CONTRACTOR: TBD
GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time and no phone calls will be accepted with regard to this notice. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 2/12/2024. The entire solicitation package, including all attachments, will be available electronically only at: www.sam.gov.
Paper copies of this solicitation will not be made available.
PROJECT SCOPE: This project seeks to rehabilitate the park’s barrier island headquarters building, and maintain the historic landscape, to which the building is a key part. Up until 2018, the one-story Type V building ~4,700 SF in area with a raised wood pier foundation with a total height of ~18’-4”, served as offices for the Superintendent and other administrative staff. The structure was closed in 2018 due to unhealthy conditions such as mold growth, and moisture infiltration.
This project shall rehabilitate, remediate, and correct all the issues that led to its closure via complete replacement of the buildings envelope, which is expected to include interior construction, systems, reinforcement of the remaining structural framing, and foundation piers.
Conditions:
1. Staging area(s) will be available.
2. The area shall remain open to park staff access during construction, therefor project activities and logistics must be structured and scheduled to minimize park operational impact.
3. Protective measures will be required to ensure the surrounding area remains undisturbed. Interested contractors will benefit from general information on the park’s website, which includes the park’s Superintendent’s Compendium.
4. Considering the location of work is on a barrier island, the wide range of weather conditions synonymous with barrier islands shall be expected and planned for by contractors.
a. Hurricane Season estimated to be June – October
b. Turtle Nesting Season estimate to be April – July
Scope:
1. Work includes extensive demolition. Roofing, siding and all interior ceilings, walls, finishes, and systems will be removed, leaving only wood structural framing and sheathing. At the crawlspace, all walls and partitions will be removed along with the concrete slab and curb, making room for additional reinforcement of the substructure. Demolition shall include, what is defined by the Government as, only a minor amount of hazardous materials and abatement.
2. Work includes complete replacement of the exterior envelope with more robust thermal, vapor, and air control layers, and will include new siding and roofing. Exterior doors and windows will be replaced with hurricane impact rated systems. The interior floor plan will be rearranged around the structural elements to remain, including new partitions and finishes.
3. Work includes complete replacement of mechanical, plumbing, electrical, and fire protection systems. A VRF HVAC system will provide the dehumidification, ventilation, and pressurization essential to maintaining a viable envelope in the seacoast environment.
4. The building envelope and mechanical systems will require third party commissioning.
Trade categories are likely to include but may not be limited to: industrial hygiene and hazardous material abatement, demolition, concrete, structural steel framing, carpentry, plumbing, electrical, HVAC, siding, roofing, interior & exterior finishes (drywall, doors, windows, cabinetry, trim, painting, &c), and communication & IT cabling Place of Performance: Padre Island National Seashore (PAIS), Corpus Christi, TX.
Estimated Magnitude of Construction: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000.
