Glacier National Park Armored Car Service 2023 – 2027 Attachment One (1) Statement of Work RFQ 140P1423Q0009

Overall Objective: Armored Car Service

The Recreation Fee Program manages the collection, deposit, tracking and expenditures of fees that visitors pay when entering a national park, use park facilities and campgrounds, or participate in various activities. The Fee Program plays an important role in resource stewardship, education, and visitor-use management by generating non-appropriated revenues, which supplement appropriate funds used directly to benefit visitors and protect parks.

General

The primary purpose of this contract is to provide armed transport of collected funds in a safe, supervised, and secure manner to accurately conduct the business of the timely transport and deposit of Government funds between pre-designated pick-up and drop off points in Glacier National Park to the Bank. The Contractor shall provide all materials, equipment, supervision, labor, transport services, background-checked transport personnel, and associated services to perform these services. The distance between collection and drop off points ranges from approximately 31 miles to 108 miles.

Service Period

The approximate service periods include a base year of 12 months, with four additional option years of 12 months per option period. The approximate start date is January 1, 2023, or as indicated in the award notification as the official start date of performance. The Government may or may not exercise these options.

Location and Frequency, Pick-Up Locations

The anticipated frequency of service is subject to seasonal demands as stated below and is dependent upon the pick-up location. Collection of remits (Government funds) shall be made at the service locations as scheduled with deposits made at destination point on the same business day. Additionally, change funds and accountable stock (passes) will be delivered to service locations in locked cash bags.

The service, as scheduled, will generally occur Monday through Friday, excluding federally recognized holidays (no pick-up or delivery), during the workweek throughout the service period.

Seasonal requirements may cause the Government to request expanded service. The Contractor should be prepared to furnish six or seven day per week coverage at the established rates during the months if/when requested by the Government. If services exceed the amount funded in the contract, a funded modification authorizing increased service frequencies must be executed before additional armored transport or services are utilized.

The primary points of collection and deposit included in the service are the Central Remittance Office in West Glacier, Headquarters Administrative Building at 64 Grinnell Drive, Two Medicine Entrance Station or Ranger Station, St. Mary Entrance Station, Many Glacier Entrance Station or Ranger Station, Kalispell

(Wells Fargo North Branch at 2350 US Hwy 93 N; bank is subject to change). Included are two optional pick-up locations: the West Entrance Station and Camas Entrance Station. The need for Optional Locations will be determined by the park at the beginning of each base and option year and may or may not be awarded for base year and for each option year.

The Contractor shall provide armored car service at the following locations during the summer months at the approximate frequency state:

Two Medicine

• *Entrance Station or Ranger Station in Two Medicine

• Two days per week (Wednesday and Friday; days of week subject to change in future option years upon contractor agreement) Memorial Day – September 30th *Collections will occur either at the Entrance Station or Ranger Station. Location will be communicated by May of each year.

Many Glacier

• *Entrance Station or Ranger Station in Many Glacier

• Two days per week (Wednesday and Friday; days of week subject to change in future option years upon contractor agreement) Memorial Day – September 30th *Collections will occur either at the Entrance Station or Ranger Station. Location will be communicated by May of each year.

St. Mary Entrance Station

• Lane 1 entrance window

• Three days per week (Monday, Wednesday, and Friday) Memorial Day – September 30th

• Weekly in October

*Camas Entrance Station

• Two days per week (Monday and Friday; days of week subject to change in future option years upon contractor agreement) Memorial Day – September 30th

• Weekly in May and October

*Optional pick-up location, may or may not be awarded in accordance with FAR 52.217-7.

Wells Fargo Bank (bank is subject to change)

• North Branch of Wells Fargo at 2350 US Hwy 93 N, Kalispell, MT 59901

• Each day a collection made, a deposit is required

• Three days per week (Monday, Wednesday, and Friday) Memorial Day – September 30th

• Weekly in May and October

• *Monthly from November – April

*Collections from November - April are not guaranteed, and the need will be communicated in advance.

NOTE: The Government may require expanded service at one or all the collection sites included in this contract. If requested by the government, the Contractor may be required to furnish service six or seven days a week including holidays.

Bonding, Qualifications, and Background Checks

The service provider shall be bonded in the amount not less than $100,000 per occurrence to cover any loss or theft of Government funds. Proof of insurance shall be submitted to the Contracting Officer for approval prior to the first scheduled day of operation. Evidence that the bond covers each employee involved in the service shall be furnished to the Contracting Officer.

The successful bidder shall submit a list of Contractor personnel that will be performing services under the contract. The list shall include qualifications and licenses for each employee. A Certificate of Liability Insurance shall be furnished to the Contracting Officer.

