About this file

This is a Justification for Brand Name Products document from the National Park Service's Major Acquisition Buying Office (MABO) dated April 2, 2025, requesting the purchase of Cambium Microwave network equipment for Canyonlands National Park. The procurement involves three Point-to-Point (PTP) wireless connections to upgrade the Local Area Network, replacing end-of-life equipment with Cambium PTP 700 microwave radio network equipment. The new system will operate in the 4600-4800MHz Federal frequency band, provide full AES 256-bit encryption certified to FIPS 140-3, and support communications across distances of 8, 25, and 50 miles. The equipment will enable improved data services, VoIP, and RoIP capabilities, and is already in use across multiple Interior Region (IMR) parks to ensure consistency in installation, configuration, and support.

The document justifies sole-source procurement under FAR regulations, citing that Cambium equipment meets specific technical requirements and is already standardized across multiple National Park Service locations. The procurement will be solicited on FedBizOpps.gov for acquisitions over $25,000, with ACG Systems noted as a potential vendor that has been selected for similar acquisitions in recent fiscal years. The IMR Radio Program Manager has certified the technical requirements, and the procurement aims to maintain consistency in network configuration, remote management, and spare parts across NPS installations.

United States Department of the Interior

NATIONAL PARK SERVICE

Major Acquisition Buying Office (MABO)

Justification for Brand Name Products

Date: April 2, 2025

Project: Request to purchase Cambium Microwave network equipment

1. Identifications

a. Agency: National Park Service

b. Contracting Office: Major Acquisition Buying Office

2. Description of the action being approved:

The National Park Service (NPS) shall be soliciting for Microwave radio network equipment. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR).

3. Description of supplies and services: Cambium PTP 700

4. Authority:

a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.

b. FAR Part 11.105: The Brand Name products are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet and cannot be modified to meet the agency’s needs.

c. FAR 6.302-1: The use of the name brand products are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

5. The description of the product’s unique qualifications or the unique nature of the acquisition:

Canyonlands National Park (CANY) in Utah requires an upgrade to their Local Area Network connections currently setup as Point-to-Point (PTP) Microwave; there are 3 PTP Links – Headquarters to Bald Mesa, Bald Mesa to Island in the Sky, Bald Mesa to Hans Flat Ranger Station. The current equipment is End-of-Life and has operated since 2016 and is using 5800MHz open frequency band and

Encryption. The new equipment will operate in the Federal frequency band 4600-4800MHz and be officially licensed by NTIA. The new equipment will also be full Encryption capable to AES 256-bit which is certified FIPS 140-3.

This PR will provide three (3) PTP (Point-to-Point) wireless connections to create the needed connectivity, this will provide improved data services along with VoIP and RoIP capabilities.

Cambium PTP equipment is currently in use in several IMR parks (ie. AMIS, BITH, BLCA, ELMA, GRSA, LYJO, PAAL, PEFO, SAGU) and will create a consistent/standard installation and provide for better service and support and use of shared peripherals, along with remote device management.

Equipment meets DOI STIG with approved encryption and use, and the PTP links will be licensed.

Due to the distances of the Links; 8-miles, 25-miles, 50-miles; this equipment will provide a stable link for these line-of-sight installations.

6. Efforts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

For acquisitions over $25,000 the solicitation will be issued on the Government’s Point of Entry, FedBizOpps.gov.

b. Presolicitation notice per FAR 5.2:

For acquisitions over $25,000 a presolicitation notice shall be posted on the Government’s

Point of Entry, SAM.gov unless the exception noted at FAR Part 5.202(a)(13) applies.

7. Determination that costs will be fair & reasonable:

Describe how the Government will verify the price for the product is fair and reasonable. Pricing based on previous purchases over the last 3 Fiscal Years of the same make/model equipment. Most recent purchase was in April 2024.

8. Description of the market research conducted:

Cambium microwave radio network equipment has been installed and is serviced in numerous park locations within IMR. Similar installation needed for standardization, peripheral equipment sharing, programming and configuration, licensed frequency use, device management, and service/support.

9. Other facts supporting other than full & open competition:

a. Reason why documents suitable for full & open competition have not been developed:

Same model radio needed for installation as this constitutes three point-to-point links. This same make/model of microwave is installed in numerous IMR Parks allowing for consistency in configuration, remote management, device tracking, and spare/replacement parts.

b. Data, estimated costs or other rationale as to the extent or harm to the Government:

Numerous vendors provide this manufacturer/make/model equipment and Best-in-Class Contract pricing for best benefit to the Federal Government.

10. Interested Sources:

Numerous vendors with Federal Contract options.

ACG Systems has been selected in the recent past (FY23 for SAGU Fire, FY24 for FLAG).

11. Actions to remove barriers to competition in the future for similar acquisitions:

Certifications:

a. Technical / Requirements Certification:

▪ I do hereby recommend the use of the Brand Name products noted above for the procurement noted above.

▪ I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
