BRYCE CANYON NATIONAL PARK

PERFORMANCE WORK STATEMENT

FOR AIR QUALITY MEASUREMENT RESEARCH

SCOPE OF WORK

General: This shall be a non-personal services contract to provide Air Quality Measurement

Research services at Bryce Canyon National Park, in Bryce, Utah. This contract shall be for research services from February 19, 2024 – November 18, 2024. The data will be used as background information to support a formal trail planning process. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, shall be responsible to the Government. Services shall be provided in strict compliance with the terms, specifications, conditions, and provisions contained within this Performance Work

Statement (PWS).

The horse trail at Bryce Canyon National Park is a widely used resource for both pedestrians and horses. There have been recent complaints from hikers about dust generated by horses.

Particulate matter (PM) has generally been a pollutant of significant interest in Utah’s during the wintertime and recently, with increased dust storm and wildfire events, dust has started to become an important summer health concern. Children are an especially vulnerable population due to their higher ventilatory rates and level of activity which increases their exposure to air pollution. This is of substantial concern as many trail users are children who visit with their families. The contractor must have expertise in air quality monitoring specific to the state of

Utah.

The Contractor shall design a research study to monitor and analyze PM at a minimum of 3 locations in the park. The contractor will review the study plan with park staff for final approval of monitoring locations. The contractor will conduct at least 2 site visits to Bryce Canyon, in coordination with the Park’s Outdoor Rec Planner, to deploy the equipment and the beginning of the study and train park staff on data retrieval, and a second visit to retrieve the equipment at the end of the study. If there are any issues with the contractor’s monitoring equipment, Park Staff will call or email the contractor and contractor will respond within 2 working days.

The Contractor will furnish all leased air quality monitoring equipment & components (to include the monitor, the data logging equipment, and a solar power system), consumables, inspection and maintenance, reports, equipment insurance and transportation necessary to set up and deploy research instruments to identify air quality information in a manner useable and available to the Park to formally develop their trail planning processes. The contractor shall be responsible for data analysis and will provide a final written report to park staff by the end of the period of performance.

The performance period of this contract will be one year (February 19, 2024 to November 18, 2024).

BACKGROUND

Exposure to air pollution worsens health by increasing hospitalizations due to cardiovascular and pulmonary events, asthma exacerbations, and mortality. Fine particulate matter (PM2.5) is a prominent criteria pollutant regulated under the Clean Air Act by the Environmental Protection

Agency (EPA). PM2.5 is associated with negative health outcomes, with a recent study demonstrating the effects of even low levels of exposure on mortality. Measures to curb air pollution emissions have improved health outcomes. Multiple studies have focused on the impact of environmental hazards on children, with specific additional emphasis on environmental justice.

DATA RETRIEVAL

The contractor shall provide a means for data storage and ensure the data can be physically removed to download data manually or via a wireless connection. The contractor shall provide in-person, on-site training for Park Staff on the procedure to download data from the monitoring equipment and how transfer data for analysis. The contractor will be responsible for reviewing data for any issues weekly during the period of performance.

The data shall be compiled and analyzed in a report which could be utilized into a report to assist with the Park’s formal trail planning process. The Contractor shall provide the final report by the end of the period of performance.

PERFORMANCE SCHEDULE

This contract requirement shall be for a base period of 9 months.

Base Year: 02/19/2024 – 11/18/2024

The contractor will be paid monthly for services completed the prior month.

LOCATION OF SERVICES PERFORMED

The site of the work to be performed is located within the Bryce Canyon National Park’s main amphitheater area, shown in the orange-shaded project area in the map below. One of the required monitoring locations is accessible only by hiking trail (no immediate vehicle access).

The site will be approximately 1-mile down a steep trail from the nearest parking lot. Contractor must be capable and willing to hike to monitoring sites on steep and uneven terrain at 8,000 feet elevation.

CONTRACTOR REPRESENTATIVE

The Contractor shall provide a contract representative for the performance of the work specified in this contract. The name of this person and an alternate(s) who shall act for the Contractor when the Contractor is absent shall be designated in writing to the CO. The Contractor’s representative or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must be able to read, write, speak, and understand English.

PERSONNEL

The Contractor shall ensure that all employees are legal residents of the United States, qualified, and satisfactorily perform the services required by the contract. If a certification is not required to perform the type of work assigned, the individual must have verifiable work experience related to the duties to be performed by that individual. Personnel providing services under this contract shall not be considered employees of the Government.

All employees assigned by the Contractor to perform work under this contract shall be physically able to do the assigned work during the entire period of the contract. All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

APPEARANCE OF PERSONNEL. The Contractor shall ensure that contract personnel always present a neat and professional appearance. Contractor's personnel shall remain fully always clothed while performing under this contract. This includes shirts with sleeves (short or long), long pants, and shoes. Offensive pictures, sayings, tank tops, ripped tee shirts or jeans are strictly prohibited.

IDENTIFICATION OF PERSONNEL. The contractor and their subcontractors shall require all employees, including supervisors, to wear clothing with the contractor’s name for ready identification.

CONDUCT OF PERSONNEL. Contractor personnel's conduct shall not reflect discredit upon the federal government. The Contractor shall remove any employee for any violations of law or

Park Service regulation from the jobsite as determined by the Contracting Officer or Park law enforcement. The removal from the job site of such a person shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely service.

THE CONTRACTOR SHALL NOT: employ any person who is an employee of the United

States Government if the employment of that person would create a conflict of interest.

HOURS OF OPERATION. Meetings between the contractor and the park staff shall take place during work hours, 8am to 5pm Monday-Friday. The contractor will arrange site visits with park staff a minimum of 1 week in advance.

SUBCONTRACTING

The Government reserves the right to approve or disapprove any subcontractors selected. The

Contractor shall obtain approval from the CO for all subcontractors prior to entering any subcontracts. The Contractor's request for approval shall be in writing and include the specific work to be accomplished by the subcontractor.

PAYMENT

Payment will be made monthly for work completed and accepted by the Government covering the previous months' service. Upon acceptance, the Government will pay monthly the appropriate occurrence of the services as stated in the Schedule of Items.

BID PRICING

Bid pricing shall include pricing for the period of performance and shall include pricing for work items described above.

Component Price

-Particulate monitor installation, inspection, maintenance and consumables (filters, pumps, hoses) and solar power for three (3) units provided for a six-month lease period (19 Feb

2024 – 18 Nov 2024) to include equipment insurance and travel.

-Data processing, analysis of three (3) monitors for a six (6)-month period

-Weekly data QA/QC and bi-monthly (twice per month) report generation.