Permits

Licenses, permits, bonding, qualification standards or other requirements necessary to provide the service are the responsibility of the Contractor. Evidence of appropriate insurance, licensing, bonding, firearm permit, etc., shall be submitted to the Contracting Officer prior to the commencement of service. The Contractor is responsible for securing and maintaining all necessary permits required for operation within the State of Montana, Flathead County, Glacier County, and Glacier National Park.

Equipment

It is the Contractor’s responsibility to furnish all equipment, materials, and labor necessary to provide an efficient and effective courier service. Equipment used to perform the service shall be in a good state of repair and be of design, which is considered acceptable in the industry to safely accomplish the objectives of the service without unnecessarily endangering personnel, property, or funds.

The Contractor shall require employees to dress in an appropriate uniform during the performance of services, maintain proper identification including any arms provisioning and have available chain of command information, name, title, and contact information immediately available in the event questions arise during performance. Uniforms shall be clean and maintained.

Contractor’s vehicle shall be in good condition, free of any leaks or other hazards.

Pick-Up Schedule, Record Keeping, Accuracy of Receipts and Deposits

The Contractor is required to provide service at the specified locations on the days, and at predetermined times as established by the Government. The Government reserves the right to cancel or adjust scheduled trips without penalty by notifying the Contractor the day prior to scheduled service.

Collections and deposits shall be made within the established time frames. The time of collection/deposit shall be annotated on the remit form. Failure to make collections during the established time may result in reduced payment. See Table A and Table B regarding deduction from contract price for not meeting the acceptable quality level. Early collections by Contractor are not authorized.

*Optional: West Entrance Station and Camas Entrance Station are optional pick-up locations and the need for these pickups will be determined at the time of award of base year and each option year.

Collection location requirements may be adjusted subject to changing demands. There is a possibility that collection points may be eliminated, increased, or decreased in the frequency of collection. The unit price established by the bid schedule will be used to adjust the overall contract price.

If the Contractor has a situation beyond their control (i.e., flat tire) the vendor shall call the Glacier National Park Headquarters Fee Office at (406) 888-7882 and apprise the Fee Office of the situation. The Fee Office will advise the Contractor on pick up instructions for that day’s deposit.

Payment

Requests for payment will be processed monthly. Payment will be based on the actual number of timely service collections for each location at the rates established in the bid schedule. The Contractor shall submit an itemized invoice to the Contracting Officer at the end of each month indicating each location and dates of service.

CONTRACTOR IS LATE: If the Contractor arrives at the point of collection outside of the reduced rate hours in Table A/Table B, no collection will be made and no payment for service will accrue for that location for that day. See the section discussing deductions for exceeding the acceptable quality level.

CONTRACTOR IS EARLY: Early collections by the Contractor are not authorized. If the Contractor arrives at the fee office locations prior to the designated On-Time Hours, park personnel may not deviate from their duty assignments for special collection arrangements and the Contractor will not be allowed entry.

Performance Requirements

Collection: The Contractor shall perform all armored car services associated with proper receipt, documentation, and accountability of Government funds and accountable stock collected at the various sites in this contract.

Transport: The Contractor shall transport Government funds and accountable stock between collection points and deposit locations in a secure manner to safeguard from loss or theft during transport.

Deposits: The Contractor shall make deposits at designated stations within 24 hours of collection and the bank on the same business day.

Performance Standard

Collection: Each and every transfer of Government funds shall be documented in writing and accounted for by signature of an authorized individual of each organization receiving the transfer. Each transfer shall be dated with the time of transfer noted thereon.

Transport: The Contractor shall use and armored car, or other approved equipment acceptable to the Contracting Officer, to safely and securely transport Government funds between points of collection and deposit.

Deposits: Record of transfer between organizations accurately documents funds were successfully transferred to the stations within 24 hours of collection and the bank on the same business day.

Acceptable Quality Level

Collection: The Contractor shall meet the acceptable quality level by being at the collection point as scheduled and on time.

Transport: No loss of Government funds or accountable stock 100 percent of the time.

Deposits: Deposits are successfully transferred to the receiving activity within established time schedule.

Performance Measure

Collection: Direct observation and as supported by documented time on transfer of funds receipt.

Transport: Full accounting for all funds transported as documented by Government records and bank deposits.

Deposits: Direct observation and documented time on transfer of funds receipt.

Deduction from Contract Price for Exceeding Acceptable Quality Level

Late collections beyond two hours shall be processed in accordance with the payment clause.

Transport: Any loss or theft of funds may be considered grounds for default of contract.
