SCOPE OF WORK
Preparation of National Historic Landmark Nomination for
Warren Ballpark, Bisbee, Arizona
I. Executive Summary
Operating under the authority of the 1935 Historic Sites Act (16 U.S.C. 461-67) and the National
Historic Preservation Act of 1966, as amended (54 U.S.C. § 300101 et seq.), the National Park
Service (NPS) administers the National Historic Landmark (NHL) program, which provides for the identification, documentation, preservation, and interpretation of nationally significant historic buildings, sites, objects, structures, and districts. The NPS Heritage Partnerships
Program seeks a first draft nomination for Warren Ballpark, the site of the 1917 Bisbee
Deportation, in Cochise County, Arizona, for its direct role in a nationally significant event that resulted in the mass deportation of over 1,000 copper mine strikers and union supporters.
The first draft NHL nomination shall be completed within two years (24 months) from the date of award. The work shall be accomplished through contract and consist of the components discussed in the statement of work.
II. Warren Ballpark
Warren Ballpark in Bisbee, Arizona was a key site in the 1917 Bisbee Deportation, a major labor dispute between unionized copper miners and the Copper Queen Mine. Striking miners, many of whom were Mexican immigrants or Mexican Americans, were corralled in the ballpark’s grandstands and field before being deported to New Mexico via the train line immediately adjacent to the park. Currently owned by the Bisbee School District No-1, the ballpark is not yet listed in the National Register of Historic Places but its national significance is recognized in
Labor History in the United States: A National Historic Landmarks Theme Study.
For more information on the property’s historical background as well as specific suggestions regarding preparation of the NHL nomination, please email Skylar Bauer at skylar_bauer@nps.gov to request the completed Letter of Inquiry for Warren Ballpark and the NHL program response letter. These letters, which have been approved by the NPS
National Historic Landmark program, are for internal use only but can be made available to potential vendors. The documents contain useful information regarding research requirements and should assist potential vendors develop their proposals.
III. Statement of Work
The NPS is seeking the services of a qualified consultant to prepare a complete NHL nomination for Warren Ballpark, according to requirements specified in this Request for Proposals (RFP).
The nomination, including photographs, maps, and GIS data, will be prepared in accordance with the NHL and National Register (NR) of Historic Places guidelines; these include Bulletin 16A, How to Complete the National Register Form, the NR Bulletin, How to Prepare National
Historic Landmark Nominations, as well as NPS Cultural Resource Spatial Data Transfer
Standards. It shall be prepared on a “National Historic Landmark Nomination” Form 10-934
(Revised 03-2023) and the final submission will be compliant with Section 508 of the mailto:skylar_bauer@nps.govtorequestthecompletedLetterofInquiryforWarrenBallpark
Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (29 U.S.C. § 794 (d)), to provide disabled individuals access to information that is comparable to access available to others. For more information, see https://www.section508.gov/content/learn.
All material submitted by the nomination preparer(s) pursuant to this project will enter the public domain; the preparer does not retain copyright over any material submitted in conjunction with the NHL nomination, and any and all copyrights and ownership associated with materials produced pursuant to this project are to be held by the NPS. Images currently under copyright need to be submitted with a photo release form or will not be accepted.
A. Draft Nomination Preparation
1. Historic Context and Statement of Significance: Building on the existing Letter of
Inquiry, National Register draft nomination forms, archival research, and scholarly sources, the preparer will research and write Section 5, “Significance Statement and
Discussion,” the context portion of a draft NHL nomination. Nomination should emphasize the centrality of the property in history of American labor organization. In writing this draft nomination, the preparer will work closely with staff of the NHL
Program in the NPS Intermountain Region, following their guidance to consider the site’s significance and integrity. The draft nomination shall confirm the breadth of comparative properties included in the Letter of Inquiry and NPS response letter and revise the list as needed. Preparers should identify and provide justification for the appropriate name and boundaries for the resource. A site visit will likely be needed to conduct a survey of resources associated with the 1917 Bisbee Deportation event, such as the railroad grade, to evaluate integrity for inclusion in the NHL nomination.
2. Resource Inventory: Section 6, “Property Description and Statement of Integrity” shall include a descriptive inventory of contributing and non-contributing resources and landscape features within the NHL.
3. Boundary Description and Justification: Section 4, “Geographical Data” shall be completed using Latitude and Longitude coordinates, including a written boundary description and justification for the area suggested for inclusion within an NHL boundary.
4. Photographs: The contractor shall consult with the NPS to identify appropriate images of the site that capture key character defining features.
5. Maps: The contractor shall consult with the NPS to confirm an NHL boundary for the
Warren Ballpark. The boundary shall be drawn on a 7.5-minute U.S. Geological
Survey series base map(s), per NHL standards and requirements. The map shall contain appropriate latitudinal/longitudinal reference points and datum and GIS meeting NPS standards shall also be submitted.

B. Draft Revision
1. Following review(s) of the preliminary draft nomination by the NPS, the preparer will review and revise the preliminary draft nomination and materials in accordance with standards and requirements as spelled out in the National Register of Historic Places
Bulletin: How to Prepare a National Historic Landmark Nomination, as interpreted by NHL Program staff, plus any additional guidance approved by NPS pursuant thereto. If necessary, the preparer will conduct additional research to answer any questions or concerns given in the comments.
2. The preparer will submit an electronic version (Microsoft Word and PDF) of the revised draft nomination and materials to NPS no later than six weeks after the preparer has received the comments noted above. Depending on the extent of NPS review comments, as well as the need for additional research, the preparer may be asked to prepare additional revised nomination drafts, which will be submitted no later than six weeks after the preparer has received NPS comments.
3. Upon receipt of an approved revised draft nomination, NHL Program staff will send the nomination out for review to a list of scholars. Following this scholarly review, NHL Program staff will provide the preparer with detailed instructions as to how the nomination is to be revised according to the comments of these reviewers. The preparer will then have four weeks to revise the nomination, and to submit a revised electronic version of the draft nomination (See “Deliverables” below). The nomination (including text, photos, figures, GIS data, and maps) will comply with
Section 508 of the Rehabilitation Act, as amended in 1998 (29 U.S.C. § 794 (d)), to provide disabled individuals access to information that is comparable to access available to others. For more information, see https://www.section508.gov/content/learn.
