RFQ 140P1324Q0030
Valles Caldera National Preserve Trespass Cattle Wrangling Services Answers to all RFIs received by 12:00 PM MNT, 4/17/2024.
4/17/2024
1. Under 8.0.6 "Responsibility for the care of cattle (e.g., providing food and water) once they are corralled." is this for the day or is this for the entire time the animals are corralled? If entire time they are corralled how many days would be required?
a. Once trespass cattle are corralled by the wrangling services contractor, their care will be the responsibility of the Government for the entire time the animals are corralled. The trespass cattle wrangling services contractor will not be responsible for the care of any trespass cattle once the animals are corralled and the Government takes possession after being notified.
2. How often will payment be made? Monthly, quarterly, or at the end of the contract?
a. Payments may be made on a monthly basis, quarterly or at the end of the contract. For monthly or quarterly payments to be made, a Schedule of Values must be developed, submitted, reviewed, and accepted by the Government. Payments will not be made more frequently than once a month. Considering the Government doesn’t pay for services that it does not receive, all monthly or quarterly payments, if any, must be applied for the month after services have been rendered and accepted by the Government.
3. I'm not sure if I am understanding the Alternate 2, "Base Trespass Cattle Wrangling Services 2- Days Every Other Week 12 Days". Is 12 days mistyped and should actually be 24 days?
a. 12-days is an error it is actually 24-days. The error is corrected on the amendment.
4. Is there an age requirement?
a. The contractor is responsible for knowing, understanding, and complying with all Department of Labor and State Labor regulations with regard to the age of workers and all clauses and provisions contained within this solicitation. To learn more, consider referring to the Department of Labor Website for more information about Federal Regulations and the Service Contract Act as it pertains to youth employment.
5. How would the park like to stay in contact?
a. Per PWS 1.0 General – last paragraph – last sentence – “Contractor’s shall factor in their own communications equipment that will meet the needs of the park.” Additionally, PWS Section 6.0.1 “The contractor shall provide…equipment incidental and necessary to perform services…” The park notes that emails and telecommunications are needed for this requirement.
6. Do I need to be in contact throughout the work day, or do I contact only when cattle are penned up and at the end of the day?
a. There are instances such as PWS section 6.0.6 & 8.0.7 that requires notifying the Government immediately.
7. If camping permits are pulled, where do we keep the horses?
a. There is a corral at the Banco Bonito Campground that may be used by contractors to keep their horses.
8. Is there a specific number of cows we need to catch in a day?
a. All visible trespass cattle that are within the red perimeter identified on the map attached to this RFQ are required and expected to be wrangled, herded, and put into corrals on the day(s) of service. Trespass cattle within Sulphur Canyon, Valle San Antonio and Vale Toledo will be put into the San Antonio Corrals whereas trespass cattle within the red perimeter in Valle Grande are to be put into the Tack Shed Corrals.
9. Do we need to be a licensed business?
a. One’s entity must be registered as a business within the state from which it operates. Further, one’s business must be registered and active in the System for Award Management (SAM) www.sam.gov at the time the quotation is submitted to be considered for award.
10. What licenses, permits and signs are needed or required?
a. The Government expects the contractor to be knowledgeable and experienced for the services they are quoting to provide. The contractor will determine and is responsible for determining what licenses, permits, and signs are needed to provide trespass cattle wrangling services. The Government is relying on the contractor, being in the industry, to know what licenses, permits, and signs are required to successfully complete services.
11. If an owner is gathering their cows on park property, do we notify the park?
a. Yes - Refer to PWS Section 6.0.6 “The contractor shall not assist owners of trespass cattle with wrangling trespass cattle nor deviate from wrangling the cattle and securing them in a corral. If any encounter with an owner of trespass cattle occurs, the contractor shall notify the POC immediately. The POC will assume responsibility for communicating with the owner of trespass cattle.”
12. Is a bond needed and if so for how much?
a. Bonds are not required for this action; however, the contractor shall comply with insurance requirements identified in the terms and conditions Page 12 of 30 DIAR 1452.228-70.
13. Are there any photographs of the corrals that will be used?
a. Yes – Photographs of the Banco Bonito, San Antonio, and Tack Shed Corrals are added to this amendment as an attachment.
