This sources sought notice provides information for a potential indefinite delivery, indefinite quantity contract for refuse and recycling collection, transportation, and disposal services at Glacier National Park. Interested small businesses, 8(a), HUBZone, service-disabled veteran-owned, and woman-owned small businesses are requested to submit capability statements not exceeding 10 pages by December 21, 2023 addressing their experience providing collection of recyclable materials including aluminum, plastic, paper, cardboard and newspaper. The National Park Service intends to award a single contract with a one year base period and four one-year options, to begin on May 1, 2024. The contractor will be expected to focus on safety, sanitation, bear-proof operations, and customer service in accordance with all applicable laws and park policies.

THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A “REQUEST FOR PROPOSAL (RFP)” TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.

The National Park Service (NPS), Northern Rockies Major Acquisition Buying Office (MABO) seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS, and/or WOMAN-OWNED SMALL BUSINESSES for the project below. The Government anticipates a competitive method of procurement. The information received resulting from this market research will be considered solely for the purpose of determining whether to conduct a competitive procurement under one of SBA's socioeconomic business programs. The NPS does not intend to pay for any information provided under this notice.

Product Service Code: S205 – Housekeeping: Trash/Garbage Collection. Includes Portable Sanitation Services.
Estimated Period of Performance: May 1, 2024, through April 30, 2029
Contract Type: A single-award, Indefinite Delivery, Indefinite Quantity Contract (IDIQ) for up to five years with firm-fixed price task orders is anticipated to be awarded resulting from the solicitation.
Pre-bid Tour: No pre-bid tour is planned; however, if interest in a pre-bid tour is expressed then one may be scheduled. Contractors are urged to inspect the site where the work will be performed. Interested parties shall take reasonable steps to ascertain the nature and location of the project area and the work to be completed, as well as the general and local site conditions which can affect the work and cost of performance.
A complete Statement of Work will be included with the Solicitation. The solicitation is anticipated to be issued on SAM.gov in mid-January. All questions will be answered in writing via amendments to the Solicitation. NO PHONE CALLS PLEASE.
PROJECT DESCRIPTION:
The contractor shall perform the services of construction materials, refuse and recycling collection, transportation and disposal, for west side campgrounds and facilities at Glacier National Park, in accordance with all applicable park policy, laws, regulations, standards, instructions, commercial practices that will be described in the Statement of Work (SOW) and Attachments that will be provided with the Solicitation. The contractor shall focus on safety, sanitation, bear-proof operations, and customer service. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish in a timely manner at a reasonable cost, and in a way that advances pride and ownership for the work performed for visitors. In adherence with Executive Order 13101 “Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition Regulations.
