About this file
This document is a Statement of Work (SOW) for the replication of two historic wallpaper patterns for the Texas White House, which is part of the Lyndon B. Johnson National Historical Park. The key details are as follows:
The project requires the digital recreation of one wallpaper pattern and the manufacture of two wallpaper patterns using traditional silkscreening methods. The specific requirements include producing 1,500 square feet of the "Den" pattern and 400 square feet of the "Guest Bathroom" pattern. The wallpaper must adhere to National Park Service museum standards in quality and authenticity, using lignin and acid-free buffered paper and light-fast pigment-based inks. The contractor will provide digital proofs and physical proof samples for park approval before final manufacturing. The wallpaper must be delivered to the park by September 15, 2024. The park will provide feedback on the digital recreation and proofs within one week of receipt. This project does not include the installation of the wallpaper, which will be handled by separate contractors.
The related federal contract opportunity is Solicitation Number 140P1324Q0041, titled "LYJO HISTORIC WALLPAPER REPLICATION", issued by the Department of the Interior National Park Service Intermountain Region.

1.0 PROJECT DESCRIPTION / SUMMARY:
Reproduction of two wallpaper patterns for the historic Texas White House. One pattern is not complete and will require digital recreation. Replicated wallpaper should adhered to NPS museum standards in quality and authenticity (specified below). Replicated wallpaper should be recreated with historically authentic methods (silkscreen). The amount of wallpaper to be reproduced includes: 1500 sq ft of the “Den” pattern and 400 sq ft of the “Guest Bathroom” pattern. This project only includes the digital recreation of one patter, and manufactured replication of two patterns and does not include the installation of the wallpaper.
2.0 OBJECTIVES:
This project is intended to manufacture authentic replications of two historic patterns of wallpaper for the historic structure of the Texas White House while it is undergoing rehabilitation. The wallpaper will reproduce an authentic and historically accurate visitor experience, brining the structure’s interior closer in aesthetic to the period of significance (1963-1973) for the building.
3.0 BACKGROUND:
The Texas White House is the presidential home of Lyndon B. Johnson, 36th President of the United States. The Texas White House was closed to the public in 2019 due to safety issues with structural integrity and mold infestations. The building is currently undergoing a complete rehabilitation as part of the Great American Outdoors Act (GAOA). The rehabilitation includes addressing some of the interior finishes, including paint, and installation of historically accurate wallpaper patterns where needed. As part of the GAOA funded project, two rooms (the “Den” and the “Guest Bathroom”) are having their existing wallpaper removed since the patterns were installed past the period of significance for the building (which is 1963-1973). Samples of the historically accurate wallpaper patterns (that were in place during the period of significance) exist in the park’s museum collection and have been scanned to assist in recreating the necessary patterns. The park has a complete sample of the “Den” pattern, that consists of an orange and cream themed botanical motif. The sample of wallpaper for the “Guest Bathroom” however, does not include the complete pattern and some of the design will need to be digitally recreated to reproduce the wallpaper for this room. The “Guest Bathroom” pattern consists of line-drawings of birds and flowers in yellows, reds, and greens against a beige background. Note: this project and purchase requisition is specifically for the digital completion of the “Guest Bathroom” pattern, and manufacture of the “Den” and “Guest Bathroom” wallpapers and does not include installation of the wallpaper which will be done by the GAOA-funded contractors.
4.0 SPECIFIC WORK / TASKS:
a. Digitally recreate the pattern of the “Guest Bathroom” wallpaper:
1. Contractor will attempt to recreate the complete pattern of the “Guest Bathroom” wallpaper based on scans of the incomplete samples, historic photos, and photos of the wallpaper that remains in place (but partially obscured by adhesive). They will provide digital proofs of the recreated pattern to the park for review until the park is satisfied with the historic accuracy of the recreated pattern.
b. Manufacture replicated wallpaper patterns:
1. Contractor will produce two historic wallpaper patterns in the quantities specified:
i. 1,500 sq ft of the “Den” pattern
ii. 400 sq ft of the “Guest Bathroom” pattern (once the digital recreation is approved by the park)
2. Wallpaper must be recreated using traditional silkscreening methods to adhere to historic and aesthetic accuracy.
i. For the purpose of this project, traditional silkscreening methods are defined as: using a blade or squeegee to push pigment through mesh (of silk, polyester, or similar material) and onto the substrate of paper.
3. Materials used must adhere to archival standards:
i. Wallpaper substrate should be lignin and acid-free buffered paper.
ii. Pigment is to be a light-fast pigment-based ink (NOT dye-based).
4. Physical proof samples will be sent to the park for approval before final printing and manufacture. If the park is dissatisfied with the quality or accuracy of the proof, the wallpaper must be modified to park satisfaction.
5.0 OPTIONAL WORK / TASKS:
N/A
6.0 GOVERNMENT FURNISHED EQUIPMENT / MATERIALS / OTHER:
Park museum staff will review the digital recreation of the “Guest Bathroom” wallpaper as well as the physical proofs provided to the park and will provide specific guidance on any modifications needed.
Installation of the wallpaper will be done by separate contractors currently already working on the Texas White House.
7.0 SPECIAL CONDITIONS / REQUIREMENTS:
(See Specific Work/Tasks)
8.0 PLACE OF PERFORMANCE:
Wallpaper will be replicated at the contractor’s workshop and will be delivered to the park at: Lyndon B. Johnson National Historical Park, 100 E. Ladybird Ln, #329, Johnson City, TX 78636.
9.0 PERFORMANCE PERIOD / SCHEDULE REQUIREMENTS:
The park will provide specific feedback and guidance on deliverables within one week of receipt from the contractor. All wallpaper materials should be delivered to the park by Sept 15, 2024.
