About this file

This document is an Amendment (0002) to a Request for Quote (RFQ) for a fiber optic installation project at Pecos National Historical Park. The solicitation (140P1325Q0068) involves installing fiber optic cable from park headquarters to the visitor center, with specific technical and archaeological considerations. Key technical requirements include directional boring beneath paved surfaces, using a smooth-edged bucket for trenching to protect archaeological resources, and utilizing SC to SC fiber optic connectors. The project involves extending fiber from the server room to the mechanical room, with precise routing specifications. Environmental constraints include carefully managing excavation to minimize site disturbance, using original excavated material for trench fill, and avoiding off-site spoil removal. The project is managed by the Department of the Interior National Park Service Intermountain Region, with the amendment issued on 9/10/2025, addressing multiple contractor questions about installation logistics, archaeological preservation, and technical infrastructure requirements.

Pecos National Historical Park (PECO) RFQ 140P1325Q0068 PECO Install Fiber Optic from HQ to VC Amendment 0002 – RFIs and RFI Answers Issued:9/10/2025 All RFIs received following the instructions in the solicitation by the due date and time specified are in this document along with answers provided by the Government.

1. We will have to have private locates but the park ranger said we cannot cut the parking lot or was unsure. What do we do about cut the pavement/parking lot. We will need to have a private locator come out due to them having private utilities.

a. Must utilize directional boring below paved surfaces.

2. The vaults, we need to know what size vaults they are.

a. Vaults should be sized to accommodate a 5-foot service loop.

3. In one of the buildings, the equipment room is about 30 feet away. The Demarc is about 30 feet away, are we going to need to extend it to put the equipment into the equipment room or are we going to meet them at the DEMARC room, and how many splices are we doing and how many splicing is each hand hold, if any. What kind of connectors, LC to LC or SC to SC.

a. Fiber optics to extend from the server room at the Headquarters to the network location in the mechanical room at the visitor center. An additional Category 6 telecom to return from the mechanical room of the Visitor Center to the Pecos Room at the Visitor Center. The Demarc locations for the fiber optic are the server room at headquarters and the mechanical room at the visitor center. The connectors should be SC to SC

4. The park ranger did say that the part we are trenching, we need an excavator with a smooth blade, and out tech said that is impossible as his observation is that there is going to be rock. The ranger said the smooth blade would be for an archeologist as they do not want, but the technician said that it will be rock.

a. The bucket for trenching is required to be smooth edged bucket to protect archaeological resources.

5. Technician needs to know if there is a dump site for the bore machine and is there water that we can get water, as that will depend on the cost for getting water in and the spoils out.

a. Water is available by garden hose and a dump site is not available in the park.

6. The trenching part, since it will be rock most likely, will we have to haul out the rock and bring in fillers. Are there any specifications with filler if we do need to haul out the spoils from the trenching/boring.

a. The trench should be filled with the material that was removed during excavation, and no spoils should be hauled off site. Borrowing fill from near the trench should be avoided and all disturbances should be limited to the trench.
