for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Project was created to test/replace all Winsor Castle Sprinkler Heads in the attic.

Reason for Replacement is the sprinkler heads are due for replacement because they have exceeded their operating shelf life, which is a standard maintenance practice to ensure the system operates effectively in the event of a fire.

Explain:

• Fire Sprinkler Installation: Delta Fire originally installed the fire sprinkler system in 2005 and are familiar with system equipment and facility pipes. Utilizing this vendor ensures continuity of testing and reporting which reduces risk of system failure.

• Annual Inspections: Delta Fire has been conducting annual inspections of the system since the installation, ensuring everything is functioning properly. Inspections are completed at night and Delta Fire is familiar with the system and meeting government facility access procedures.

• Inspection Reports: To maintain concurrent documentation from one company ensures less risk for sprinkler failure. After each inspection, Delta Fire submits a detailed inspection report, highlighting any deficiencies or issues found during the check. All heads will be required to be replaced within that system they were pulled from (attic area). Documentation will be made at the time of replacement and each individual sprinkler tagged to keep organized the sprinkler locations.

• Repair Proposals: If deficiencies are discovered, Delta Fire provides a proposal for the necessary repairs or upgrades. One vendor prevents identifying responsibility for system deficiencies based on numerous vendors performing testing and head installation. Deficiencies are tracked by one company ensuring less risk for system failure.

• Emergency Services: Delta Fire is available for emergency situations or callouts, providing immediate support if needed.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

Market research indicated that only one vendor, Delta Fire Systems, installed the fire system and can provide quick response in the event of system repair failure because they maintain historical data for the last inspected/ installed equipment. Delta Fire Systems will be able to quickly respond to an emergency equipment failure because they are tracking system installation and are thus responsible for associated equipment failure.

Utilizing a variety of fire sprinkler installation vendors could not provide quick emergency system maintenance continuity required for emergency safety protocol, i.e., immediate response for troubleshooting and repair. If multiple vendors are testing/installing on the system during different time periods, response to a system failure could result if confusion with a delayed response. Who is responsible for the failure and who will trouble shoot the failure, depends on when the failed equipment was installed and by which company.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
