140P1224Q0086 Septic Services & Portable Toilets at Great Sand Dunes National Park
POC: Kimberly Steele
Statement of Work Great Sand Dunes National Park
Portable Toilet and Hand Washing Station Placement and Service
Vault Toilet Pumping
Septic Tank Pumping
BACKGROUND
Park visitation has nearly doubled in recent years necessitating portable toilets to be placed in the dunes parking area and one near the fee booth to accommodate visitors and reduce the burden on the custodial staff during the busy season which is typically May thru September.
Vault toilets in the dunes area, Sand Pit and Castle Creek day use areas may require frequent pumping in the busy months as well as year round service.
The park also has twenty four individual septic tanks some of which are pumped annually and others on an as needed basis. Emergency call-outs may also be needed.
All interested vendors must have a SAM.GOV registered business within 150 mile radius of Great Sand Dunes National Park.
PERIOD OF PERFORMANCE
The period of performance is from August 19th 2024-August 18th 2025.
OBJECTIVE
Portable Toilets and Handwashing Stations Portable toilets will be located at the following locations:
• Portable Toilets - Dunes Lot North - May 1 - August 16
• Wheelchair Accessible Portable Toilet Dunes Lot North - May 1 - August 16
• Wheelchair Accessible Portable Toilet - Near Fee Booth - May 1 - August 16
• Wheelchair Accessible Portable Toilet – Amphitheater - May 1 - August 16
These will require pumping and cleaning services four (4) times a week (Monday, Wednesday, Friday, Saturday) or as determined by Contracting Officers Representative (COR).
Toilets must be anchored in a fashion that prevents the units from being blown over in severe winds.
Addititional units with similar pumping and cleaning schedule may be requested with delivery expected within a 48 hour time period.
Handwahing stations with maintenance schedule similar to portable toilets may be requested with delivery expected within a 48 hour time period.
Vault Toilet Pumping The park has three vault toilets (CXT brand, Gunnison model) each with 1,000 gallon capacity that are pumped at least annually. Pumping includes removing all solids and liquids from the vault (breaking up solids as necessary) as well as trash that may have been placed in the vault by visitors. Vault toilet pumping requests will be made by COR and the vault shall be pumped withing 7 days of the request.
The vaults are located at these locations.
• Dunes Parking Lot: Access by truck with standard hose assemblies possible from pavement.
• Sand Pit and Castle Creek: Located approximately 1.6 and 2.3 miles from the campground along the Medano Primitive Road. Soft sand typically requires trucks to receive assistance from an NPS employee with a 4wd tractor. In the past, contractors have used either 1,000 gallon or 2,000 gallon, single-axle trucks successfully. Assisting the truck is a slow, gentle process, and under the direction, control and sole-responsibility of the contractor’s driver.
Septic Pumping The park has 23 individual septic systems with solids tanks ranging in size from 900 gallons to 6,000 gallons. Septic pumping requests will be made by COR and the tank shall be pumped withing 7 days of the request. Unexpected circumstances (i.e. system failure), an emergency pump may be required subject to fee determined in Price Schedule.
Required Services
• Pump tanks until empty (break up solids as necessary)
• Clean system filters
• Inspect, clean and pump, as necessary associated system manhole/junction vaults
• Some of the Septic Sytems have both a solid and small liquid distribution tank for the leach field.
• All tanks are located near enough to pavement that the truck can remain on pavement and the tank pumped with typical length hose assemblies with the exception of the Visitor Center. In this case, the truck must be backed over a curb and 200’ on a level gravel road to reach the tanks.
Solids Tanks:

• 2,500 gallon tanks (Campground, loop 3)
• 2,000 gallon tank (RV Dump Station)
