment access gate to be 18-foot wide (2 each 9-foot gates per access) ASTM A120 Schedule 40 pipe. Corner posts to be set in concrete. Gate posts to be set to opening of gate required measuring from the inside face of the posts.

Gate frames 2” O.D. galvanized pipe, welded construction to match fence.

Man, gates complete with industrial steel hinges, drop pin latch and one foot bolt on double panels. Hinges to permit opening 180 one way.

· Fabric Height6 foot
· End and corner post diameter8-inchminimum depth in concrete3 foot 6 inches
· Line post4-inchminimum depth in concrete3 foot

The specifications for chain link cantilever gates and walk through include:

· Walk gates shall be 4' wide.

· Gate frames shall be cross trussed with 3/8" truss steel rods equipped with drop forged turnbuckles.

· The corners of gate frames shall be fastened together and reinforced and welded securely.

· Gate shall have a minimum counterbalance length of 50% opening width which provides a 36% increase in lateral resistance (when compared to ASTM minimum of 40% counterbalance).

This Section specifies cast-in place concrete, including formwork, reinforcement, concrete materials, mixture design, placement procedures, and finishes.

Concrete Material:

· Cementitious Material: Use the following cementitious materials, of the same type, brand, and source, throughout Project:

· Portland cement: ASTM C 150, Type II.

· Normal-Weight Aggregates: ASTM C 33, graded, from a single source.

· Maximum Coarse-Aggregate Size: 1 inch (25 mm) nominal.

· Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.

Concrete Mixes General:

· Prepare design mixtures for each type and strength of concrete, proportioned on the basis of laboratory trial mixture or field test data, or both, according to ACI 301.

· Limit water-soluble, chloride-ion content in hardened concrete to 0.06 percent by weight of cement. Admixtures: Use admixtures according to manufacturer's written instructions.

Concrete Mixing:

· Ready-Mixed Concrete: Measure, batch, mix, and deliver concrete according to

· ASTM C 94/C 94M and ASTM C 1116.

· When air temperature is between 85 and 90 deg F, reduce mixing and delivery time from 1-1/2 hours to 75 minutes; when air temperature is above 90 deg F, reduce mixing and delivery time to 60 minutes.

Concrete Placement:

· Deposit concrete continuously in one layer or in horizontal layers of such thickness that no new concrete will be placed on concrete that has hardened enough to cause seams or planes of weakness.

· Deposit concrete to avoid segregation.

· Deposit concrete in horizontal layers of depth to not exceed formwork design pressures and in a manner to avoid inclined construction joints.

· Consolidate placed concrete with mechanical vibrating equipment according to ACI 301.
